Ordinance 92-2780 ORDINANCE NO. 92-2780 AN ORDINANCE AMENDING ORDINANCE NO. 789 BEING THE CLASSIFIED EMPLOYEES SALARY ORDINANCE OF THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING THE CLASSIFICATION OF FIREARMS SPECIALIST; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1: That the following line be added to Section 1, Group V, of Ordinance No. 789: GROUP V: OTHER CLASSIFICATIONS IN THE CLASSIFIED SERVICE BI-WEEKLY COMPENSATION JOB CLASSIFICATION JOB CLASS NO. MINIMUM MAXIMUM Firearms Specialist 5022 $1,111.01 $1,462.02 Copy of the text concerning amendment to Section 1 of Ordinance No. 789 is attached hereto as Exhibit "A" , which attachment is incorporated herein by reference. SECTION 2: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 3: If any section, subsection, clause, or provision of this ordinance is held invalid, the remainder shall not be affected by such invalidity. SECTION 4: This ordinance shall become effective 10 days after adoption on May 16 1992. This classification was requested by the Chief of Police, and approved by the Personnel Director and the Personnel Board. • The establishment of a Firearms Specialist classification would • provide an appropriate classification and job specification for a civilian position within the Police Department. Carlton -12,44u ,LL Li City Manager SUBJECT: FIREARMS SPECIALIST I have civilianized this position by removing one(1) of the two(2) sworn officers assigned to the range at a minimal cost savings of $15, 000 - $20,000 annually. The Police Department requests to change the contractual position to a classified position. This employee, who is a State Certified Police Firearms Instructor, assists in the design, implementation, and delivery of firearms training sessions and qualification courses for the Miami Beach Police Department. This employee has the experience and the credentials to inspect, maintain, and repair all Departmental weapons, including special weapons for SWAT. Because of his technical expertise, we are able to repair all our weapon in-house instead of contracting outside, which would be very expensive. His expertise has also qualified him to testify in criminal and civil court cases. Because of this employees certification, we are able to operate the range on two(2) separate shifts daily. All sworn employees (308) must qualify twice a year; the Range Master and Assistant split shifts so they are able to qualify the officers during their tour of duty. This avoids massive overtime. He also repairs and maintains all Departmental Bicycles. This duty accentuates the versatility of this employee. The Department has approximately 30 bicycles that are used by Police Officers and Park Guards. The maintenance and repairs of this bicycle fleet requires a large percentage of the employee's time. Conservative figures estimate this service would cost the City $15, 000. 00 to $20, 000. 00 annually, if performed by an outside contractor. This employee also repairs and maintains the Department's indoor Range, which requires this employee to have electrical and mechanical expertise. This also saves the City the expense of any repairs to the Range.
