2002-24855 Reso RESOLUTION NO. 2002-24855 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE QUALIFICATIONS RECEIVED PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 12-01/02, FOR PROFESSIONAL SERVICES AGREEMENT TO PROVIDE STRUCTURAL ENGINEERING PLANS PROCESSING SERVICES; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS AND, IF SUCCESSFUL, CONTRACT WITH THE FOLLOWING THREE FIRMS: H.J.ROSS ASSOCIATES; DMJM HARRIS; AND BALSARA AND ASSOCIATES, INC. WHEREAS the City intends to enhance the structural plans reviews services, a Request for Qualifications (RFQ) for Professional Services Agreement to provide Structural Engineering Plans Processing Services for a two (2) year contract term, with two (2), 1-year contract renewal at the City's option was issued to secure and utilize as many as three qualified firms; and WHEREAS, the City received four (4) responses; three being responsive (H.J. Ross Associates, DMJM Harris and Balsara and Associates, Inc.), and one being non- responsive (Pistorino Alam Consulting Engineers, Inc.); and WHEREAS, an Evaluation Committe was appointed by the City Manager consisting of the following individuals: . Fred Beckmann, Committee Chair, Public Works Director . Jorge Gomez, Planning Director . Flavio Gomez, Miami-Dade County Building Department Division Director . Roberto Hevia, City of Miami, Structural Plans Examiner . Marlo Courtney, Business Community, Member of BRTF; and WHEREAS, the Committee ranked the firms as follows: First: H. J. Ross Associates Second: DMJM Harris Third: Balsara and Associates, Inc. WHEREAS, the City Manager has reviewed the Administration's recommendation, and would herein recommend that the Mayor and City Commission enter into negotiations with all three of the ranked proposers. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein accept the recommendation of the City Manager pertaining to the qualifications received pursuant to Request for Qualifications (RFQ) No. 12-01/02 for Professional Services Agreement to Provide Structural Engineering Plans Processing Services; and authorize the Administration to enter into negotiations and, if successful, contract with the following three firms: H. Item Summary/Recommendation: The City of Miami Beach issued a Request for Qualifications (RFQ) for Professional Services Agreement to provide Structural Engineering Plans Processing Services for a two (2) year contract term. with two (2), 1- year contract renewal at the City's option. The City will utilize as many as three qualified firms, and depending on each firm's capacity, expediency and effective rates, plans will be assigned for review. on an as-needed basis. Four proposals were received by the City in response to the RFQ. A selection committee evaluated the responses and ranked the firms as follows: (1) H. J. Ross Associates; (2) DMJM Harris; (3) Balsara and Associates, Inc. One firm was deemed non-responsive. APPROVE THE AWARD. ANALYSIS The City of Miami Beach issued a Request for Qualifications (RFQ) for Professional Services Agreement to provide Structural Engineering Plans Processing Services for a two (2) year contract term, with two (2),1-year contract renewal at the City's option. The City will utilize as many as three qualified firms, and depending on each firm's capacity, expediency and effective rates, plans will be assigned for review, on an as-needed basis. The selected Consultant will provide structural plans processing services as outlined in the Florida Building Code, and as referenced herein. There are no specific projects to be designated under the Professional Services Agreement. The Consultant shall be issued Service Orders as need for services arises. The Service Order shall cover in detail the scope, time for completion, and the compensation for the work to be accomplished. No services under the Agreement shall be performed by the Consultant prior to the receipt of an appropriate Service Order. The City will negotiate the compensation to be paid to each consultant under the contract, after City Commission approval. A pre-proposal conference to provide information to firms considering submitting a response was held on January 25, 2002. DemandStar by Onvia issued bid notices to one- thousand-seven-hundred-forty-four (1 ,744) prospective proposers, resulting in thirty-seven (37) proposers requesting RFQ packages, which resulted in the receipt of four proposals, by firms, in response to the RFQ: . H. J. Ross Associates . DMJM Harris . Balsara and Associates, Inc. . Pistorino Alam Consulting Engineers, Inc. Pistorino Alam Consulting Engineers, Inc. was deemed non-responsive for not submitting the following required documents: 1) Declaration; and 2) Questionnaire. Declaration Statement certifies that the proposal was submitted without collusion or fraud. As it relates to the questionnaire, many required and important questions were omitted. For example; . Has the Proposer or any of its principals ever been declared bankrupt or reorganized under Chapter 11 or put into receivership? Yes ( ) No ( ) . Person or persons interested in this bid and Qualification Form have ( ) have not ( ) been convicted by a Federal, State, County, or Municipal Court of any violation of law, other than traffic violations. To include stockholders over ten percent (10%). (Strike out inappropriate words) . In order to determine whether the members of the Evaluation Committee for this Request for Proposals have any association or relationships which would constitute a conflict of interest, either actual or perceived, with any Proposer and/or individuals and entities comprising or representing such Proposer, and in an attempt to ensure full and complete disclosure regarding this contract, all Proposers are required to disclose all persons and entities who may be involved with this Proposal. This list shall include public relation firms, lawyers and lobbyists. The Procurement Division shall be notified in writing if any person or entity is added to this list after receipt of proposals. Additionally, the Committee reviewed and discussed the following RFQ evaluation criteria, which was used to evaluate and rank the respondents: . Ability of Professional Personnel. . Past Performance. . Willingness to Meet Time and Budget Requirements. . Location. . Recent, Current and Projected Workload of the Firm. . Volume of work previously awarded to each firm by the agency, with the object of effecting an equitable distribution of contracts among qualified firms. As stated in the RFQ "The City will utilize as many as three qualified firms". Since their were only three (3) submittals, the committee moved to rank the them by order of 1st, 2nd and 3rd place votes. During deliberations, the Committee members discussed their individual ranking of the three firms and arrived at the following Committee ranking of the firms: The Committee agreed that the firm with the most first place votes would be the top-ranked firm, and that the firm with the most second place votes would be second, etc. The results are as follows: · First: · Second: · Third: H.
