A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT
APPLICATION TO THE STATE OF FLORIDA, DEPARTMENT
OF COMMUNITY AFFAIRS, FLOOD MITIGATION
ASSISTANCE PROGRAM FOR FEDERAL FUNDS IN AN
AMOUNT NOT TO EXCEED $1,600,000, TO BE MATCHED
WITH $400,000 OF CITY FUNDING FROM THE APPROVED
SERIES 2000 STORMWA TER BONDS FOR MITIGATION
MEASURES THAT WILL REDUCE OR ELIMINATE THE LONG-
TERM RISK OF FLOOD DAMAGE IN THE CITY OF MIAMI
BEACH; FURTHER APPROPRIATING THE GRANT IF
APPROVED AND ACCEPTED BY THE CITY AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
ALL NECESSARY DOCUMENTS RELATED TO THIS
APPLICATION.
WHEREAS, the Federal Emergency Management Agency (FEMA) has
allocated approximately $5.6 million to the State of Florida, Department of Community
Affairs, Division of Emergency Management for the Flood Mitigation Assistance (FMA)
Program for Fiscal Years 2001 and 2002; and,
WHEREAS, local governments are encouraged to submit applications that
address flood mitigation to repetitively flooded structures; and,
WHEREAS, the goal of the FMA Program is to fund feasible cost-effective
mitigation measures that will reduce or eliminate the long-term risk of flood damage to
structures insured under the National Flood Insurance Program (NFIP); and,
WHEREAS, the FMA's requirements are attached and incorporated herein as
Attachment A to this Resolution; and,
WHEREAS, the City intends to submit an application for funding the citywide
drainage projects, which are part of the GO Bond Capital Improvements Program;
and,
WHEREAS, the FMA will fund projects at 75% and requires a 25% local match
from the City. The City has Series 2000 Stormwater Bond funds currently allocated to
the projects mentioned above and will use these funds as a match.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the City Manager or his designee to submit a grant application
to the State of Florida, Department of Community Affairs Flood Mitigation Assistance
Program, in an amount not to exceed $1,600,000, to be matched with $400,000 in
City funding from the approved Series 2000 Stormwater Bond Fund, for mitigation
measures that will reduce or eliminate the long-term risk of flood damage on Miami
Beach; further appropriating the grant if approved and accepted by the City and
authorizing the Mayor and City Clerk to execute all necessary documents related to
this application.

The Federal Emergency Management Agency (FEMA) Has Allocated Approximately $5.6 Million To The

Mitigation Assistance (FMA) Program For Fiscal Years 2001 And 2002. Local Governments Are

Analvsis
The Federal Emergency Management Agency (FEMA) has allocated approximately $5.6
million to the State of Florida, Department of Community Affairs, Division of Emergency
Management for the Flood Mitigation Assistance (FMA) Program for Fiscal Years 2001 and
2002. Local governments are encouraged to submit applications that address flood
mitigation to repetitively flooded structures. The goal of the FMA Program is to fund
feasible cost-effective mitigation measures that will reduce or eliminate the long-term risk of
flood damage to structures insured under the National Flood Insurance Program (NFIP).
National Flood Insurance data shows that many property owners on Miami Beach have
suffered from loss due to flooding of their property.
In order to qualify for the program, the City must meet the following minimum eligibility
requirements:
1) Must have an adopted Flood Mitigation Plan or Local Mitigation Strategy (LMS)
been approved by FEMA.
2) Construction shall commence within 90 days of contract execution between the
Division and the City.
The City has been a member of the Miami-Dade County Hazard Mitigation Working
Committee since its inception in 1998 and participated in the development of the County's
first LMS, which was completed in June 2000. In November 2000, the City Commission
adopted Resolution No. 2000-24191 which provided updates to the County pertaining to
the City of Miami Beach's LMS and reflected accomplishments that have been made.
The City intends to submit an application for funding the citywide drainage projects, which
are part of the GO Bond Capital Improvements Program. The projects include new water
mains, 6" deep valley gutter systems and improvements to the drainage system. Included
in this application are Marseille Drive Drainage Improvements Project, Washington Avenue
Drainage Improvements Project and several other projects citywide.
The FMA will fund projects at 75% and requires a 25% local match from the City. The City
has Series 2000 Stormwater Bond funds currently allocated to the projects mentioned
above and will use these funds as a match. The application deadline is March 30, 2002.
In conclusion, the Administration recommends that the Mayor and City Commission of the
City of Miami Beach, Florida, authorize the City Manager or His Designee to submit a grant
application to the State of Florida, Department of Community Affairs Flood Mitigation
Assistance Program, in an amount not to exceed $1,600,000, to be matched with
$400,000 in City funding from the approved Series 2000 Stormwater Bond Fund, for
mitigation measures that will reduce or eliminate the long-term risk of flood damage on
Miami Beach; further appropriating the grant if approved and accepted by the City and
authorizing the Mayor and City Clerk to execute all necessary documents related to this
application.
