WHEREAS , the City Council of the City of Miami Beach
has duly found and determined that an emergency exists within the
City affecting the present and the future needs , the good order,
convenience, prosperity and the general welfare of the citizens
of the City of Miami Beach by reason of numerous conversions
past, present and contemplated of existing hotels into condo-
miniums , cooperatives and apartment houses , and
WHEREAS , the City Council of the City of Miami Beach
is greatly concerned that such trend, if continued will gravely
affect, if not destroy, the status of the City as a resort and
convention area, and
WHEREAS , the City of Miami Beach is taking steps for
the formulation of a comprehensive City wide plan for the purpose
of preventing the loss and destruction of hotel facilities so
vital and imperative for the support, encouragement, and the
fostering of the tourist and convention industry in the City, and
WHEREAS , in the formulation of such Master Plan
numerous conferences and prolonged study will be required not
only by the City Council but also with and by interested citizens
representing the community and the hotel industry; the City of
Miami Beach Tourist Development Authority; representatives of
Dade County; the Department of Commerce of the State of Florida,
Division of Tourism, and representatives of the Governor of the
State; the purpose and object of such conferences and studies
being to develop viable economic alternatives , opportunities
and plans for the maintenance, preservation and encouragement
of the hotel and convention industry in the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that upon the adoption of
this Resolution no permit shall be issued for a period of One
Hundred Twenty (120) days thereafter for the demolition, recon-
struction, or alteration of any existing hotel building or
structure for the purpose of creating, transforming or converting
such property into apartment houses , cooperatives or condominiums,
it being the intent of the Council, however, that permits already
issued or projects or work of the nature herein specified lawfully
commenced or initiated prior to the adoption hereof, shall in no
way be affected hereby.
