Morales, City Manager DATE: February 13, 2018 SUBJECT: DEFERRAL OF APPOINTMENT 0 BUILDING DIRECTOR Item R70 on tomorrow's agenda is my appointment of Ana Salgueiro as the Building Director. Unfortunately, there have been some residents that have reached out to you in writing with concerns about the appointment. While I do not share their concerns, I understand that last week's arrest of the former building director has caused extra sensitivity to this appointment. As I have explained to you previously, Ms. Salgueiro was not an employee of the City until last April and therefore was not with the City during the period when the alleged crimes took place. She has been running the department since I suspended her predecessor last August and has done an excellent job. That said, I do not have the time between this afternoon and tomorrow to respond adequately in writing to the issues and I want to make sure that her candidacy is given a fair and honest opportunity. As you know, my focus on Monday and Tuesday of Commission week is to brief each of you on the agenda and provide answers to questions you may raise in preparation for tomorrow. By the time I could prepare any written response, it would be too late for any real discussion tomorrow. Rather than rush any response, I will be deferring item R70 to the March Commission meeting. This will give me time to properly position the appointment, address any concerns, and give Ms. Salgueiro herself an opportunity to respond. It is a shame that she is being associated with any of the actions of her predecessor, but I want to make sure that each of you feel comfortable with the process and the fullness of information. I am confident that with the sufficiency of time to study the issues, you will be receptive to her appointment next month and make an historic decision to select the first woman to serve in the capacity of Building Director/Official for the City of Miami Beach.
