96-22235 RESO RESOLUTION NO, 96-22235 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING AND ADOPTING AN EVENT PARKING FEE INCREASE, FROM $4,00 PER ENTRY TO $5.00 PER ENTRY, FOR ALL EVENT PARKING AT THE PREFERRED PARKING LOT, LOCATED ON CONVENTION CENTER DRIVE AND THE 5A SURFACE PARKING LOT, LOCATED ON 17TH STREET AND W ASHINGTON AVENUE; A $1.00 PER HOUR RATE AND $5,00 MAXIMUM PER TWENTY-FOUR HOUR PERIOD AT THE 17TH STREET PARKING GARAGE; AND RETURNING TO $1.00 PER HOUR AND AN $8.00 MAXIMUM DURING NON-EVENT DAYS; SAID RATE CHANGES EFFECTIVE ON MARCH 1, 1997, WHEREAS, on December 21, 1988, the Mayor and City Commission adopted Resolution No. 88- 194887, increasing the Special Event Parking Fee; and WHEREAS, the increase of the parking fee for the Preferred Parking Lot, located on Convention Center Drive, was from $3.50 to $4.00 per vehicle; and WHEREAS, the Parking Department is herein recommending a flat rate of $5.00 for all parking during any event at the Preferred Parking Lot, located on Convention Center Drive and the 5A Surface Parking Lot, located on 17th Street and Washington Avenue; and WHEREAS, the rate of$5.00 per vehicle is now within current market rates; and WHEREAS,additional revenue to be generated through this recommended increase is estimated at $40,000; and WHEREAS, the additional revenue generated will help offset the cost of enhanced services within City parking garages; and WHEREAS,the Parking Department is also recommending that a $1.00 per hour rate with a $5.00 maximum be charged at the 17th Street Garage on event days at the Miami Beach Convention Center, with a $1.00 per hour rate with an $8.00 maximum being charged at the 17th Street Garage on non-event days. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein establishes and adopts an Event Parking Fee increase, from $4.00 per entry to $5.00 per entry, for all event parking at the Preferred Parking Lot, located on Convention Center Drive and the 5A Surface Parking Lot, located on 17th Street and Washington Avenue, with a $1.00 per hour rate and a $5.00 maximum per twenty-four period at the 17th Street Garage, and returning to $1.00 per hour and $8.00 maximum during non- event days; said rate changes effective March I, 1997. C7G Commission Memorandum No. 775-96 A Resolution Establishing and Adopting an Event Parking Fee Increase, from $4 per Entry to $6 per Entry, for All Event Parking at the Preferred Parking Lot, Located on Convention Center Drive and the 5A Surface Parking Lot, Located on 17th Street and Washington Avenue; a $1 per Hour Rate and a $6 Maximum per 24-Hour Period at the 17th Street Parking Garage; and Returning to $1 per Hour and an $8 Maximum During Non-Event Days; Said Rate Changes Effective on March 1, 1997. BACKGROUND: In an effort to standardize fees charged for events, the Parking Department recommends a $6,00 per entry fee at the Preferred Parking Lot and the SA surface parking lot, located on 17th Street and Washington Avenue. This fee is already in place at the 12th Street garage, 13th Street garage, and 7th Street garage, on weekends and event days. ANALYSIS: On December 21, 1988, the Mayor and City Commission approved a rate increase from $3,50 per vehicle to $4.00 per vehicle. On September 2, 1992, a resolution was brought before the Mayor and City Commission recommending a rate increase from $4.00 per vehicle to $5.00 per vehicle. This recommendation was supported by the 1990 Parking Study by Kimely-Hom and Associates; this action was not officially adopted by the City Commission at that time, However, the Parking Department has charged the $5.00 fee in the Convention Center area for special events in the past. AGENDA ITEM C-1G3 DATE~ Conti&~ Page II With an increase of $1,00 per vehicle, the fee for such parking remains significantly below that charged by other area communities, In addition, the enhanced revenue, which is approximately $50,000, will help offset additional costs related to elevated security and housekeeping standards implemented for all City facilities. In addition, the Parking Department will assist the public looking for short-term parking in the area, by keeping the hourly fee at the 17th Street Garage in effect and lowering the twenty four hour maximum from $8.00 to $6.00 dollars. The Transportation and Parking Committee have recommended approval of this rate. CONCLUSION: Based on the current rates charged by other communities for events of this kind, and the additional costs related to increased levels of service, the Administration recommends that the Mayor and City Commission establish and adopt an event parking fee increase, from $4,00 per entry to $6.00 per entry for the Preferred Parking Lot and the 5A surface parking lot located at 17th Street and Washington A venue, with an effective date of March 1, 1997.
