AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO.
1605, THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE,
ESTABLISHING THE CLASSIFICATIONS OF ASSISTANT DIRECTOR
OF PARKS AND ASSISTANT DIRECTOR OF RECREATION;
REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That the following lines be added to Section 1A and 1B of Ordinance No. 1605:

SUBJECT: PROPOSED AMENDMENT TO UNCLASSIFIED SALARY ORDINANCE
NO. 1605 ESTABLISHING THE CLASSIFICATIONS OF ASSISTANT
DIRECTOR OF PARKS AND ASSISTANT DIRECTOR OF RECREATION
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission adopt this ordinance on the
second reading, amending Unclassified Salary Ordinance No. 1605 to establish the classification of
Assistant Director of Parks and Assistant Director of Recreation.
BACKGROUND:
The Recreation, Culture and Parks Director proposed a department reorganization plan previously
presented to the Commission. The establishment of the classifications of Assistant Director of Parks
and Assistant Director of Recreation was included in this proposal. This proposal was presented to
the Recreational Centers and Parks Facilities Board, and the Youth Center Advisory Board for
comments and input during the month of January. The reorganization proposal includes two
options. The first was based upon geographical focus and the second was based upon programmatic
functions. The Recreational Centers and Parks Facilities Board, and the Youth Center Advisory
Board are in the process of reviewing these two organizational plans, and their comments will be
incorporated in the final recommendation which will be presented to the City Commission during
the February 15, 1995 regular meeting.
ANALYSIS:
The addition of two (2) Assistant Department Directors will allow the department to improve
supervision of all activities, events,personnel and facilities. The Assistant Parks Director would
directly supervise the operations of the Parks Maintenance and Landscape Maintenance Divisions
and the Assistant Recreation Director would directly supervise all activities of the Recreation
Division. The City will be better served by an employee who is totally familiar, accountable and
focused on one of these divisions.

Under the new proposal,the Assistant Director of Parks would have responsibility for approximately
100 full time employees, and the Assistant Director of Recreation would have responsibility for
approximately 50 full time and 125 part time employees.
The current positions of Parks Maintenance Superintendent and Recreation Division Superintendent
will be eliminated in this process.
This classification will be exempt from the overtime requirements of the Fair Labor Standards Act.
The salary is currently under consideration in the class and pay study.
CONCLUSION:
It is recommended that this amendment to Ordinance No. 1605 establishing the classifications of
Assistant Director of Parks and Assistant Director of Recreation be adopted in order to allow the
recruitment of these critical positions to move forward as rapidly as possible.
