2002-24829 Reso RESOLUTION NO. 2002-24829 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT GRANT APPLICATIONS FOR: 1) THE BYRON CARLYLE THEATER, FOR MIAMI-DADE COUNTY CAPITAL DEVELOPMENT GRANT FUNDS (RETROACTIVE APPROVAL REQUESTED); AND 2) THE NORTH BEACH RECREATIONAL CORRIDOR, FOR FEDERAL TRANSPORTATION ENHANCEMENT FUNDS; FURTHER APROPRIATING THE GRANTS IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS. WHEREAS, Miami-Dade County's Capital Development Grants Program provides funding to renovate, adapt and/or equip neighborhood cultural facilities, with special priority to ADA projects; and WHEREAS, the Byron Carlyle Theater requires extensive renovation and improvements; and WHEREAS, currently, there is no elevator in the building to access the 2nd floor and balcony; and WHEREAS, the City has submitted a request for grant funds for the purchase and installation of an ADA compliant elevator; and WHEREAS, the deadline for this grant was April 11, 2002, and the Administration was advised of this grant after the deadline for the April Commission meeting; therefore, due to the City Commission schedule, the Administration has submitted the grant and retroactive approval is required from the City Commission; and WHEREAS, matching funds are available and appropriated from the City's Undesignated Fund Balance for this project; and WHEREAS, the Transportation Enhancement Program (TEP) provides funds for the development of non-traditional transportation projects; and WHEREAS, the TEP is a federal program administered by the Florida Department of Transportation, funding is provided by the Federal Highway Administration (FHWA), through the Transportation Efficiencies Act (TEA-21); and WHEREAS, the City proposes to apply for funding for Phase IV of the North Beach Recreational Corridor; and WHEREAS, the estimated cost of Phase IV of this project is $1,250,000, and there is a shortfall in funding; and WHEREAS, this grant seeks $1,000,000 in funding for this phase, with a match of $250,000, which is available and appropriated in Safe Neighborhood Bond Funds for this project; and NOW, THEREFORE BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA authorize the City Manager or his designee to submit grant applications for: 1) the Byron Carlyle Theater, for Miami-Dade County Capital Development Grant Funds (retroactive approval requested); and 2) the North Beach Recreational Corridor for Federal Transportation Enhancement Funds; further appropriating the grants if approved and accepted by the City, and authorizing the Mayor and City Clerk to execute all documents necessary to these applications. Currently, there is no elevator in the Byron Carlyle, The Transportation Enhancement Program (TEP) is a Federal program that provides funds for the development of non-traditional transportation projects, The City is in the process of developing a recreational trail for the North Beach District, called the North Beach Recreational Corridor Project (NBRC), which will be an on-grade, recreational trail built within a public easement corridor, which runs along the western edge of the sand dunes, immediately east of the beachfront properties and will interconnect area business districts, cultural and tourism centers, residential neighborhoods, parking facilities, parks, schools and the beaches, The trail will extend from Beach View Park at 53'd Street & Collins Avenue, to 87'h Street & Collins Avenue, with a series of "east-west connector nodes" linking it to the residential areas to the west. Subject: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The Administration requests approval to submit the following two (2) grant applications: 1. Retroactive approval for the submittal of a qrant to the Miami-Dade County Department of Cultural Affairs, FY 2002-2003 Capital Development Grants Proqram for the Byron Carlyle Theater in the amount of $50,000. Miami-Dade County's Capital Development Grants Program provides funding to renovate, adapt and/or equip neighborhood cultural facilities. Priority is given to facilities proposing ADA-compliance improvements. The program requires a $1 for $1 match and the maximum amount available is $50,000. The deadline for this grant was April 11, 2002. The Administration was advised of this grant after the printing date of for the April 1 0,2002 City Commission meeting. Due to the City Commission schedule, the Administration has submitted the grant and retroactive approval is required from the City Commission. The Byron Carlyle Theater requires extensive renovations, including ADA improvements. Since the County prioritizes ADA compliance improvements for this grant, the City is requesting $50,000 for ADA improvements to the building, specifically funds to purchase and install an ADA compliant elevator. Currently, there is no elevator in the theater to access the 2nd floor and balcony area. Matching funds are available and appropriated from the City's General Fund for this project. 2. Approval to submit a Qrant to the Federal Transportation Enhancement ProQram for funds for Phase IV of the North Beach Recreational Corridor The Transportation Enhancement Program (TEP) provides funds for the development of non-traditional transportation projects. TEP is a federal program administered by the Florida Department of Transportation (FDOT), The Metropolitan Planning Organization handles the selection of projects. Eligible organizations include cities in Miami-Dade County, Miami-Dade County itself and FDOT, District 6 (Miami-Dade and Monroe County). Funding for the TEP is provided by the Federal Highway Administration (FHWA), through the Transportation Efficiencies Act (TEA-21). The City is in the process of developing a recreational trail for the North Beach District, called the North Beach Recreational Corridor Project (NBRC). The NBRC will be an on- grade, recreational trail built within a public easement corridor, which runs along the western edge of the sand dunes, immediately east of the beachfront properties. The NBRC will provide a continuous, multi-purpose public access corridor, which will interconnect area business districts, cultural and tourism centers, residential neighborhoods, parking facilities, parks, schools and the beaches, The NBRC will be developed in a "Greenway" or linear park setting to accentuate the area's natural resources, historical architecture and cultural heritage. The master plan is for the NBRC trail to extend from Beach View Park at 53rd Street & Collins Avenue, north along the dunes, to the northern City limit at aih Street & Collins Avenue, with a series of "east-west connector nodes" linking the trail to the residential areas to the west. The entire NBRC project has been subdivided into five phases of work. Phase I is the segment of the trail which will extend from 64th Street north to 75th Street. Phase II is the segment which will continue north from 75th Street to 79th Street. Phase III is the proposed extension of the trail from 64th Street south to 53rd Street. Phase IV will be the series of east-west connector nodes or sub-trails connecting to the residential areas to the west. Phase V is the portion of the trail that will extend from 79th Street, through North Shore Open Space Park, to the City's northern limit at aih Street. Through a series of Federal appropriation requests and grant applications, as well as allocation of County and Local bond proceeds, the City acquired sufficient funding for the design and construction of Phases I, II & V of the NBRC project. The design of Phases I & II is nearly finalized and construction is expected to begin in the fall. Phase V was incorporated into the on-going renovation of North Shore Open Space Park and construction of that segment of the trail is scheduled to be completed this summer. Phases III & IV are not funded. As part of its annual Federal legislative initiative, the City submitted requests for an appropriation of $3,000,000 from the Transportation Enhancement Act of 2001 (TEA- 21) and from the Economic Development Initiative Grant Program of the U.S. Department of Housing and Urban Development, for Phase IV of the NBRC project, which involves the development of the series of "residential connector nodes" which will directly link the North Beach residential areas with the regional employment centers, transit facilities and the NBRC trail. The estimated total cost of Phase IV of the NBRC is $1,250,000. The City has $250,000 of the funds appropriated for the NBRC project from the Miami-Dade County Safe Neighborhood Parks (SNP) Bond Program, available to be used as matching funds for this grant application and will seek $1,000,000 in TEP grant funds for completion of Phase IV of the NBRC trail. In conclusion, the Administration recommends approval of this Resolution authorizing the City Manager or his Designee to submit grant applications for: 1) the Byron Carlyle Theater, for Miami-Dade County Capital Development Grant Funds; and, 2) the North Beach Recreational Corridor for Federal Transportation Enhancement Funds; further appropriating the grants if approved and accepted by the City and authorizing the Mayor and City CI~~xecute all documents necessary to these applications.
