Ordinance 99-3230 ORDINANCE NO. 99-3230 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE MIAMI BEACH CITY CODE ENTITLED "ADMINISTRATION," BY AMENDING ARTICLE IV ENTITLED "OFFICERS AND EMPLOYEES," BY AMENDING SECTION 2-191 ENTITLED "ENUMERATION OF ORGANIZATIONAL UNITS" BY CREATING THE OFFICE OF ELDER AFFAIRS; PROVIDING FOR CODIFICATION IN THE CITY CODE; REPEALER; SEVERABILITY, AND AN EFFECTIVE DATE. WHEREAS, there currently exists a need to make modifications to the existing Administrative structure of the City of Miami Beach to provide for the creation of a new Office of Elder Affairs; and WHEREAS, the purpose of the Office of Elder Affairs would be to assist seniors with various aspects of everyday life including,but not limited to,orientations on housing and community health care; and WHEREAS,the Office of Elder Affairs will also research potential grant opportunities and seek additional funding for senior services and programming. NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1. That Section 2-191 of City Code Chapter 2, entitled "Administration" is hereby amended as follows: Section 2-191. Enumeration of organizational units. The administration or organization units of the city shall be as follows: (a) City Manager's Office (1) Office of community relations public information (2) Office of management and budget (3) Office of risk management (4) Office of children's affairs (5) Office of internal audit Office of Elder Affairs SECTION 2. CODIFICATION. It is the intention of the Mayor and City Commission of the City of Miami Beach,and it is hereby ordained that the provisions of this ordinance shall become and be made a part of the Miami Beach City Code. The sections of this ordinance may be renumbered or relettered to accomplish such intention,and the word"ordinance" may be changed to "section", "article," or other appropriate word. SECTION 3. REPEALER. All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 4. SEVERABILITY. If any section, subsection, clause or provision of this Ordinance is held invalid, the remainder shall not be affected by such invalidity. SECTION 5. EFFECTIVE DATE. RECOMMENDATION Adopt the Ordinance. ANALYSIS Pursuant to Commissioner Cruz's request to establish an Office of Elder Affairs this Ordinance was presented on the December 1st meeting and approved on First Reading. The purpose, structure and funding of the proposed office are as follows. - Purpose: As set forth by Commissioner Cruz,the Elder Affairs Office shall assist seniors with an orientation on housing, community health care and all services pertinent to seniors. The office will research potential grant opportunities and seek additional funding for senior services and programming. It is further recommended that the office apply for CDBG funding for"senior services", which is an eligible CDBG activity under public services. Currently,the CDBG program funds the Little Havana Activities and Nutrition Centers for Elderly Meals at two congregate meal sites; the Community Council for Jewish Elderly, and the Jewish Vocational Service for home meals delivery. Structure: Similar to the Office of Children's Affairs, the Office of Elder Affairs should be established as an office under the City Administration. We also recommend that this office work closely with the Mayor and Commissioners and their aides. AGENDA ITEM R 5 /0 DATE I a—Ic-99 Office of Elder Affairs December 1, 1999 Commission Memorandum Page 2 The Department will be operated by a capable management level staff person that operates and functions as an advocacy office, working with subcommittees of the affected citizens and working to implement their ideas and activities. The Director of the office will act as an ombudsman and will be the"eyes and ears" for the elderly community and should be extremely familiar with the services of the City and County, as well as, have first hand experience with the elderly to know their needs. Funding: The following is the proposed budget for the Office of Elder Affairs. It includes a full time director and a part time secretary position. It is envisioned that the secretarial position could be combined with the part time secretarial position currently in place for the Office of Children's Affairs to create a full time position that could be shared. Additionally,we have included funding for fringe benefits, furniture, computer equipment and other normal recurring operating expenses. This office can be funded from our General Fund contingency account. Office of Elder Affairs Budget for Fiscal Year 1999-2000 Salaries $54,000 Director($43,700) and part time Secretary($10,300) Benefits 10,800 Pension, insurance, etc. Operating 13,500 Furniture, telephone, office supplies, other operating expenses Capital 2.200 Computer $80,500 The City Commission should adopt the Ordinance.
