2002-24777 Reso RESOLUTION NO. 2002-24777 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING BY 5/7THS VOTE, THE FORMAL COMPETITIVE BIDDING REQUIREMENTS AND APPROVING THE USE OF THE FORTRESS-MIAMI CORP., IN A NOT TO EXCEED AMOUNT OF $70,245, FOR THE STORAGE OF THE BASS MUSEUM'S PERMANENT COLLECTION, ON A MONTH- TO-MONTH BASIS, UNTIL SUCH TIME THAT THE BASS MUSEUM EXPANSION AND RENOVATION PROJECT IS COMPLETE. WHEREAS, The Fortress-Miami Corp., which was the sole bidder pursuant to Invitation to Bid No. 7-96/97, has been providing storage for the Bass Museum's permanent collection, until the expiration of its contract with the City on December 3,1998, and has thereafter been on a month- to-month agreement; and WHEREAS, the Bass Museum has been using The Fortress for the last fifteen (15) years and has been satisfied with the storage facility's climate controlled environment and the level of security; and WHEREAS, there are no other museum quality storage facilities in the local area that meet the stringent museum requirements/specifications storage of these fine works of art from the Museum's collection; and WHEREAS, The Fortress is also the sole source provider for storage of items for Miami- Dade County's Vizcaya museum collection; and WHEREAS, based on the projected completion date on the Bass Museum Renovation and Expansion Project of April 30, 2002, contingent on all repairs to the Museum's climate control system and other necessary repairs, and the projected moving of the collection date of July 30, 2002, storage may be required for the remainder of the fiscal year, through September 30,2002; and WHEREAS, at the current cost of $7,805 per month, for nine (9) months, it is recommended that the Mayor and City Commission herein waive by 5/7ths vote, the competitive bidding requirement, and that a Standing Order be issued, in the amount of $70,245. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein waive by 5/7ths vote, the formal competitive bidding requirement and approve the use of The Fortress-Miami Corp., in a not to exceed amount of $70,245, for the storage of the Bass Museum's permanent collection, on a month-to-month b ., until such time that the Bass Museum Expansion and Renovation Project is complete. The City's collection has occupied the entire sixth floor of The Fortress since the Museum closed in 1999 for renovation and expansion. The current cost of the storage Is $7,805 per month. The move of the collection is projected to be completed by July 30, 2002 if all necessary repairs to the Museum climate control system and other necessary repairs are completed by April 30, 2002. Regardless of the above projected Bass Museum completion dates, it is recommended that a Standing Order be issued for the required storage, from January 1, 2002 through September 30, 2002, (FY02) in the amount of $70,245. March 20,2002 Page 2 of 2 ANALYSIS: Regardless of the above projected Bass Museum completion dates, it is recommended that a Standing Order be issued for the required storage, from January 1, 2002 through September 30, 2002, (FY02) in the amount of $70,245. At the completion of the expansion project the majority of the collection will be moved Into the Bass Museum art storage area. The Museum will continue to utilize a smaller area at the Fortress, which will cost approximately $2,000 per month. It is therefore the recommendation of the Administration that the Mayor and City Commission waive by 517ths vote, the formal competitive bidding requirements and approve the use of The Fortress-Miami Corp., in a not to exceed amount of $70,245, for the storage of the Bass Museum's permanent collection on a month-to-month basis until such time that the Bass Museum's expansion and renovation is complete.
