A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS
DESIGNEE, TO SUBMIT A GRANT APPLICATION TO THE METLlFE FOUNDATION
FOR GRANT FUNDS UP TO THIRTY THOUSAND DOLLARS, TO ENHANCE
CURRENT FUNDING OF THE POLICE CITIZEN ACADEMY; AND TO
APPROPRIATE THE FUNDS, IF AWARDED.
WHEREAS, the MetLife Foundation recognizes sustain and share the work of innovative
partnerships between community groups and police to promote neighborhood safety and
revitalization; and
WHEREAS, the Metlife Foundation has created a new grant program; and
WHEREAS, through this new awards program, the MetLife Foundation will identify and
honor partnerships that can exhibit tangible accomplishments in their efforts to advance the
process, outcome, and/or evaluation of potent police~ommunity collaborations; and
WHEREAS, six monetary awards totaling $130,000 will be made: two first-prize winners
will each receive $30,000; two second-prize winners $20,000; and two third-prize winners
$15,000; and
WHEREAS, awards are unrestricted funds that may be used by the recipient in any
manner that, in the awardee's opinion, promotes, furthers, or strengthens the recognized
partnership; and
WHEREAS, the City of Miami Beach is seeking grant funds from the MetLife Foundation
to support the efforts of the Police Citizen Academy; and,
WHEREAS, the Citizen Police Academy is comprised of a twelve-day training exercise
that exposes participants to all fields of police work; and
WHEREAS, to date, over 200 City of Miami Beach residents have participated in the
Citizen Police Academy; and
WHEREAS, in an effort to enhance the Citizen Academy program, the City will seek
grant funds from the MetLife Foundation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is
authorized, to submit a grant application to the Metlife Foundation for grant funds up to thirty
thousand dollars to enhance current funding of the Poli iti en Academy; and to appropriate
funds, if awarded.

Issue:
The City of Miami Beach Police Department sponsors an annual Citizen Police Academy that exposes
resident to all fields of police work. To date, over 200 City of Miami Beach residents have participated in the
Citizen Police Academy.

In an effort to enhance the Citizen Police Academy, the City is seeking funds not to exceed one hundred
and thirty thousand dollars from the MetLife Foundation. If awarded, these funds will be used to strengthen
the Citizen Academy program and will enhance accessibility.

ANALYSIS
The Metlife Foundation recognizes the shared work of innovative partnerships between
community groups and police to promote neighborhood safety and revitalization. Through
this new awards program, the MetLife Foundation will identify and honor partnerships that
can exhibit tangible accomplishments in their efforts to advance the process, outcome,
and/or evaluation of potent police-community collaborations. Eligible applicants must be
member organizations of partnerships that include, but need not be limited to, community
organizations and police.
If selected, awardees will receive a monetary grant and be recognized at the Spring 2002
Community Safety Initiative (CSI) Conference (dates and location to be announced).
Selection committee members will also promote the selected programs by publishing and
distributing their accomplishments in case statements to a wide audience of practitioners,
policymakers, and academics. By submitting a project for consideration, applicants (both
awardees and non-awardees) grant permission to CSI to publish the submission or parts or
summaries of the submission in order to call the attention of the police, community
development, and public policy fields to the applicants' good work.

The Citizen Police Academy is comprised of a twelve-day training exercise that exposes
participants to all fields of police work. Participants of the academy are engaged in similar
training activates that a sworn police officer is required to complete. The training, which
teaches participant gun safety, self defense courses, defensive driving skills and other
police training programs. In an effort to enhance the Citizen Academy program, the City will
seek grant funds from the MetLife Foundation.
