FLORIDA, AMENDING ORDINANCE NO. 1605, THE
UNCLASSIFIED EMPLOYEES SALARY ORDINANCE,
ESTABLISHING THE CLASSIFICATION OF PARK AND
RECREATION MANAGER; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING FOR
SEVERABILITY;AND PROVIDING FOR AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: That the following line be added to Section 1A and 1B of Ordinance No. 1605:

PROPOSED AMENDMENT TO UNCLASSIFIED SALARY ORDINANCE NO. 1605
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission adopt this Ordinance on second reading
amending the Unclassified Salary Ordinance No. 1605 to establish the classification of Park and Recreation
Manager.
BACKGROUND:
The Recreation, Culture and Parks Director has requested the establishment of the classification of Park and
Recreation Manager in order to coordinate the activities of an entire park facility for the purpose of both
recreation and park administration.
ANALYSIS:
Establishing the classification of Park and Recreation Manager would provide for the establishment of one
management position to supervise an entire park facility. This employee would be responsible, through the
Recreation, Culture and Parks Department, for planning and supervising the work of subordinate recreation and
maintenance personnel, entire facility maintenance, and program administration. This employee would be
involved with all athletic fields and events, recreational facilities, budget and fiscal controls, equipment and
inventory control, public relations, supervision, selection of activities, adaptation of services and programs to
meet the needs of organizations and/or individuals, litter removal, special events, landscape maintenance
programs, personnel decisions, and all reports concerning their assigned park. A Park Supervisor I and
Recreation Supervisor I together normally perform this function. The cost savings to the City based on the
starting salary of the B range is approximately $15,780. A one supervisor reporting structure will allow for the
streamlining of priorities and allow expedience to the daily operating procedures.
This classification of Park and Recreation Manager has been adopted in the Fiscal Year 1994/95 budget and
will have a starting salary of$25,100. This classification will be exempt from the overtime requirements of the
Fair Labor Standards Act. The Park and Recreation Manager classification will be utilized immediately at South
Pointe Park, Flamingo, and North Shore Parks, and pending the approval of the proposed reorganization of the
Recreation, Culture and Parks Department, may be utilized at the following additional parks: Youth Center and
North Shore Open Space Parks.
CONCLUSION:
It is recommended that this amendment to Ordinance No. 1605 be adopted on second reading.
