A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR
HIS DESIGNEE, TO ISSUE A REQUEST FOR PROPOSALS FOR
EMERGENCY HOUSING AND/OR TRANSITIONAL HOUSING FOR MIAMI
BEACH HOMELESS INDIVIDUALS AND/OR FAMILIES.
WHEREAS, on September 20, 2001, the City Commission adopted a resolution extending the
City's Agreement with the Salvation Army to provide emergency shelter beds for the City's homeless
population and occupancy at the Salvation Army exceeds 100% of the City's contracted beds; and
WHEREAS, in light of this, the City Administration has identified the need to contract with other
providers for the provision of additional emergency housing and transitional housing; and
WHEREAS, on January 7, 2002, the City Commission hosted a Commission Workshop on
Homeless Issues and issues identified during that workshop included the need to provide additional
emergency shelter beds and transitional housing to the homeless population of Miami Beach; and
WHEREAS, the City of Miami Beach is entering its Planning Phase for the development of its
One-Year Action Plan for Federal Funds, a planning document for the Community Development Block
Grant (CDBG) and Emergency Shelter Grants (ESG) programs; and
WHEREAS, the City set aside $200,000 of CDBG and $73,076 ESG Fiscal Year 2002-2003 funds
for the purpose of providing emergency and/or transitional housing for homeless and although several
applications were received from applicants proposing to provide homeless services, no applications were
received to specifically address emergency housing and/or transitional housing; and
WHEREAS, the Administration has set aside a total of $126,776 in other City Funds ($33,590
Fiscal Year 2001-2002 Law Enforcement Trust Fund; $14,905 Fiscal Year 1999-2000 Law Enforcement
Trust Fund; $31,850 Fiscal Year 2001-2002 Emergency Shelter Grants funds; $1,431 Fiscal Year 1999-
2000 Emergency Shelter Grants funds; $45,000 Fiscal Year 2002-2003 North Beach Quality of Life
Funds), to provide emergency and/or transitional treatment housing to the homeless on Miami Beach; and
WHEREAS, the Administration requests authorization from the City Commission to issue a
Request for Proposals that includes all these funds, and invite providers to develop projects that include
emergency housing, transitional housing, and/or supportive services and the Administration recommends
that the City Commission authorize this action, allowing the City to build on the existing countywide
Continuum of Care to address the needs of homeless individuals and families in Miami Beach and help
make possible the City's continued commitment to its neighborhoods, facing the issue of homelessness.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager, or
his Designee, to issue a Request for Proposals for Emergency Housing and/or Transitional Housing for
Miami Beach homeless individuals and/or families.

Adviso Board Recommendation:
On January 17,2002, the City Commission hosted a Workshop to discuss homeless issues. During that
workshop, issues identified included the need to provide additional emergency shelter beds and transitional
housing to the homeless population of Miami Beach. On May 1, 2002 the Homeless Committee met and
reviewed the Request for Proposals. The Homeless Committee unanimously endorsed and approved the
issuance of the RFP for emer enc and/or transition31 housin .

ANALYSIS
On September 20, 2001, the City Commission adopted a resolution extending the City of Miami
Beach's agreement with the Salvation Army to provide emergency shelter beds for the City's
homeless population. Occupancy at the Salvation Army exceeds 100% of the City's contracted
beds. The Administration has identified the need to contract with additional providers for the
provision of additional emergency housing and transitional housing. On January 7,2002, the City
Commission hosted a Commission Workshop on Homeless Issues. Issues identified during that
workshop included the need to provide additional emergency shelter beds and transitional housing
to the homeless population of Miami Beach. The City set aside $200,000 of CDBG and $73,076
ESG Fiscal Year 2002-2003 funds for the purpose of providing emergency and/or transitional
housing for homeless. The $273,076 set aside is subject to the City's entitlement amount from the
Department of Housing and Urban Development (HUD) for FY 2002-2003.
The City of Miami Beach is entering its Planning Phase for the development of its One-Year Action
Plan for Federal Funds, a planning document for the Community Development Block Grant (CDBG)
and Emergency Shelter Grants (ESG) programs. The Administration advertised the availability of
the set aside funding for emergency/transitional housing in the Request for Proposals for these two
programs. Although several applications were received from applicants proposing to provide
homeless services, no applications were received to address emergency and/or transitional housing.
The Administration also set aside a total of $126,776 in other City Funds ($33,590 FY 2001-2002

housing to homeless individuals and families on Miami Beach. Mr. Neil Fritz, Executive Director,
North Beach Community Development Corporation made the $45,000 commitment of North Beach
Quality of Life funds at the City Commission Homeless Workshop held on January 7,2002. The
$45,000.00 is from the appropriation of FY 2000 (Year 5) Quality of Life Funds to North Beach
Community Development Corporation. The total amount available is $399,852.00.

The Administration requests authorization from the City Commission to issue a Request for
Proposals that includes all these funds, and invites providers to develop projects that include
emergency housing, transitional housing with supportive services. The Administration recommends
that the City Commission authorize this action, allowing the City to build on the existing countywide
Continuum of Care to address the needs of homeless individuals and families in Miami Beach. The
same will help make possible the City's continued commitment to its neighborhoods, facing the
