2002-24861 Reso RESOLUTION NO. 2002-24861 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF TIMOTHY D. HEMSTREET AS CAPITAL IMPROVEMENT PROJECTS DIRECTOR. WHEREAS, the City Manager has appointed Timothy D. Hemstreet as Capital Improvement Projects Director; and, WHEREAS, pursuant to Section 4.02 of the City of Miami Beach Charter, the City Manager has power to appoint directors of City departments with the consent and confirmance of the Mayor and City Commission; and, WHEREAS, the Mayor and City Commission wish to consent and confirm the appointment of Timothy D. Hemstreet as Capital Improvement Projects Director. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission have consented to and confirmed the appointment of Timothy D. Gonzalez \.. A ~ City Manager J (}Iv- U A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF TIMOTHY D. HEMSTREET AS CAPITAL IMPROVEMENT PROJECT DIRECTOR Subject: ADMINISTRATION RECOMMENDATION Pursuant to the requirements of Article IV, Section 4.02 of the City Charter it is recommended that the Mayor and City Commission adopt the attached Resolution consenting to the appointment of Timothy D. Hemstreet as Capital Improvement Projects Director. ANALYSIS Mr. Hemstreet has been serving as my Special Assistant since April 2001 and as Interim Capital Improvement Projects (CIP) Director since July 2001. In his capacity as the CIP Interim Director, Mr. Hemstreet has played a major role in the development of a CIP plan; creating an effective structure for the management and coordination of the CIP; developing organizational capacity to manage CIP projects; developing community infrastructure plans; delivering capital projects in accordance with the implementation plan; and ensuring public participation in all projects. Mr. Hemstreet has done a great job in his role as the Interim CIP Director and has proven to be a valuable and effective leader. His continued commitment and leadership in this area will help ensure that the City of Miami Beach accomplishes the goals we have identified for our Capital Improvement Projects. Prior to joining the City of Miami Beach, Mr. Hemstreet came to us with almost 10 years of publiC administration experience, having served as the Assistant City Manager for the City of Tamarac and holding positions with the City of Hollywood, Florida and Charlottesville, Virginia. Tim has both a Master in Public Administration and a Bachelor of Science in Political Science from James Madison University in Virginia. CONCLUSION As you know, Mr. Hemstreet has been formally introduced to the City Commission and has already begun his assignments. While in most Council/Manager governments, Managers are typically granted broad authority to select key department heads; an old provision of our charter requires consent by Commission.
