PROPOSED NO MANDY SHORES IMPROVEMENTS

Several concerns were raised recently regarding proposed improvements for the
Normandy Shores neighborhood. These concerns center primarily around "promised"
projects of previous administrations, The purpose of this LTC is to provide information on
these past "promises" and their relevance to the proposed improvements included in the
current capital program.
Within the past few weeks, a copy of an internal City Memorandum dated March 16, 1999
from then City Manager Sergio Rodriguez to Commissioner Jose Smith has been
circulated to the City Commission by residents of Normandy Shores (copy of memo
attached). The community is representing this memo as a "promise" made by a previous
administration that is owed to them. Along with this representation is the assertion that the
present capital program should be over and above the improvements "promised" in the
March 1999 memorandum.
The information in the March 1999 memo is based on the "City of Miami Beach Capital
I mprovements Program 1999-2004 Projects (Revised)" that was being developed/updated
at the time. Also attached is a copy of the project page from the April 1 , 1999 revision that
was being drafted at the time the memo was written, Although some adjustments were
made regarding the final budget dollars, the time lines and descriptions reflected for the
project are consistent with the March 16th memorandum.
The project page shows a $3,790,825 project inclusive of stormwater and water line
improvements. There was an associated construction budget of $3,000,000 for FY 00.
Since the proposed work was primarily underground, the re-surfacing and re-grading ofthe
road also appears in the project description as a component of restoration.
The Funding Sources for the project should be noted, as they are the "Proposed
Stormwater Bond" and the "Proposed Water Bond." Since these bond issues were not
issued until October 2000 and August 2000, respectively, the project outlined in the March
16th memorandum was delayed based on funding. Additionally, in November 1999 the
General Obligation Bond Issue was approved by referendum. The City then made a logical
decision to coordinate the work of all three bond issues into individual neighborhood
projects, The stormwater and water improvements indicated in the March 16, 1999 memo
are essentially the same as those presently contemplated. The proposed G.O. Bond
improvements are in addition to the stormwater and water improvements,
The current capital project has a proposed construction budget of over $7 million,
composed of approximately $3,1 million in Stormwater, $1.5 million in Water, and $2,7
million in G.O, improvements, The current project is over double the previous project and
as noted above, includes the improvements of the March 1999 memo,
The administration, together with the City's consultants, are designing the propased
projects through a consensus based process. The residents of the neighborhood have at
least two Community Design Workshops (COW) to discuss proposed improvements and
associated budgets. These workshops are designed to create a consensus for a set of
improvements, and depending upon the items, often include actual voting among those
present. These meetings are preceded by a "pre-COW" that serves as a dry run for the
COW and usually includes members of homeowner groups or other identified community
organizations. As a supplement to this process, staff from the CIP Office and the Program
Manager (Hazen & Sawyer) are also available for additional meetings to clarify proposals
or to discuss resident perspectives. This ensures that residents, such as those in
Normandy Shores, have numerous opportunities to input into the process,
As is the case in many parts of the City, the current funding level will not provide all the
improvements that the neighborhood would like to see. Additionally, although many of
these projects have multiple funding sources (stormwater, water/sewer, G,O.) that are
restricted in nature, the project is still one project that has overlapping elements. This
means that it is sometimes difficult, as well as inappropriate, to totally isolate each funding
source and its associated improvements. For example, it would be unreasonable to
contemplate streetscape improvements without first considering how underground
infrastructure improvements may affect the streetscape improvements and visa-versa, In
the case of Normandy Shores, an aesthetic treatment, such as valley gutters, has an affect
on the stormwater system, and for this reason can be funded from either G.O, (above
ground aesthetic) or Stormwater Bond (drainage) funds, which has the effect of blurring the
lines. As a result, City consultants and staff perform an analysis that focuses primarily on
the project first and then "matches up" available funding sources to pay for the project.
The leadership of the Normandy Shores Homeowner's Association have indicated a desire
to see additional Stormwater improvements, additional Water improvements, and
additional streetscape improvements beyond those presently funded. In considering
additional resources for this neighborhood, it should be noted that this neighborhood is one
of the best funded, on a per household basis, in the City.
Although the present projects are not everything that every person would want, they are
significant and will have a positive impact on the island and in the City, Should you wish to

This is in response to your March 11, 1999 memo regarding resurfacing of streets in Nonnandy
I Shores. The proposed work in this neighborhood includes replacement of the existing water mains,

of work will be the milling and repaving of the entire roadway on Normandy Shores. The work

The...preliminarv phase of the drai~..work has been completed along with a survey of the area.
During this phase, the engineers collected data and developed alternative approaches for handling
I storm water runoff in the area. The recommended drainage system will include installation of catch
basins, inlets and pressurized wells.. The Technical Memorandum summarizing this work is
presently being reviewed by City staff (copy attached).
