RESOLUTION NO. 2002-24754
A RESOLUTION AUTHORIZING THE AWARD OF A CHANGE ORDER IN THE
AMOUNT OF $141,100, TO METCALF & EDDY, INC., FOR THE CONSTRUCTION
OF THE STORMWA TER DRAINAGE SYSTEM AT THE NORMANDY SHORES GOLF
COURSE MAINTENANCE YARD, REQUIRED BY THE MIAMI-DADE COUNTY
DEPARTMENT OF ENVIRONMENTAL RESOURCES MANAGEMENT AS PART OF
THE APPROVED HAZARDOUS WASTE REMEDIAL ACTION PLAN FOR THE
FACILITY.
WHEREAS, the soil and groundwater beneath the Normandy Shores Golf Course
maintenance yard is contaminated with hazardous levels of arsenic, which is the result
of the improper discharge of waste agricultural chemicals at the facility; and
WHEREAS, the City initiated a series of investigations to determine the full extent of the
contamination beneath the maintenance yard and adjacent fairway areas, an
assessment of the degree of risk to human health posed by the contaminants, and the
development of remedial action plans; and
WHEREAS, those investigations were carried out over the past seven years and the
results were compiled into a Contamination Assessment Report, a Risk Assessment
Report, and a Remedial Action Plan, w,hich were submitted to the Miami-Dade County
Department of Environmental Resources Management (DERM) for their review and
approval; and
WHEREAS, the DERM completed its review of the submitted documents and approved
the Remedial Action Plan (RAP) in March 2000; and
WHEREAS, the cost for implementation of the RAP was estimated at approximately
$185,000 and the Mayor and City Commission appropriated the necessary funds and
authorized the award of a contract on May 10, 2000; and
WHEREAS, upon approval of the contract award, the City's consultant, Metcalf & Eddy, .
Inc. submitted the engineering plans for the approved RAP to the Stormwater Control
Section of the DERM in order to obtain the required Stormwater permit; and
WHEREAS, the DERM Stormwater Section denied the stormwater permit application
and required the design of a completely new stormwater drainage system to be installed
at the maintenance yard; and
WHEREAS, the estimated cost for the construction of the new stormwater drainage
system is $141,100; and

WHEREAS, the necessary funds are available from the $5,000,000 Gulf Breeze
Loan proceeds, previously appropriated for the renovation and environmental
remediation of the Normandy Shores golf course.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, authorize the award of a change order
in the amount of $141,100 to Metcalf & Eddy, Inc., for the construction of the stormwater
drainage system at the Normandy Shores golf course maintenance yard, required by
DERM as part of the approved hazardous waste remedial action plan for the facility.

Issue:
Shall the City authorize the award of a change order to Metcalf & Eddy, Inc. in the amount of $141,100
Item Summary/Recommendation:
The soil and groundwater beneath the Normandy Shores Golf Course maintenance yard is contaminated with hazardous
levels of arsenic, which is the result of the improper discharge of waste agricultural chemicals at the facility. A series of
investigations were conducted over the past seven years and the results were compiled into a Contamination Assessment
Report, a Risk Assessment Report, and a Remedial Action Plan, which were submitted to the Miami-Dade County
Department of Environmental Resources Management (DERM) for their review and approval.
The DERM subsequently approved the Remedial Action Plan (RAP), which requires the excavation and removal the most
severely contaminated soil from the former chemical storage and mix/load areas within the maintenance yard at the golf
course and the installation of a "cap. over the entire maintenance yard to prevent percolating rainwater from spreading
contamination from the moderately contaminated soils that will remain in-place beneath the maintenance yard.
Following the approval of the RAP, the engineering plans for the RAP were submitted to the Stormwater Control Section of
the DERM in order to obtain the required Stormwater permit. The DERM Stormwater Section denied the stormwater permit
application and required the design of a completely new stormwater drainage system to be installed at the maintenance
yard to work in conjunction with the cap. The incorporation of the new stormwater drainage system into the RAP will require
the excavation and disposal of additional contaminated soil, installation of the stormwater collection system and a drainage
well, and regrading of the entire maintenance yard. The estimated cost for the construction of the new stormwater drainage
system is $141,100.
The necessary funds are available from the $5,000,000 Gulf Breeze Loan proceeds, previously appropriated for the
renovation and environmental remediation of the Normandy Shores golf course.
Therefore, the Administration recommends the City Commission authorize the award of a change order in the amount of
$141,100 to Metcalf & Eddy, Inc., for the construction of the stormwater drainage system at the Normandy Shores Golf
Course maintenance yard, required by DERM as part of the approved hazardous waste remedial action plan for the
facilitv .

ANALYSIS
The soil and groundwater beneath the Normandy Shores Golf Course maintenance yard is contaminated
with hazardous levels of arsenic, which is the result of the improper discharge of waste agricultural
chemicals at the facility.
Upon learning of the situation, the City initiated a series of investigations to determine the full extent of the
contamination beneath the maintenance yard and adjacent fairway areas, an assessment of the degree of
risk to human health posed by the contaminants, and the development of remedial action plans. Those
investigations were carried out over the past seven years and the results were compiled into a
Contamination Assessment Report, a Risk Assessment Report, and a Remedial Action Plan, which were
submitted to the Miami-Dade County Department of Environmental Resources Management (DERM) for
their review and approval.
In March 2000, the DERM completed its review of the submitted documents and approved the Remedial
Action Plan (RAP). The approved RAP requires the excavation and removal the most severely
contaminated soil from the former chemical storage and mix/load areas within the maintenance yard at the
golf course. Once the severely contaminated soils have been replaced with clean fill material, the City is
required to "cap" the entire surface of the maintenance yard with a layer of asphalt. The purpose of the
asphalt is to prevent rainwater from percolating through the moderately contaminated soils that will remain
in-place beneath the maintenance yard. (percolating rain water could "leach" arsenic from the soil and

transport it into the groundwater beneath the site, thereby causing the contamination to spread.) After the
asphalt cap has been installed, the City will be required to conduct a Groundwater Monitoring Program to
demonstrate that the capping and "in-place management" is working effectively and preventing
contaminant migration.
The cost for implementation of the RAP was estimated at approximately $185,000 and the necessary funds
were appropriated and the Mayor and City Commission authorized the award of a contract on May 10,
2000.
Upon approval of the contract award, the City's consultant, Metcalf & Eddy, Inc. submitted the engineering
plans for the approved RAP to the Stormwater Control Section of the DERM in order to obtain the required
Stormwater permit.
The DERM Stormwater Section denied the stormwater permit application and required the design of a
completely new stormwater drainage system to be installed at the maintenance yard to work in conjunction
with the asphalt cap. The incorporation of the new stormwater drainage system into the RAP will require
the excavation and disposal of additional contaminated soil, installation of the stormwater collection
system and a drainage well, and re-grading of the entire maintenance yard.
The estimated cost for the construction of the new stormwater drainage system is outlined below:
