WBBRBAS" the City. commission of the City of Miami Beach, Florida has determined that the citizens of Miami Beach would be better served by abolishing the thirty-five (35) member City Council Safety C01D1Dittee and creating a twenty-one (21) member Miami Beach Safety Committee to advise the city cOlllllission and Administration with respect to safety in the City of Miami Beach. 50., TBBRBI'ORl, b. it resolved by the City CommissioD of the City of Xiaai B.aob, J'lorida, that. 1. Resolution No. 13155 which created the City council Safety Committee, is hereby repealed and said Committee abolished. 2. The Miami Beach safety Committee is hereby created. The C01D1Dit.tee shall consist of twenty-one (21) members, with the Mayor and City Commissioners each making three (3) appointments. 3. The members of the Committee shall be permanent residents of, or have their principal place of business in the City of Miami Beach and have knowledge of and interest in the safety of the citizens of the City of Miami Beach. 4. Initial appointments shall be made for a seven (7) month period commencing in early September, 1993 and expiring on April 1 , 1994. Thereafter all appointments shall be made for a one (1) year term commencing April 1st and expiring March 31st. Appointments to fill any vacancy on the Committee shall be for the remainder of the unexpired term of office. A member may be removed without cause at any time at the sole discretion of the City commission by a majority vote of the entire membership of the City Commission. When any member of the Committee fails to attend three (3) regularly scheduled meetings during his/her term of office, without due cause, the Chairman shall certify the same to the City Clerk. Such member shall then be deemed to have been removed and a vacancy created. 5. On an annual basis, the members of the Committee shall elect a - Chairaan and such other officers as aay be deemed necessary or desirable, who shall serve at the will of the Committee. Eleven (11) mellbers of the Committee shall constitute a quorUlll. A majority vote of the quorum of the Committee shall be necessary to take any action. Mellbers shall serve without compensation. The Chairman may call meetings of the Committee, and meetings may be called by written notice signed by five (5) mellbers of the - Committee. Additionally, the Committee may, at any meeting, call a meeting for a future date. All meetings shall be public. 6. The Miami Beach Safety Committee shall have the following duties, functions, powers and responsibilities: a) To serve in an advisory capacity to the City commission and the City Administration of the City of Miami Beach, Florida, with respect to matters pertaining to safety in the City of Miami Beach. b) To formulate and recommend plans and programs for coordination of the activities of governmental and nongovernmental entities pertaining to safety in the City of Miami Beach. c) It is the express purpose of this Board to serve as a vehicle for responsible persons to utilize and consult with, in attempting to understand and resolve concerns regarding safety issues in the City of Miami Beach, and to make recommendations to the city Commission and City Administration regarding such matters. I d) To perform such other duties as may from time to time be assigned to it by resolution of the City Commission. day rr September , 1993.
