AN ORDINANCE OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AMENDING ORDINANCE NO. 1605, THE
UNCLASSIFIED EMPLOYEES SALARY ORDINANCE,
ESTABLISHING THE CLASSIFICATIONS OF
SECURITY SPECIALIST I AND SECURITY SPECIALIST
II; REPEALING ALL ORDINANCES IN CONFLICT;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1: That the following lines be added to Section 1A and 1B of Ordinance No. 1605:

PROPOSED AM DMENT TO UNCLASSIFIED SALARY ORDINANCE NO.
SUBJECT: 1605
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission adopt the
ordinance on the second reading, amending Unclassified Salary Ordinance No. 1605
to establish the classifications of Security Specialist I and Security Specialist II in the
Parking Department.
BACKGROUND:
The City of Miami Beach contracted Lockheed IMS to conduct an operations and
management review of the Parking Department. Due to this study, Lockheed IMS has
recommended the creation of the Security Specialist I and II positions as an integral
component of the City's overall parking management system. The first reading of this
ordinance was passed by the Commission on June 7, 1995.
ANALYSIS:
Establishing the classifications of Security Specialist I and Security Specialist II will
help safeguard meter revenues by reducing opportunities for undetected theft. The
security program accomplishes this goal by administering a system of checks and
balances over the meter program, including the maintenance, collections and counting
functions. Security personnel monitor meter revenue at several critical points in the
flow from initial deposit of coins into the meters to the transfer to the bank.
To safeguard revenues, this effective security program will rely on security staff to:
-Conduct adequate levels of security tasks
-Ensure compliance with standard operating procedures
-Employ a series of administrative and physical controls over the collection
and maintenance process.

A meter security function operates as an independent auditor of the entire parking
meter program. In order to maintain a level of objectivity and avoid the appearance of
a potential conflict of interest, the function should be conducted outside of the
program chain of command. Therefore, the Security Specialist I will report to the
Security Specialist II. The Security Specialist II (acting as the supervisor) will report
directly to the Parking Director.
The Lockheed study found that the Property Maintenance Superintendent performs a
limited set of security activities, which do not include salting meters (placing marked
coins in the meter and tracking them through the collection and counting process),
observing repair personnel, inspecting collection equipment of vehicles, observing the
coin counting process, and conducting lifestyle checks.
Dedicating personnel to consistently perform security activities and to define
performance standards for those activities is necessary to eliminate the prospect of
potential theft.
CONCLUSION:
It is recommended that this amendment to Ordinance No. 1605 establishing the
classifications of Security Specialist I and Security Specialist II be adopted.
