94-21360 Reso RESOLUTION NO. 94-21360 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH. FLORIDA. AUTHORIZING THE APPROPRIATION OF 1994 HOME FUNDS RECEIVED IN THE AMOUNT OF ONE MILLION ONE HUNDRED TWENTY-SEVEN THOUSAND DOLLARS ($1.127 .0001. IN ENTITLEMENT GRANT FUNDS RECEIVED BY THE CITY FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. FOR ELIGIBLE AFFORDABLE HOUSING PROJECTS. WHEREAS. the City received notification from the U. S. Department of Housing and Urban Development (HUD) that. as a participating jurisdiction. Miami Beach is entitled to receive its third round of funding in the amount of One Million One Hundred Twenty-Seven Thousand dollars ($1,127,000), through the HOME Investment Partnerships Program (HOME Program); and WHEREAS. the HOME Program is designed to expand the supply of decent and affordable housing and encourages partnerships with the private sector and non-profit housing providers; and WHEREAS. in accordance with the regulations, the City has a previously developed and approved Program Description for the HOME Program, which includes the required set-asides for rental housing and for Community Housing Development Organizations (CHDO'sl; and WHEREAS. the Program Description was re-submitted to HUD in April 1994 in order to receive the fiscal year 1994 HOME allocation; and WHEREAS. the Mayor and City Commission herein deem it to be in the best interest of the residents and citizens of the City to appropriate the funds received through the HOME Investment Partnerships Program to increase the City's previous HOME allocation by One Million One Hundred Twenty- Seven Thousand Dollars ($1,127,0001. NOW. THEREFORE. BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH. Ca City Manager A RESOLUTION-AUTHORIZING THE APPROPRIATION OF FEDERAL 1994 HOME FUNDS IN THE AMOUNT OF $1,127,000 RECEIVED BY THE CITY FROM THE U.S.DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR ELIGIBLE AFFORDABLE HOUSING PROJECTS. SUBJECT: ADMINISTRATION RECOMMENDATION: To adopt the attached Resolution authorizing the appropriation of federal 1994 HOME Funds in the amount of $1,127,000 in entitlement grant funds received by the City from the U.S. Department of Housing and Urban Development, for eligible affordable housing projects. BACKGROUND: The City is an entitlement recipient of federal grant funds from the U. S. Department Housing and Urban Development for the HOME Investment Partnerships Program. This year the City received $1,127,000 in funds for which the appropriate grant agreement forms were duly executed on April 21, 1994. The City's current Grant Number is M94-MC12-0212. ANALYSIS: All grant funds received by the City must be appropriated by a Resolution of the City Commission. The following projects have received commitments and/or reservations of funds from the City HOME Program: . Affordable Landmarks - the Sails Project: 1.25 million dollars for 96 units of newly constructed Condonimiums of which 25 are set-aside for income eligible first-time home buyers. 101 AGENDA ITEM C. -1- D DATE~ COMMISSION MEMO APRIL 20, 1994 PAGE 2 . MBDC's Family Rental Program: One million dollars to renovate 259 Washington Avenue into 17 two and three bedroom family rental units for low- and very low-income families. . MBDC's CHDO Operating funds: from FY .92/93: from FY 93/94: from FY 94/95: $90,000 60,450 56,350 . MBDC's first-time Home Buyer Program: $250,000 for acquisition and rehabilitation of scattered site condominiums for first-time home buyers . MBHA's Women and Children Resource Center: $760,000 for 52 units of transitional housing and a child day care center. CONCLUSION: It is recommended that the Mayor and City Commission adopt the attached Resolution which authorizes the appropriation of 1994 HOME funds in the amount of $1,127,000 in entitlement grant funds received by the City from the U.S. Department of Housing and Urban Development, for eligible affordable housing projects.
