AN ORDINANCE AMENDING SECTION 39-4 OF THE CODE OF
THE CITY OF MIAMI BEACH, SO AS TO REQUIRE OWNERS
OR OCCUPANTS OF HOUSES OR BUILDINGS WITHIN THE
CITY OF MIAMI BEACH, HAVING REAR ACCESS TO AN
ALLEY, TO PLACE THE ADDRESSES ON THE REAR OF
SUCH HOUSES OR BUILDINGS , REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING FOR PASSAGE AS
AN EMERGENCY MEASURE.
WHEREAS , many houses or buildings in high crime areas have
rear access to alleys, and
WHEREAS , entrance to such houses or buildings is often obtained
through such rear access , and
WHEREAS , in emergency situations , it is often necessary to utilize
all available entrances to such houses or buildings in the interest of
public safety, and
WHEREAS , the absence of addresses on the rear of such houses or
buildings often hinders immediate response by police , fire , or emergency
rescue personnel to emergency situations , therefore
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
SECTION 1 : DECLARATION OF PURPOSE .
This emergency measure is adopted by the City Commission
of the City of Miami Beach to protect the health, safety and
welfare of its citizens . The Commission finds that the lack of rear
address posting on the backs of houses or buildings , having rear access
to an alley, hinders immediate response by police , fire or emergency
situations . The Commission also finds that time is often of essence in
emergency situations and that rear posting of addresses on houses or
buildings having rear access to an alley will hasten response time to
such situations .,
SECTION 2 : STATEMENT OF AUTHORITY.
The City Commission of the City of Miami Beach enacts the
following emergency measure to protect life and property ,
pursuant to Chapter 166 Fla. Stat . 1979 ("The Municipal Home Rule
Powers Act") , and Sections 6 , 9 and 28 of the charter of the City
of Miami Beach .
SECTION 3 : DUTY OF OWNERS OR OCCUPANTS .
That Section 39-4 of the Code be amended to read as
follows :
Same-Duty of owners , etc . to obtain ; fee ; size ;
city not to furnish material .
It shall be the duty of all owners or occupants of
houses or buildings within the city to obtain from
the city engineer the correct numbers of their
respective housesior buildings , for which there
shall be no fee charged , and to cause such numbers
to be placed on their houses or buildings within
ten days after the completion of such houses or

of all owners or occupants of houses or buildings within
the city, having rear access to an alley , to cause

such numbers to be placed on the rear of their houses
or buildings within ten days after the completion of
such houses or buildings or thirty days after the
enactment of this ordinance, whichever is sooner .
Such numbers shall not be less than one and one-
half inches in height .
This and the preceding section shall not be
construed to mean that the city engineer or
city shall furnish to such owner or occupant
the material out of which the number shall be
made .
SECTION 4 : That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby
repealed .
SECTION 5 : EFFECTIVE DATE AND DURATION.
This ordinance is adopted as an emergency measure to
take effect immediately.
