Ordinance 2000-3252 ORDINANCE NO. 2000-3252 ORDINANCE AMENDING ORDINANCE NO. 1605,THE UNCLASSIFIED EMPLOYEES • SALARY ORDINANCE, BY ESTABLISHING THE CLASSIFICATIONS OF ACCOUNT MANAGER - FINANCE, CAPITAL IMPROVEMENT ADMINISTRATOR - FINANCE, DISTRICT PROJECT MANAGER AND PUBLIC INFORMATION SPECIALIST; AND INCREASING BY 11% AS OF JULY 31, 2000, THE MINIMUM SALARY OF EACH CLASSIFICATION IN THE UNCLASSIFIED SALARY ORDINANCE. WHEREAS, there is a need to create certain classifications, change the titles of certain classifications, and change the salary range of a certain classification in order to ensure that the City has an employee classification and compensation system which is fair and equitable; and WHEREAS,there is also a need to increase by 11%on July 31, 2000, the minimum salary of each classification in the Unclassified Salary Ordinance in order to ensure that the City has an employee classification and compensation system which will achieve internal equity and external competitiveness. It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is hereby ordained that the provisions of this ordinance shall become and be made a part of the Code of the City of Miami Beach, Florida. The sections of this ordinance may be renumbered or relettered to accomplish such intention, and the word "ordinance" may be changed to "section", "article", or other appropriate word. ADMINISTRATION RECOMMENDATION: Adopt the Ordinance. ANALYSIS: This Ordinance was approved on first reading at the June 28, 2000 Commission meeting. By establishing the classifications noted below the Administration will provide appropriate titles and salary ranges for individuals performing the cited duties and facilitate implementation of the provisions of the 1999/00 budget and departmental reorganizations: FINANCE: to provide appropriate job classification and salary range. Manager - Finance ($54,086 - $86,726) - Professional work in the City's Finance Department. Capital Improvement Administrator- Finance ($54,086-$86,726) - Professional work in the City's Finance Department. Public Information Specialist($38,797-$62,209) - specialized public contact work. • The pay range changes addressed in this Ordinance relate to job classifications of positions occupied by employees of the Unclassified staff In several past salary ordinances,the City has increased the maximums of the salary ranges but not the minimums. This has resulted in making the starting salaries too low to be competitive. It has been calculated that the "catch up" percentage, including the compounding of interest, would be about 26%. Given budget considerations, we are recommending that the minimum of the pay ranges for the classifications addressed be increased by 11%on July 31,2000, for a total adjustment of 14% which includes the 3% increase adopted in May 2000. In addition,each employee will be evaluated to determine whether individual salary adjustments are appropriate. If the financial outlook permits, we anticipate bringing back a similar ordinance in the future to complete the "catch up" addition to the minimums. We also anticipate that in the future we will make changes to the minimums and maximums each year to avoid this problem. CONCLUSION: The City has an employee classification and compensation system which is fair and will provide a balance b //een internal equity and external competitiveness.
