an application filed by A. O. Q..>`
Florida for a permit to fill approximately eight miles
of islands now open water of Biscayne Bay between Key
Biscayne and the Ragged Keys.
AND WHEREAS, the creation of the said islands would
interfere with the interests of the citizens of Miami Beach,
would interrupt the free flow of the tides, inpede the
navigation of that area and, in time of storm, block up
a long outlet for surplus waters increasing the danger of
the northern part of Biscayne Bay and Miami Beach in
articular.
