WHEREAS, there has been submitted to the City Council of the City of Miami Beach,
Florida, the Certificate of two members of said City Council and the City Clerk as the
Canvassing Committee of said City Council of the results of the canvass of the returns of
the General and Special Election held in said City on November 6, 1973;
WHEREAS, the said Canvassing Committee has duly canvassed said returns and certified
the results of said Election, together with certain recommendations as to the acceptance
of the votes shown by the voting machines, and the rejection of the returns of the
Inspectors and Election Clerks in those instances of discrepancies between the tabulation
as shown on said machines and that made on said returns in Precincts numbered 116, 291 and
289,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA,
that it hereby accepts said recommendations of said Canvassing Committee, and adoptes the
said Certificate as to the results of said Election and it is hereby ordered that the same
Certificate and this Resolution be recorded in the minutes of this meeting as a permanent
record of the results of said Election.
AND IT IS FURTHER FOUND, DETERMINED and RESOLVED that the following candidate for
MAYOR, received the highest number of votes cast, and is hereby declared ELECTED.

We, the undersigned, two members of the City Council and the City Clerk of the
City of Miami Beach, do hereby certify that we have made a canvass of the turns of
the certificates of the Inspectors and Clerks who held and conducted a General and
Special Election in Miami Beach, Florida, on November 6, 1973, such canvass having
been made solely, exclusively and entirely from such returns; and DO HEREBY
CERTIFY that as a result of said canvass we have found and do hereby declare the
result of said election to be as follows:
We have found that the returns as certified by said Inspectors and Clerks are
true and correct and should be accepted, with the exception of those returns made
for Precinct No. 116 wherein therein are discrepancies between the number of votes
shown to be cast by the voting machines used in said precinct and the returns made
therefrom by said Inspectors and Clerks, said errors consisting, inter alia, of
total failure to enter on said Return Sheets the votes shown by the voting machines
to have been cast; showing the totals of all votes cast in both Districts Nos. 2 and
3 as having been cast in District No. 2; and also, in failure to correctly report
in said Returns the votes actually cast, as shown by said machines.
It is the recommendation of the Canvassing Committee that the returns for
said Precinct No. 116 as shown by the Certificates of the Clerks and Inspectors
of said Precinct be rejected, and that the votes cast in said precinct be tabulated
and accepted as actually shown by the voting machines themselves.
The Committee also finds and reports that in Precinct No. 289, voting
Machine #61598 shows 5 votes were cast for Sam Weiss, candidate for Mayor, whereas
the returns certified by the Clerks and Inspectors for such machine shows 25 votes so
cast.
It is the 'recommendation of the Canvassing Committee that the voting machine
count of 5 votes cast for Candidate Weiss be accepted, and that the return of 25
votesshown for said Machine #61598 in Precinct No. 289 be rejected.
Said Canvassing Committee also reports that on Machine #109272 in Precinct
No. 291 , the vote shown on the machine for Candidate Chuck Hall is 99 votes, whereas
the Return Sheet shows 49 voted.
The Committee recommends that the vote count of 99 votes for Candidate Hall
bn said Machine be accepted, and that the Return Sheet insofar as it shows 49 votes
for said Candidate Hall be rejected.
That based on said canvass and upon said recommendations, if the same be
accepted by the City Council , the Canvassing Committee declares the result of
said election to be as follows:

QUESTION NO. 1
Shall the City Charter be amended so as to repeal all provisions
therefrom pertaining to the election of Councilmen from Districts;
to further repeal all limitations upon the rights of electors to
vote only for candidates for Councilman from a District; to further
repeal all provisions requiring a candidate for office of Councilman
to reside in a given District; and to further amend the City Charter
so as to provide that all Councilmen, and the Mayor, of the City of
Miami Beach, shall be elected at a general election to be held on
the first Tuesday in November, 1975, as their terms expire, and every
two years thereafter, and candidates for the office of Councilman
and Mayor to be voted upon by all of the electors of the City of
Miami Beach?
8,951 votes were cast FOR THE AMENDMENT, and
7,410 votes were cast AGAINST THE AMENDMENT.
QUESTION No. 2
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $3,500,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum for the purpose of acquiring
and developing for parks, recreational and open-space purposes:
A parcel of land generally described as Lots 1 through 12 of Block 3,
SECOND OCEAN FRONT SUBDIVISION, Plat Book 28, page 28, of the Public
Records of Dade County, together with a parcel of sovereignty land in
Indian Creek abutting generally Lots 2 through 7 and a portion of
Lot 8, Block 3, of said subdivision. A portion of the said parcel of
land is described by metes and bounds, and which metes and bounds
description is on file in the office of the City Clerk?
Said parcel of land is commonly known as "Brittany Bay Property" and
is also located at 63rd Street and Indian Creek Drive, Miami Beach,
Florida.
8,738 votes were cast FOR THE BONDS, and
7, 194 votes were cast AGAINST THE BONDS.
QUESTION NO. 3
Shall the City of Miami Beach issue negotiable coupon bonds in the amount
of $900,000 with interest at a rate to be hereafter determined, but not
to exceed 7-1/2 per cent per annum, for the purpose of purchasing and
acquiring fixtures, chattles, personal property, furniture, furnishings,
and similar appurtenances necessary to make the new expanded Convention
Hall a complete and utilizable facility?
7.804 votes were cast FOR THE BONDS, and
7 .350 votes were cast AGAINST THE BONDS.

QUESTION NO. 4
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $500,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the purpose of ac-
quiring necessary land, rights-of-way, and the construction of a
bridge for pedestrians and vehicles over Collins Canal and connecting
Convention Hall Complex with Prairie Avenue at Dade Boulevard?
7,963 votes were cast FOR THE BONDS, and
7,254 votes were cast AGAINST THE BONDS.
QUESTION NO. 5
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $650,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the purpose of ac-
quiring necessary land, rights-of-way, and the construction of a public
street, to be an extension of 16th Street, between Washington and
Collins Avenues?
7,616 votes were cast FOR THE BONDS, and
7,443 votes were cast AGAINST THE BONDS.
QUESTION NO. 6
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $250,000 with Interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the purpose of con-
structing a new North Shore Library, to be located at 7501 Collins
Avenue, Miami Beach, Florida?
8,056 votes were cast FOR THE BONDS, and
7,052 votes were cast AGAINST THE BONDS.
QUESTION NO. 7
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $250,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the purpose of ac-
quiring, developing and constructing an "Operation Re-Entry Building",
on the following described parcel of land:
Lots 10, 11 and 15, Block 26, Amended Map Ocean Front Property, Miami
Beach Improvement Co. Sub. , Plat Book 5, pages 7 and 8, Public Records
of Dade County, Florida
Said property is also commonly known as the Drexel School Property and
is also commonly known as 3602 Collins Avenue, Miami Beach, Florida.
9,288 votes were cast FOR THE 'BONDS, and
6,708 votes were cast AGAINST THE BONDS.

Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $300,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the improvement of
those City facilities commonly known as "Friendship Corners and
Community Centers", located at:
South Shore Community Center, 833- 6th Street
Friendship Corner #2, 201 - 2nd Street
Ocean Front Auditorium, 1001 Ocean Drive
North Shore Park, 501 - 72nd Street
Flamingo Park, 1245 Michigan Avenue
21st Street Community Center, 2100 Washington Avenue
Friendship Corner No. 3, 7275 Collins Avenue
Pier Park, 55 Ocean Drive?
9,088 votes were cast FOR THE BONDS, and
6,311 votes were cast AGAINST THE BONDS.
QUESTION NO. 9
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $400,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the purpose of in-
stalling suitable and appropriate street lighting for the following
public streets and thoroughfares:
All streets on Biscayne Point
All streets on Normandy Isle
North Bay Road from 43rd Street to 48th Street
Washington Avenue from Biscayne Street to 17th Street?
9,884 votes were cast FOR THE BONDS, and
5,347 votes were cast AGAINST THE BONDS.
QUESTION NO. 10
Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $150,000 with interest at a rate to be hereafter determined,
but not to exceed 7-1/2 per cent per annum, for the purpose of in-
stalling appropriate lighting and the improvement of the municipal tennis
courts, located at:
Tennis Center, North Shore Park, 501 - 72nd Street
Tennis Center, Flamingo Park, 1000 - 12th Street?
7,755 votes were cast FOR THE BONDS, and
6,671 votes were cast AGAINST THE BONDS.

Shall the City of Miami Beach issue negotiable coupon bonds in the
amount of $4,000,000 with interest at a rate to be hereafter
determined, but not to exceed 7-1/2 per cent per annum for the
purpose of acquiring and developing for parks, recreational and
public works purposes, the following described lands:
Lots 10 and 11 , Block 15, Island View Subdivision, Plat Book 6,
Page 115, Public Records, Dade County Florida, and Lots 34
through 40, Inc. , Block 15A, Island View Addition, Plat Book 9,
Page 144, Public Records, Dade County, Florida?
Said parcel of land is commonly known as the Miami Beach Yacht
Corporation property and is located at 1928 Purdy Avenue.
6,982 votes were cast FOR THE BONDS, and
7,897 votes were cast AGAINST THE BONDS.
QUESTION NO. 12
Shall the Resolution No. 73-14128, passed and adopted on its third
and final reading on the 19th day of September 1973, and entitled:
"A Resolution granting to Mall Transport, Inc. , a Florida corpora-
tion, and to its successors and assigns, the right to use that
portion of Lincoln Road lying West of the westerly line of
Washington Avenue to the easterly line of Alton Road, otherwise
known as the Lincoln Road Mall , and the establishment of a route
northerly from the Lincoln Road Mall looping through the Civic
and Convention Center (Convention Center, City Hall , Auditorium,
Public Safety Building, etc.) to move passengers between the Mall
area and the various facilities and parking areas of the Civic
Center complex and the Lincoln Road Mall , in the City of Miami Beach
and its successors for tnd during a period of eight (8) years, for
the purpose of establishing, operating and maintaining a vehicular
transportation system for transporting passengers for compensation,
in conformity with and subject to all provisions, terms and conditions
herein recited" be approved or disapproved?
9,302 votes were cast FOR THE RESOLUTION, and
5,337 votes were cast AGAINST THE RESOLUTION.

CERTIFICATION is hereby made that on November 7, 1973, Deputy
Clerks of the City of Miami Beach received from the Dade County
Elections Division a total of 251 of which 247 were valid
ABSENTEE BALLOTS for the November 6, 1973 Special Election.
These ballots were tallied by Deputy Clerks under our supervision.
The tabulation of the 247 ballots is shown on the Master
Return Sheet herewith presented.
