A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND CITYWIDE
PROJECTS COMMITTEE AT ITS DECEMBER 15, 2017 MEETING;
AND APPROVING THE ACCELERATED REPLACEMENT OF THE
LIGHTING SYSTEM AT THE NORTH SHORE TENNIS CENTER
WITH A NEW LED LIGHTING SYSTEM, IN PREPARATION FOR
THE INTERNATIONAL TENNIS FEDERATION'S YOUNG
SENIORS WORLD TEAM AND INDIVIDUAL TOURNAMENT, IN
AN AMOUNT NOT TO EXCEED $294,360.00, AND SUBJECT TO
APPROVAL OF THIS APPROPRIATION FROM THE FY 2017 -2018
CITY BUDGET.
WHEREAS, at the December 13, 2017 City Commission meeting, Commissioner John
Aleman sponsored Item C4T, referring a discussion to consider the accelerated replaoement of
existing lighting at the North Shore Tennis Center with new LED lighting in preparation of the
International Tennis Federation's Young Seniors World Team and Individual Tournament to the
Finance & Citywide Projects Committee (FCWPC); and
WHEREAS, at the same City Commission meeting, a separate discussion was held
regarding contracting the International Tennis °Federation (ITF) to host two more tournaments
for two consecutive years; and
WHEREAS, the North Shore Tennis Center does not currently meet ITF's minimum
lighting standards for night play; and
WHEREAS, the cost of upgrading the North Shore Tennis Center to a new LED lighting
system which would meet or exceed ITF standards is $294,360; and
WHEREAS, although the project is currently unfunded, staff has identified monies from
the existing Bandshell Project to fund this high priority project; contingent on approval of a
capital budget amendment at the January, 2018 City Commission meeting; and
WHEREAS, if approved, the Administration will procure these services through a
piggyback option with Musco, the lighting contractor previously used by the City for sports
lighting projects; and
WHEREAS, although the project schedule for completing this lighting upgrade by the
May, 2018 ITF is aggressive, the Contractor has committed to completing the project by mid
April, 2018, in time for the ITF tournament; and
WHEREAS, at the December 15, 2017 FCWPC meeting, the Committee discussed
using the funds from another project and moved this item for consideration by the City to
Commission with a favorable recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects
Committee from its December 15, 2017 meeting; and approve the accelerated replacement of
the lighting system at the North Shore Tennis Center with a new LIED lighting system, in
preparation for the International Tennis Federation's Young Seniors World Team and Individual
Tournament, in an amount not to exceed $294,360.00, and subject to approval of this
appropriation from the FY 2017 -2018 City budget.

RECOMMENDATION
Mayor and City Commission to accept the recommendation of the Finance and Citywide Projects
Committee from its December 15, 2017 meeting, to approve project funding and to proceed with a
capital budget amendment at the January 2018 City Commission meeting.
ANALYSIS
At the December 13, 2017 City Commission meeting, Commissioner John Aleman sponsored Item
C4T, referring a discussion to consider the accelerated replacement of existing lighting at the North
Shore Tennis Center with new LED lighting in preparation of the International Tennis Federation's
Young Seniors World Team and Individual Tournament to the Finance & Citywide Projects
Committee ( FCWPC).
At the same City Commission meeting, a separate discussion was held in regard to contracting the
International Tennis Federation (ITF) to host two more tournaments for two consecutive years. In
order for the ITF to bring the Young Seniors Tournament to Miami Beach and for the City to be
competitive in future tennis tournament bids, the sports lighting at the two tennis centers must meet
the minimum lighting standards set by the ITF for night play.
At the December 15, 2017 FCWPC meeting, the Committee discussed using the funds from another
project and moved this item for consideration by the City Commission with a favorable
recommendation.
At the time of this memo, Flamingo Park Tennis Center meets ITF's minimum lighting standards, but
the North Shore Tennis Center does not.
The cost of upgrading the North Shore Tennis Center to a new LED lighting system which would

meet or exceed ITF standards is $294,360.00. The project schedule for completing an upgrade of
this kind in time for the May 2018 ITF is aggressive, but could be achieved through completing the
necessary actions by the January 2018 City Commission meeting. The project is currently unfunded.

The aforementioned funding source is contingent on approval of a capital budget amendment at the
January 2018 City Commission meeting, which would formally appropriate necessary funding for the
lighting upgrade project. If approved, the Administration will procure these services through a
piggyback option with Musco, the lighting contractor previously used by the City for sports lighting
projects.
Musco has committed to completing the project by mid -April 2018, in time for the ITF tournament.
