Morales, City Manager � -- October 16, 2017 TWO-WAY CONVERSION OF 42 STREET BETWEEN SHERIDAN AVENUE AND PINE TREE DRIVE The purpose of this Letter to Commission (LTC) is to provide an update on the status of the 42nd Street traffic flow modification project between Pine Tree Drive and Sheridan Avenue. The project consists of a reconfiguration of 42�d Street between Sheridan Avenue and Pine Tree Drive from its current one-way configuration to a two-way configuration to improve circulation at the Pine Tree Drive/42"d Street intersection and access to the Jewish Community Center. Staff has been working on this project since late 2015. Over that time, the City completed a traffic impact study which was approved by Miami-Dade County Department of Transportation and Public Works (DTPW) and endorsed by the City Commission. Since the completion of the traffic impact study, the Transportation Department has engaged Stantec Consulting to prepare engineering plans and secure a permit the project. As part of the scope of work, the City and Stantec developed a strict schedule to ensure that the design was completed in 90 days. The engineering design was completed within the accelerated schedule and plans were submitted to DTPW on June 2, 2017. DTPW provided comments on August 14, 2017. The consultant submitted revised plans in less than one week and the City is currently awaiting comments from the County on the latest submittal. The County has advised that all plans reviews have been delayed due to Hurricane Irma recovery. During design development, the City received an additional request to address existing parking and drainage deficiencies at the northeast corner of 42nd Street and Sheridan Avenue. The Transportation Department and Public Works Department collaborated to identify funding and incorporate the drainage and parking improvements in the 42nd Street Reconfiguration Project. In anticipation of County approval, staff is preparing the bid documents for advertisement. In addition, staff has met with the Jewish Community Center and provided an update on the project. Based on this coordination, staff has learned that construction during winter break would be less impactful to the JCC's ingress/egress. Given the project's proximity to North Beach Elementary, project construction during the holiday break would also be less impactful to traffic. Given the required lead time for ordering and delivery of the projecYs traffic signal control devices, the County's immediate approval is essential to ensure the City can meet the anticipated construction schedule. Staff will continue to follow-up with County staff to try to accelerate the review and approval of the roadway design plans. Please do not hesitate to contact me if you have any questions.
