Ordinance 98-3113 ORDINANCE NO. 98-3113 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 789, THE CLASSIFIED EMPLOYEES SALARY ORDINANCE, BY ABOLISHING THE CLASSIFICATIONS OF FLEET OPERATIONS SUPERVISOR I, MAINTENANCE MECHANIC, PARK RANGER, PARKING FIELD SUPERVISOR, PARKING/EVENTS ATTENDANT, RECREATION OPERATIONS MECHANIC, AND TREE MAINTENANCE ASSISTANT SUPERVISOR; ESTABLISHING THE CLASSIFICATIONS OF EMPLOYEE BENEFITS SPECIALIST, POLICE FLEET SPECIALIST, SENIOR PLUMBING INSPECTOR, AND SERVICE SUPERVISOR, AND ESTABLISHING THE CLASSIFICATION OF PERMIT CLERK II FOR EMPLOYEES COMMENCING EMPLOYMENT PRIOR TO, ON, OR AFTER FEBRUARY 21, 1994; AMENDING THE TITLES OF THE CLASSIFICATIONS OF PERMIT CLERK AND RECORDS TECHNICIAN FOR EMPLOYEES COMMENCING EMPLOYMENT PRIOR TO, ON, OR AFTER FEBRUARY 21, 1994; ESTABLISHING NEW SALARY RANGES FOR THE CLASSIFICATION OF PLUMBING SUPERVISOR AND FOR EMPLOYEES HOLDING THE CLASSIFICATIONS OF ELECTRICAL INSPECTOR, ELEVATOR INSPECTOR, ENGINEERING INSPECTOR, MECHANICAL INSPECTOR, AND PLUMBING INSPECTOR COMMENCING EMPLOYMENT PRIOR TO, ON, OR AFTER FEBRUARY 21, 1994; PROVIDING FOR A REPEALER, SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE. WHEREAS, there is a need to create certain positions, abolish certain positions, change the titles of certain positions, and change the salary ranges of certain positions in order to ensure that the City has an employee classification and compensation system which is fair and equitable and otherwise meets the objectives of the City. That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 3: SEVERABILITY. If any section, subsection, clause, or provision of this ordinance is held invalid, the remainder shall not be affected by such invalidity. SECTION 4: CODIFICATION. It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is hereby ordained that the provisions of this ordinance shall become and be made a part of the Code of the City of Miami Beach, Florida. The sections of this ordinance may be renumbered or relettered to accomplish such intention, and the word "ordinance" may be changed to "section", "article" , or other appropriate word. 7 SECTION 5: EFFECTIVE DATE This ordinance shall take effect ten (10) days after adoption. ADMINISTRATION RECOMMENDATION: Adopt the Ordinance. BACKGROUND: The first reading of the Ordinance took place on February 4, 1998. Establishing the classifications below would provide for appropriate titles and salary ranges for individuals performing the following duties: Employee Benefits Specialist ($36,873 - $58,996) - responsible administrative work in the group insurance section of the Risk Management Division. Permit Clerk II ($22,087 - $31,959) - specialized supervisory and clerical work processing construction permit applications in the Building Department. AGENDA ITEM DATE 3-q-9 8 March 4, 1998 page 2 BACKGROUND: (continued) Police Fleet Specialist ($26,449 -$42,318) - specialized technical and administrative work with responsibility for all Police Department vehicles. Senior Plumbing Inspector($33,934-$54,294)-responsible,administrative,supervisory,and technical work in the Building Department inspecting new and existing plumbing installations and reviewing construction plans and specifications. Service Supervisor($24,341 -$38,945) - responsible supervisory work in the cleaning and maintenance of pedestrian areas and public facilities. The following vacant classifications are being abolished because the functions are no longer being performed or are being performed by another classification: Fleet Operations Supervisor I, Maintenance Mechanic, Park Ranger, Parking Field Supervisor, Parking/Events Attendant, Recreation Operations Mechanic, and Tree Maintenance Assistant Supervisor. The following titles will be amended as shown: Permit Clerk --->Permit Clerk I Records Technician ---> Police Records Technician The salary ranges of the following classifications will be increased for purposes of external competitiveness and internal equity: Electrical Inspector Current $27,164 - $37,387 Proposed$29,381 - $40,438 Elevator Inspector Current $27,164 - $37,387 Proposed $29,381 - $40,438 Engineering Inspector Current $27,164 - $37,387 Proposed$29,381 - $40,438 Mechanical Inspector Current $27,164 - $37,387 Proposed $29,381 - $40,438 Plumbing Inspector Current $27,164 - $37,387 Proposed $29,381 - $40,438 Plumbing Supervisor Current $28,740 - $45,983 Proposed $31,229 - $49,966 By establishing five(5)new classifications, abolishing seven(7) classifications, amending the titles of two (2) classifications, and raising the salary ranges of six (6) classifications, this Odinance will help to ensure that the City has an employee classification and compensation system which is fair and equitable and otherwise meets the objectives of the City.
