A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, PURSUANT TO SECTION 82-
503(A) OF THE CITY CODE, FOLLOWING A DULY NOTICED PUBLIC
HEARING, APPROVING THE RENAMING OF NORTH SHORE OPEN
SPACE PARK AS NORTH BEACH OCEANSIDE PARK.
WHEREAS, at the July 13, 2016 City Commission meeting, the Commission referred a
discussion item regarding the renaming of North Shore Open Space Park to the
Neighborhood /Community Affairs Committee ( "NCAC "), which item was sponsored by
Commissioner John Elizabeth Aleman; and
WHEREAS, the NCAC discussed the item on October 21, 2016 and requested feedback
from the Parks and Recreational Facilities Advisory Board; and
WHEREAS, at its January 12, 2017 meeting, the Parks and Recreational Facilities
Advisory Board ( "PRFAB ") noted the City's efforts to create an identity for "North Beach" and
agreed that a park with "North Beach" in its name would be consistent with the concept, and
recommended that North Shore Open Space Park be renamed as "North Beach Oceanside
Park" by an 8 -1 vote (Exhibit A); and
WHEREAS, at its January 27, 2017 meeting, the NCAC considered the feedback from
the PRFAB; however, the concept of expressing the North Beach identity as either "North
Shore" or "North Beach" was not agreed upon; therefore, a discussion regarding the renaming
of North Shore Open Space Park was moved to City Commission without a recommendation;
and
WHEREAS, at the May 17, 2017 City Commission meeting, a discussion was held
regarding the renaming of North Shore Open Space Park and a motion to rename North Shore
Open Space Park as "North Beach Oceanside Park" passed by a 4 to 3 vote (Exhibit B); and
WHEREAS, at the June 7, 2017 City Commission meeting, Commissioner John
Elizabeth Aleman referred the renaming of North Shore Open Space Park as "North Beach
Oceanside Park" to the NCAC for consideration; and
WHEREAS, at the July 26, 2017 City Commission meeting, Commissioner Rosen
Gonzalez referred the renaming of North Shore Open Space Park as "North Shore Oceanside
Park "to the NCAC for consideration; and
WHEREAS, the NCAC deferred both renaming items at their July 28, 2017 meeting to
provide the Mayor's North Beach Committee an opportunity to opine on all proposed names;
and
WHEREAS, on August 3, 2017, the Mayor's North Beach Steering Committee discussed
the North Beach and North Shore identities (Exhibit C) and, in a vote between North Beach
Oceanside Park and North Shore Oceanside Park, the majority voted to recommend the
renaming of North Shore Open Space Park as "North Beach Oceanside Park" (Exhibit D); and
WHEREAS, at its December 20, 2017 meeting, the NCAC discussed the renaming
options and moved the item to the City Commission by acclamation with a favorable
recommendation to rename North Shore Open Space Park as North Beach Oceanside Park;
and
WHEREAS, pursuant to Section 82- 503(a) of the City Code, after receiving a
recommendation from the NCAC on the proposed renaming, the City Commission shall call a
public hearing to consider the proposed renaming; and
WHEREAS, at the January 17, 2018 City Commission meeting, Resolution 2018-
30139 was adopted setting a public hearing for February 14, 2018 to consider the proposed
renaming of North Shore Open Space Park as North Beach Oceanside Park (Exhibit E).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Mayor and City Commission
hereby approve, pursuant to Section 82- 503(a) of the City Code and following a duly noticed
public hearing, the renaming of the North Shore Open Space Park as North Beach Oceanside
Park.

RECOMMENDATION
City Commission 5 /7ths vote approving the renaming of North Shore Open Space Park to North Beach Oceanside
Park.
ANALYSIS
At the July 13, 2016 City Commission meeting, the Commission referred a discussion item regarding the renaming
of North Shore Open Space Park to the Neighborhood /Community Affairs Committee ( "NCAC "), which was
sponsored by Commissioner John Elizabeth Aleman.
Per Section 82- 503(a) of the City Code, which sets forth the procedure for naming of public facilities, once a
proposal to rename an existing public facility is submitted to the NCAC, the NCAC shall meet to consider and review
the naming, or renaming, of the public facility. After reviewing the proposal, the NCAC shall transmit its
recommendation to the City Commission. Within a reasonable time after receiving the recommendation from the
NCAC, the City Commission shall call a public hearing, which must be noticed in the newspaper at least 10 days
prior to the hearing. Any proposed naming, or renaming, of a public facility must be approved by a 5/7 vote of the City
Commission. Notwithstanding any other provision of this section of the City Code, the referendum requirements shall
not apply since the public facility is to be renamed solely for the name of the city, the geographic area, and physical
location of the facility,
The NCAC discussed the item on October 21, 2016 and referred to the Parks and Recreational Facilities Advisory
Board ( "P RFAB ") for their feedback.
At the January 12, 2017 meeting, the PRFAB noted the City's efforts to create an identity for "North Beach" and
agreed that a park with "North Beach" in its name would be consistent with the concept. In an 8 -1 vote, PRFAB
recommended North Shore Open Space Park be renamed as "North Beach Oceanside Park' (Exhibit A). Other
names mentioned were: "North Shore Oceanfront Park ", "North Shore Beachfront Park" and "North Shore Beach
Park."
At its January 27, 2017 meeting, the NCAC considered the motions from the PRFAB; however, the concept of
solidifying the North Beach identity as either "North Shore" or "North Beach" was not agreed upon. The item was
moved to Commission without a recommendation.

At the May 17, 2017 City Commission meeting, Commissioner Aleman made a motion to rename North Shore
Open Space Park as "North Beach Oceanside Park ". The motion was opposed by commissioners Kristen Rosen
Gonzalez, Michael Grieco and Mickey Steinberg, but passed by a 4 to 3 vote (Exhibit B).
At the June 7, 2017 City Commission meeting, Commissioner Aleman referred a discussion item to rename North
Shore Open Space Park as "North Beach Oceanside Park" to NCAC for further consideration.
At the June 30, 2017 NCAC meeting, the discussion item regarding renaming North Shore Open Space Park as
"North Beach Oceanside Park "was deferred, in advance of a pending referral for a different name suggestion, to
allow for all proposed names to be simultaneously considered.
On July 26, 2017, City Commission referred a discussion on the renaming of North Shore Open Space Park to
"North Shore Oceanside Park "to NCAC, which was sponsored by Commissioner Rosen Gonzalez.
The NCAC deferred both renaming items at their July 28, 2017 meeting to provide the Mayor's North Beach
Steering Committee an opportunity to opine on all proposed names.
On August 3, 2017, the Mayor's North Beach Steering Committee discussed North Beach and North Shore
identities (Exhibit C). In a vote between North Beach Oceanside Park and North Shore Oceanside Park, the
majority voted to rename North Shore Open Space Park as "North Beach Oceanside Park" (Exhibit D).
At its December 20, 2017 meeting, the NCAC moved the item to Commission by acclamation with a favorable

MOTION 2:
The Parks and Recreational Facilities Advisory Board has reviewed the 30% Design Development Plan for the
Future Community Park (Former Par 3). The design of the finger lake and the placement in the center of the
park reduces the functional use of the park and accordingly the Board feels it is not in the best interest of the
City. The Parks and Recreational Facilities Advisory Board therefore recommends the reduction of the lake to
approximately one acre in a free form and placement in an area that maximizes flat green space.

Mr. Gonzalez agreed with Commissioner Malakoff's statement that the street is too narrow for the
existing design.
Commissioner Arriola moved for the approval of Option 1. To reassure his colleagues,
Commissioner Arriola asked Jose Gonzalez if the City had instructed ACAI /Pininfarina not to design
something that cannot be built because it is too expensive.
Mr. Gonzalez responded that Commissioner Arriola was correct; the City had made such a request.
Commissioner Arriola stated that ACAI /Pininfarina assured him as well that it would not be problem.
Discussion continued as to design work for light rail stations currently being performed by
ACAI /Pininfarina in Broward County.
Commissioner Arriola stated that ACAI /Pininfarina, in our own community is designing things that
are cost effective.
Commissioner Aleman seconded the motion for Option 1.
Commissioner Steinberg stated to Mr. Gonzalez's that he is getting direction for when the bus
shelters are designed that — although she loves iconic — the bus shelters need to be practical and
make sense.
Mr. Gonzalez responded "absolutely."

ACTION: Discussion held. Motion made by Commissioner Aleman to rename North Shore Open
Space Park as North Beach Oceanside Park; seconded by Commissioner Arriola. Voice vote: 4 -3;
Opposed: Vice -Mayor Rosen Gonzalez and Commissioners Grieco and Steinberg. John Rebar and
Office of the City Attorney to handle.
John Rebar, Parks & Recreation Department Director, introduced the item. The topic of renaming
the North Shore Open Space Park has been around for a while. It was officially referred to the Parks
and Recreation Advisory Committee in July, where they discussed some options. It then traveled to
the Neighborhood /Community Affairs Committee, where it was also discussed. However, it is
coming to the full Commission without a definite recommendation. The number one name that has
been mentioned is North Beach Oceanside Park. There has been a great deal of conversation about
whether now that we have "South Beach" would we be referring to the north end as "North Beach"
and not "North Shore." There were all versions of the name — North Shore Oceanside Park, North
Shore Beachfront Park, so there is a commonality between the North Beach / North Shore and
some reference to the beach. Mr. Rebar is here today looking for direction on the renaming.

Mayor Levine inquired if the Administration has come up with multiple names, or will there be a
competition in the community to select the name.
Mr. Rebar reiterated that the item had come from the Neighborhood /Community Affairs Committee
without a recommendation; the options were merely narrowed down. Mr. Rebar stated if the
Commission wanted to do some type of contest they would have to determine if it is an open contest
or limited to a specific list of names.
Commissioner Arriola stated that he has stayed out of this, and merely observed on the sidelines.
He does not have a preference, but having chaired the Mayor's North Beach Master Plan Steering
Committee for a couple of years, the panel had a great deal of discussion with residents and they
had engaged the firm of Bruce Terkel to help with branding. He would weigh in on a name rather
than calling it North Shore, it should have the name North Beach; it is a brand that many folks in the
area are clamoring for. His preference is to start working of the name North Beach as a brand and
identity for the area. Commissioner Arriola thinks North Shore confuses people.
Mayor Levine and Commissioners Malakoff and Aleman agreed with Commissioner Arriola.
Mayor Levine suggested North Beach Seaside Park.
Commissioner Malakoff stated that it used to be the South Shore and the North Shore.
Commissioner Malakoff explained that it was the South Shore Development Company that
developed the southern area. However, over the years everybody refers to it as South Beach. She
believes North Beach Ocean Park is a little bit shorter than Oceanside or Oceanfront, so she prefers
the shorter name.
Discussion continued regarding the possible inclusion of seaside in the name.
Vice - Mayor Rosen Gonzalez wanted her colleagues to keep in mind the history and anthropology of
the area, as the current name of the park means something. None of the members on the dais
reside in the area surrounding the Park, except for Commissioner Steinberg.
Commissioner Malakoff stated that she too lives in North Beach.
Vice -Mayor Rosen Gonzalez stated that historically speaking "North Shore" is a point of reference.
The residents of North Shore actually like their name. For the members of the City Commission to
randomly come around and say that they are going to rename the Park is not reasonable. There is
history there. Vice -Mayor Rosen Gonzalez does not understand how the City Commission is going
to change randomly the name of the Park because there is a decision to rebrand North Beach. North
Shore is North Shore. North Shore has a Community Center and North Shore has an identity. Vice -
Mayor Rosen Gonzalez has spoken to Kirk Pascal who lives in the area, and he said, "Please do not
change the name of the Park."
Mayor Levine stated that he would like to change the name of the Park, and asked the rest of his
colleagues how they feel about the name. Mayor Levine explained that the members of the Parks
and Recreational Facilities Board have recommended that the name of the Park be changed.
Mr. Bradford "Brad" Bonessi stated that one of the problems with the name North Beach is that
when the term is Googled the results are for North Miami Beach. During the meetings of the Mayor's
North Beach Master Plan Steering Committee, the term "NoBe" caught on. Mr. Bonessi requested

that a survey be done, and one name should be selected. Just to throw out a bunch of names is not
going to help anybody. Commissioner Arriola started a great process; and it should be finished
correctly.
Ms. Beth Emerson, a North Beach resident, stated that she likes North Beach or NoBe. She is in
favor of North Beach Ocean Park or NoBe Ocean Park. The North Shore is a specific area in North
Beach, which spans many different communities.
Mayor Levine suggested taking a vote on North Beach Ocean Park, or if instead the Commission
can come up with alternate names and vote on those.
Commissioner Steinberg stated that if the name is changed to North Beach Oceanfront Park, or any
other name, that a commemorative plaque that says "North Shore" and the history of the name
should be installed. We can call it North Beach, but homage to the area could be paid via the
plaque.
Commissioner Malakoff sated that she likes North Beach Ocean Park.
Discussion continued.
Motion by Commissioner Aleman to rename the Park as North Beach Ocean Park.
Commissioner Steinberg inquired if the suggestion had not been North Beach Oceanfront Park,
Commissioner Malakoff suggested going with the shorter name of North Beach Ocean Park.
Commissioner Arriola suggested Seaside.
Vice -Mayor Rosen Gonzalez explained that it was not a sea, but an ocean.
Discussion continued.
Motion made by Commissioner Aleman to rename the North Shore Open Space Park as North
Beach Oceanside Park; seconded by Commissioner Arriola; Opposed: Vice -Mayor Rosen Gonzalez
and Commissioners Grieco and Steinberg.
Director Rebar explained that the Administration would now follow the proper renaming process
through a public hearing.
Commissioner Aleman explained that a public hearing on the renaming would be held, The City has
a formal renaming process, and it involves a public hearing; if people feel strongly they can come
out and express their opinion.

4. Discussion on North Beach Projects
A. Town Center — 5:17 p.m.
I. FAR increase (Discussed at 7/26 Commission)
a. Update by Daniel Veitia
i. The referendum is going forward on the November ballot even with
the short time frame; would like to urge the Commission to create a
companion ordinance; he will be reaching out collectively to the
HOAs to explain the importance of passing the referendum
emphasizing that the Master Plan was unanimously approved with
this key component backed by Alan Shulman
b. FAR Increase concerns: Historic preservation and inclusionary zoning should
be components included; concerns over TC -1 designation being respectful
and mindful of North Shore Open Space Park
c. Discussion with regards to the need for a companion ordinance and whether
it overcomplicates the matter; whether enabling legislation ahead of time
would be a beneficial tool to have an educated conversation with the public
regarding the details of the referendum question. The resolution should
demonstrate that FAR is considerate of workforce and inclusionary housing.
City staff reminded the committee that this legislation would go through the
robust Land Use Boards and the Miami Beach residents.
d. Discussion regarding citywide workforce housing and inclusionary housing .
and how two items are currently traveling separately
e. Discussion regarding the history of the FAR increase in Ocean Terrace via
referendum had an accompanying ordinance that dictated the parameters.
f. Committee members discussed the purpose of the committee having been
re- formed to support historic preservation and the collaboration to support
preservation; however, Kirk Paskal feels that he cannot support the motion
due to a lack of trust by the community for the City and initiatives from
decisions previously made that went against the will of the community
g. Motion by Daniel Veitia (5:38 p.m.): to ask the City Commission to create a
companion ordinance to travel with the Town Center FAR ballot question.
The ordinance should include an aspect of historic preservation by creating a
fund with the purchase of FAR in Town Center. The ordinance should include
into consideration the Shulman studies with regards to the distribution of
massing for the increased FAR.

destination for the community; a later closing will most likely attract more
people due to the cooler weather.
b. Discussion regarding the temporary closure not providing a solution for
parking while a permanent closure would; the Parking Department has
figured out a way to relocate the handicap parking spot and are looking into
where to relocate the remaining 8 spaces — could be 4 spaces as two parking
spaces could fit on both ends of the street; discussion regarding the Building
Department's vehicles being relocated at night from their current parking
although this is a preliminary option;
c. The Transportation Department will be issuing an LTC for the postponement
d. Questions regarding whether or not the Chase Bank parking and an
additional parking structure had been explored; City staff will research and
provide an update
e. Discussion regarding rumors that the Farmer's Market would relocate to
Ocean Terrace; this will only occur temporarily for the upcoming Fit Fest; the
Farmer's Market participants are aware of the pilot closure and are
welcoming it.
D. 72nd Street Parking Lot

a. The project has gone through the Commission and its committees and will
now go on to Design Review Board; the Yard is expected to open in March
2018 with grants awarded and 200 new jobs; it will make the RM -1 district
more walkable; the Knight Foundation recently granted Wynwood Yard funds
for expansion
III. Log Cabin (Discussed at 7/26 Commission)
6:00 p.m. — Kathie Brooks, Assistant City Manager
a. The Commission adopted the Finance and Citywide Projects Committee's
recommendation to pursue various tracks simultaneously; these include
asking the Miami Design Preservation League to further explore the historical
significance of the log and its potential for preservation, working with the
City's grants administration in search of potential eligible grants, in the
interim looking at both the possible relocation to North Shore Open Space
Park as there is currently funding allocated to the park and the possibility of
preserving certain elements of the cabin that are still in good condition to
restore at a later date; the item will go back to the FCWPC in September
b. Discussion regarding the historical significance of the cabin; discussion
regarding whether or not termite damage to the cabin has been thoroughly
discussed
IV. Christmas Tree Sales (Discussed at 7/26 Commission)

a. Commissioner Rosen Gonzalez introduced an item to suggest that the City
consider concessionaires to sell Christmas Trees in North Beach; Staff is
looking first at NGOs as it is not the will of the Commission to make a profit
but simply to provide a service; they are actively looking and will take the
item when further researched back to the Commission;
b. Committee members agreed that this was a great idea; however, they would
like Staff to discuss with Miami Beach Senior High and the Police

Department if selling Christmas trees is a fundraiser for them, and if so to
see if they would like to setup in North Beach in order to ensure their
fundraiser is still successful.
F. Entrance signs and pedestrian bridges
I. Update on the Shulman Design
6:07 p.m. — Vania Pedraja- Castro, Administration Liaison
a. City staff has met with Property Management and one of the City engineers
on rotation to present them the Shulman designs for 81St Street and are
sending out an engineer to confirm the stability of the bridge; the hope is to
implement the new design for that pedestrian bridge; discussion reminding
the inclusion of the entrance feature and 71st street feature from Normandy
circle to the beach connectivity; the City has dropped off designs with FDOT
for review and are evaluating the next steps to be taken; there are no
anticipated design changes;
b. The Committee has not seen rich designs in over a year and requests a copy
from Staff
G. North shore open space park and altos del mar park
I. Renaming North Shore Open Space Park

a. Commissioner Aleman has requested the committee take a vote on two

i. North Shore Oceanside Park

b. Discussion regarding the identity crisis for North Beach and the City moving
forward with "North Beach "; there is no reason to have two big parks named
"North Shore"
c. Discussion regarding the appetite to provide a general consensus of the
entire area being referred to as "North Beach" versus "North Shore" with
specific exceptions
d. Commissioner Malakoff explained that South Beach was once called South
Shore and North each North Shore; over the years South Beach has
become a destination; it makes sense to use "North Beach" for a very
different identity to South Beach while keeping consistency and not going
back to an outdated name; concerns discussed regarding the confusion with
"North Miami Beach" among others

organization in. North Beach that is open daily
• Initially projected 500 events per year; in 2016, they held 1,049 events and 936 in
2015; 10,000 visitors were initially projected; in 2015, the theater received 19,000
and 21,300 in 2016
• The theater considers itself a shepherd of community needs and invites the
community to voice its concerns as the future of the theater is discussed
• Would like to start classic film for seniors and looking to the City for support
• Will come back for an update at the end of the year and invites the Committee to
host one of its meetings on location
• 0 Cinema operates only 48% of the building as the rest is operated by the City
• They have memberships with discounted tickets for $50 /year
• Discussion regarding using the space to host a theater camp although the
turnaround between a camp to showing movies is challenging
• In September, the Commission will have a referral to a committee to discuss the
RFP which had been delayed until after the Master Plan
• Discussion regarding the demographics for the area and how it compares to
Wynwood (moviegoers are under 40 and used to receive many individuals from
North Beach) and Miami Shores (with moviegoers over 60); Miami Beach draws in
people from surrounding areas and the demographics are skewed depending on

North Beach has been a hot topic since 2008; the steering committee was established
with a particular and subjective view for a balanced objective for revitalizing north beach;
he does not feel that the committee should be micromanaging every single detail and that
it should allow City staff and the Commission to do their jobs; let the process move
forward; concerned about the dissenting opinion

• Wanted to make sure that the Committee to explore if the log cabin is moved, will it lose
eligibility for state and federal funding and if chances of other funding will be greatly

The purpose of this Letter to the Commission (LTC) is to inform the Commission of a
motion passed by the Mayor's North Beach Committee at their August 3, 2017 meeting.

Associates studies with regards to the distribution of massing for the increased
