ZOOZ,,",Z414?+ :,', A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING, RETROACTIVELY, THE FILING OF A GRANT, AND IF FUNDED, AUTHORIZING THE BUDGETING AND EXPENDITURE OF GRANT FUNDS, FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, UNDER THE "GRANTS TO ENCOURAGE ARREST POLICIES AND ENFORCEMENT OF PROTECTION ORDERS PROGRAM," IN THE AMOUNT OF $556,345.95. WHEREAS, the United States Department of Justice, Office of Justice Programs, has grant funds available under a program called "Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program;" and WHEREAS, these grants are designed to assist local law enforcement agencies in investigation and apprehension of suspects who commit domestic violence and/or those who violate domestic violence protection orders; and WHEREAS, the Miami Beach Police Department has developed a grant program that will create a new Domestic Violence Response Team (DVRT) that will respond to calls of domestic violence 24 hours a day, seven days a week, with the necessary investigative and victim's support personnel heretofore unavailable to the Police Department and operate in a partnership with the Miami-Dade County State's Attorney's Office, the Court In-Take Unit, and Victim's Services; and WHEREAS, the victims of domestic violence will receive enhanced services and attention and violators will be specifically targeted and apprehended before they can do further harm either at the scene of a domestic violence call or if they attempt to violate a protective order; and ~EREAS, the grant will be implemented on July 1, 2002 and expire on December 31, 2003 and there are no matching funds required from the City; and WHEREAS, the grant is for a total of $556,345.95 and will fund $370,440.00 in reimbursable salary and overtime costs; $8,984.95 for reimbursable fringe benefits costs; $35,112.00 for travel and training costs; $46,649 for equipment (laptop computers, cellular telephones, digital cameras, computer printers); $2,860.00 for office and postage supplies; $13,500.00 for consultant services supplied by Paralegal Services; and $28,890.00 for the leasing of 3 undercover automobiles; and WHEREAS, the City received the grant application in mid January with an application-filing deadline of January 31, 2002. The application could not be researched and prepared in time to meet the deadline for submitting items for the City Commission meeting for January 30, 2002 and the application-filing deadline, therefore retroactive appro\fal is necessary. ANALYSIS The United States Department of Justice, Office of Justice Programs, has grant funds available under a program called "Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program." These grants are designed to assist local law enforcement agencies in investigation and apprehension of suspects who commit domestic violence and/or those who violate domestic violence protection orders. The Miami Beach Police Department has developed a grant program that will create a new Domestic Violence Response Team (DVRT) that will respond to calls of domestic violence 24 hours a day, seven days a week, with the necessary investigative and victim's support personnel heretofore unavailable. The DVRT will have fifteen specially trained patrol officers who will respond to all calls regarding domestic violence. In addition, one detective Sergeant and two detectives will be on call to respond to cases. Lastly, the DVRTwill have two Police Department Victim's Advocates assigned to it in partnership with the Miami- Dade County States Attorney's Office, The Court In-Take Unit and Victims Services. The victims of domestic violence will receive enhanced services and attention and violators will be specifically targeted and apprehended before they can do further harm either at the scene of a domestic violence call or if they attempt to violate a protective order. The grant will enable the Police Department centralize victim services and law enforcement officers into one operational unit. It will also provide training programs for police personnel and other professionals as well as improve tracking cases involving domestic violence and dating violence. Lastly, it will provide technical assistance, computers and other police equipment to facilitate a pro-arrest program and the enhanced enforcement of protection orders. The grant will be implemented on July 1, 2002 and expire on December 31, 2003. There are no matching funds required from the City. The Office of Justice Programs will provide $556,345.95, to fund the program as follows: ~$370,440.00 for reimbursable salary and overtime costs; ~$58,894.95 for reimbursable fringe benefits costs; ~$35, 112.00 for travel and training costs; ~$46,649.00 for equipment (computers, cameras, etc.); ~$2,860.00 for office and postage supplies; ~$13,500.00 for consultant services supplied by Paralegal Services; and ~ $28,890.00 for the leasing of three undercover automobiles.
