A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE ~ITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
$88,000 FROM THE $92 MILLION GENERAL OBLIGATION BOND
SERIES 2000 FUND NO. 373; $135,000 FROM NATIONAL PARKS
SERVICE "SAVE AMERICA'S TREASURES" GRANT FUNDS; AND
$608,636 FROM THE REDEVELOPMENT AGENCY (RDA) FUNDS
FOR THE ENHANCEMENT OF LIGHTING AND FOUNTAINS ON
LINCOLN ROAD.
WHEREAS. the Mayor and City Commission, at its July 26, 2000 meeting,
adopted Resolution Number 2000-24029, which appropriated funds, in the amount of
$50,000, to Corzo, Castella, Carballo, Thompson, and Salman (C3TS) for architectural
and engineering services for surveys of the existing lighting and the development of
construction documents for general lighting and fountain enhancements on Lincoln
Road; and
WHEREAS, based on the finding of the lighting surveys, the Mayor and City
Commission, at its June 6, 2001 meeting, adopted Resolution Number 2001-24461,
which appropriated additional funds, in the amount of $62,000, to Corzo, Castella,
Carballo, Thompson, and Salman (C3TS) for the completion of architectural and
engineering services and to complete all construction documents required to obtain the
required building permits for the lighting and fountain enhancements on Lincoln Road
(the Project); and
WHEREAS, the architectural/engineered plans have been completed and
approved by the Historic Preservation Board and the City's Building Department for
required building permits; and
WHEREAS, the project architects provided a schedule of values that estimated
the total cost for the construction of the Project to be $931,636, Property Management
has estimated the actual cost to be $831,636; and
WHEREAS, at its March 6, 2000 meeting, the General Obligation Bond
Oversight Committee approved the expenditure of the $300,000 available in the
General Obligation Bond program funds for improvements to Lincoln Road; and
WHEREAS, after the architectural and engineering service costs were deducted
from the $300,000 General Obligation Bond Funds for Lincoln Road, a balance of
$188,000 was available for the Project construction of which only $88,000 is needed;
and
WHEREAS, the City obtained a grant from the National Parks Service .Save
America's Treasures" grant program, in the amount of $135,000, that is available for the
construction of the Project; and
WHEREAS, the balance of funding required for the construction of the Project
will be provided by the Redevelopment Agency (RDA), in the amount of $608,636.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission appropriate $88,000 from the $92 million General Obligation Bond Series
2000 Fund No. 373; $135,000 from National Parks Service "Save America's Treasures"
Grant Funds; and $608,636 from Redevelopment Agency (RDA) funds for the
enhancement of lighting and fountains on Lincoln Road.

Item Summary/Recommendation:
The City Commission approved funds for the completion of architectural/engineering services and the
development of construction documents by C3TS Architects on June 6th, 2001. With the completion of the
construction documents and the permit approvals of the Building Department, the appropriation offunds in
the amount of $931 ,636 is required to begin the work. The Administration recommends the appropriation of
funds for the Lincoln Road lighting and fountain enhancement project.

ENHANCEMENT OF LIGHTING AND FOUNTAINS ON LINCOLN ROAD.
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
FUNDING:
1) $ 188,000 is available from the $92 Million General Obligation Bond Series 2000 Fund
No. 373 for improvements to Lincoln Road.
2) $ 135,000 National Parks Service "Save America's Treasures" Grant

ANALYSIS:
Since the completion of the Lincoln Road Renovation Project, many businesses along
Lincoln Road have addressed concerns about areas along the Road that have inadequate
lighting or dark spots where existing lighting does not cover. Members of the Lincoln
Road Marketing Inc. and the Lincoln Road Merchants Association have both addressed
concerns for the safety of the patrons that visit Lincoln Road at night.
On July 26,2000, the City Commission approved a contract with Corzo, Castella, Carballo,
Thompson, and Salman Architects (C3TS) to provide architectural services for the
enhancement of lighting, and fountains on Lincoln Road. The scope of services to be
provided was based on the limited funds of $300,000 available at the time from the G.O.
Bond program.
Architectural/engineering costs were expected to be higher than normal negotiated fees for
a project of this type due to the requirements of developing an electrical "as built" plan for
the entire length of Lincoln Road. These electrical "as built" plans were not provided by the
former Architect or Contractor for the Lincoln Road Renovation Project. The "as built"
electrical plans were critical in the determination of existing power supplies, how circuits
and wiring are sized and spread out on the Road to allow for voltage drops, where
underground conduits are located and sized, how power is distributed and from where, and
to determine panel sizes and locations to provide for additional power requirements that
may be necessary to feed additional lighting on the Road and larger pump motors and
lighting required for the enhanced operation of the fountains.
The Lincoln Road Organizations and the City's Property Management Department had also
addressed concerns for the design features and operational problems with the fountains on
Lincoln Road. The fountains have had problems with the circulation of water due to the
original design not providing adequate water supply lines in the sizes needed for the proper
operation of the fountains. The Lincoln Road Organizations had also requested that the
City have a survey of the existing fountain conditions completed to provide
recommendations for other fountain enhancements such as replacing the existing fountain
spray heads with a more decorative and lighted type.
After the electrical "as builts" were completed, a comprehensive lighting survey was
preformed on Lincoln Road to determine the areas where lighting was deficient. Also, the
existing lighting, that has proved to have a tremendous failure rate due to poor design and
placement, was evaluated to provide for improvement or replacement needs that would
provide good lighting levels on the Road that could also be reasonably maintained.
The recommendations of the surveys were as follows:
1 ) Tree Lighting
The plan calls for the complete removal of all existing tree mounted lighting from Lincoln
Road. These low voltage lights, with ground buried transformers, do not provide adequate
light and have an unacceptable failure rate. These lights would be replaced with 334 up-
lights at tree bases and in the shrubbery areas. All transformers would be above ground
mounted to eliminate water intrusion. The utilization of existing underground conduits has
also been included to minimize saw cutting of the concrete walkways and to save on the
project costs.
2) General Lighting Enhancements
The recommendations are to add 58 pole-mounted lights to provide for general broad
lighting in existing dark areas on the Road. These pole lights, that are identical to the ones
installed at the end of each block during the Lincoln Road Renovation Project, will provide
the broad fill-in lighting that is needed throughout Lincoln Road. The placement of these
Pole lights has been set at a random pattern to maintain the architectural integrity of the
existing features on Lincoln Road. Placement ofthese lights has also been set to minimize
the need for cutting and trenching the existing concrete walkways.
3) 700 and 1000 Block Fountains
These large circular fountains have no outstanding features other than very basic spray
heads. The 1000 block fountain is the main entry feature to Lincoln Road for vehicular
traffic coming off of Alton Road. The fountains lack a proper filtration system to help keep
the fountains clean and the existing pumps are inadequate for providing the proper
circulation of the water. The recommendations for both of these fountains are to increase
the depth of the water in the center of the fountains to allow for a larger water pumping and
filtration system. This will also allow for the installation of a decorative three tier, white
(aerated) water fountain system with changing colored lighting. These spectacularfountain
systems, which will provide a full 8' high center jet with lower perimeter ring jets, will also
include a fountain height adjustment sensor that will automatically lower the height of the
fountain on windy days.
4) Tree Base Treatments
The existing openings in the concrete walkways on Lincoln Road for the planted tree are
too small to allow for the proper growth of the trees. Additionally, gravel that was used as a
filler material at the tree bases to allow access to the electrical transformers is scattered all
over the length of the Road by patrons of the Mall. The recommendations are to expand
the existing openings to allow for the proper growth of the trees and to provide a poured
concrete curb to contain all of the filler materials.
With the completion of the surveys and electrical "as builts" it was clear that the $300,000
available in G.O. Bond for Lincoln Road were inadequate to cover the costs of the
estimated $931,636 project. To obtain the additional funding needed for the project, the
City applied for and received a grant from the National Parks Services "Save America's
Treasures" in the amount of $135,000. The remaining balance of approximately $608,636
would be funded through the RDA.
The architects for the project and the Property Management Department presented the
proposed plan and schematic designs to the Lincoln Road association in a meeting at the
Botanical Gardens on February 27, 2001 The Miami Beach Chamber of Commerce and
Property Management also displayed the design schematic boards that showed the entire
project on Lincoln Road to receive comments from the merchants and property owners
about the proposed project. The project was also discussed and the design boards were
also displayed at a 2001, "Visioning Session" on Lincoln Road for any comments
concerning the project. In all ofthe meetings, the responses were unanimous in support of
the plan and the proposed work.
The project architects/engineers requested a total of $123,51 0.12 for the complete design
contingencies that included complete and permit ready construction documents for the
400-1000 blocks of Lincoln Road, all shop drawings required for the fountain installations,
allowances for the required Design Review Boards submissions and meetings, and an
allowance for assistance in the oversight of the construction process. This request did not
include the $15,000 that was required to provide the "as-built" electrical drawings. The total
request for architectural/engineering fees for the project was $138,510.12. Property
Management negotiated these fees down to a total of $112,000 that included the cost of
the "as built" plans. The original appropriation approved by Commission for the project
based on the available limited funding for the project was $50,000. The balance needed to
complete the architectural/engineering portion of the Lincoln Road project was $62,000.
This balance to complete the construction documents for the project was approved by the
City Commission on June 6, 2001.
The design plan was brought before the Historic Preservation Board for required
approvals. After many discussions and some revisions, the lighting enhancements were
approved on 9/11/01. The Historic Preservation Board had concerns on the fountain
renovations. In particular, the proposed ornamental spray heads for the fountains and the
decorative mosaic tile work on the 1100 block fountain. Revisions were made to the 700
block fountain ornamental spray heads and the HP Board was assured that Carlos Alves,
the artist who provided the mosaic tile work on the 1100 block fountain, would be
contracted after the renovations were made, to return the fountain to the artist's original
design. The entire project was approved by the Historic Preservation Board on 12/11/01.
After the approvals were made, Property Management directed the architects to produce
the 100% construction documents that were required to permit the project. C3TS Architects
provided the completed construction documents to Property Management on 2/15102.
After an internal plan review, Property Management submitted the project plans to the
Building Department on 2/20102, for building permit processing. After plan review by all
required trade disciplines, the Building Department issued Building Permit No. B0201849,
for the project on 3/7102. With the approval offunding by the City Commission, the Lincoln
Road lighting and fountain enhancement project is ready to start upon the receipt of the
required materials for the project.
The Administration recommends the approval of a Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, appropriating $188,000 from the $92
million General Obligation Bond series 2000 fund no. 373, $135,000 from Florida State
"Save America's Treasures" Historic grant funds, and $608,636 from RDA-City CenterTIF
funds for the enhancement of lighting and fountains on Lincoln Road.
