A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF THIRTY (30) BANNERS
FOR THE FESTIVAL DE CINE ARGENTINO, TO BE HELD
APRIL 12 THROUGH APRIL 20, 2002, AS REQUESTED BY THE
APPLICANT AT THE FOLLOWING LOCATIONS: MACARTHUR
CAUSEWAY, BETWEEN THE COAST GUARD STATION AND
ALTON ROAD; 5TH STREET, FROM ALTON ROAD TO OCEAN
DRIVE; ALTON ROAD, FROM 17TH STREET TO 15TH STREET;
COLLINS AVENUE, FROM 5TH STREET TO 21 ST STREET;
AND COLLINS AVENUE, FROM 71 ST STREET TO 87TH
STREET; SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN
THE PUBLIC RIGHT-OF-WAY, MEASURING 3 FEET X 7 FEET
AND HAVING COPY AND DESIGN AS SHOWN ON THE
ATTACHED DRAWINGS; TO BE INSTALLED AND REMOVED IN
ACCORDANCE WITH ALL OTHER APPLICABLE CITY
REQUIREMENTS; THE ADMINISTRATION FURTHER
RECOMMENDS THAT THESE BANNERS BE INSTALLED NO
EARLIER THAN APRIL 10, 2002, AND REMOVED BY APRIL 24,
2002.
WHEREAS, The Festival de Cine Argentino (Applicant) will be held on April 12
through April 20, 2002, at the Regal Cinema in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested light pole banners, measuring 3 feet by
7 feet; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than April 10, 2002, and
removed by April 24, 2002; and
WHEREAS, the Applicant has requested approval and authorization for the
placement of a total of thirty (30) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the banners by April 24, 2002, and will ensure that any damage to light poles will be
repaired at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission, approve and authorize the placement of thirty (30) banners for the Festival
de Cine Argentino, to be held April 12 through April 20, 2002, as requested by the
Applicant at the following locations: McArthur Causeway, between the Coast Guard
Station and Alton Road; 5th Street, from Alton Road to Ocean Drive; Alton Road, from
17th Street to 15th Street; Collins Avenue, from 5th Street to 21 st Street; and Collins
Avenue, from 71st Street to 87th Street; said banners to be affixed to light poles in the
public right-of-way, measuring 3 feet x 7 feet; and having copy and design as shown on
the attached drawings; to be installed and removed in accordance with all other
applicable City requirements; the Administration further recommends that these banners
be installed no earlier than April 1 0, 2002, and be removed by April 24, 2002.

Pursuant to Section 82-411 - Light Pole Banners: The following information is provided
for the Light Pole Banners for Festival de Cine Argentino at the Regal Cinema on
Miami Beach, April 12-20, 2002.
The Festival de Cine Argentino light pole banners are 3' in width and 7' in length
double faced and are made of vinyl. The banners will be screen-printed using the colors
yellow, blue, and black. The banner design consists of the event logo, event date and
location and phone number.

culture in South Beach.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.

The City Code Section 82-411 (d) requires that the City Commission approve the
installation of temporary banners which reads, in part:
(1) The right to install, as well as the number, location and method of installation of
banners shall be subject to the design review process and approved by the City
Commission and the Public Works Department.
(2) Banners shall not exceed three feet in width by seven feet in length. Banners may
be double-sided. The color, design and material of all banners shall be approved
under the design review process.

(3) Banners announcing special events either to be held in City or to be associated in
some manner with the city, as determined by the City Commission, may be erected
up to 30 days prior to the event being announced and must be removed within
seven days after such event. Special event banners shall require prior approval by
the City Commission.
(4) A performance bond shall be required to ensure the removal ofthe banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote the Festival de Cine Argentino in the City of
Miami Beach. This event is sponsored by the National Argentine American Foundation.
The Festival de Cine Argentino is a film festival featuring the work of Argentine artists, and
promoting Argentine culture in South Beach.
If approval is granted, the proposed temporary banners are recommended to be installed
no earlier than April 10, 2002 and removed no later than April 24, 2002 by the banner
company.
The City Commission should approve the installation of the subject light pole banners for
The Festival de Cine Argentino, to be held at the Regal Cinema in the City of Miami Beach
on April 12 through April 20, 2002.
