96-22239 RESO RESOLUTION NO. 96-22239 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OIl? THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY TO APPLY FOR, RECEIVE, AND EXPEND EMERGENCY MEDICAL SERVICES GRANT A WARD FUNDS TO IMPROVE AND/OR EXPAND PRE-HOSPITAL EMERGENCY MEDICAL SERVICES, AND AUmORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LETTER OF UNDERSTANDING AND ANY ANn ALL NECESSARY APPLICATIONS AND DOCUMENTS. WHEREAS, the Department of Health and Rehabilitative Services (HRS), Office of Emer ~ency Medical Services (EMS), is authorized by Chapter 401, Florida Statutes, to distribute funds from the 1 S ,:}6/97 Florida Emergency Medical Services Grant Program for Counties; and WHEREAS, a portion of those funds has been allocated to Dade County; and WHEREAS, the City of Miami Beach may apply for, receive and expend the estimated $5\5~6, as its proportionate share of the Dade County allocation, through the "EMS Award to Counties Let ter of Understanding" (Exhibit A); and WHEREAS, the funds received by the City will be used to improve and/or expand pre.h( spital emergency medical services for all Miami Beach residents in conformance with the Emergency M~dical Services Grant Awards guideline: NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND! li:ITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami He~ ch be authorized to apply for, receive and expend the estimated $55,586 in grant funds, and that the Mayor an, I City Clerk be authorized to execute the attached "Letter of Understanding" and any and all necessary apt:lic ttions and documents. Commissioners. INFORMA nON: The Florida Department of Health and Rehabilitative Services, Office of Emergency Medical Servi:;e: is authorized by Chapter 401, Part 2, Florida Statutes to distribute County Grant Funds to eligibl~ County Governments for projects that will improve and/or expand their pre-hospital EmergellC) Medical Services (EMS). Counties are allocated funds by the State of Florida annually; the count: es in turn, allocate funds to municipalities under their jurisdiction. This allocation is based upon the tota number of EMS calls and Rescue units for each municipality during the Grant period. Ongoing cc stl for EMS remain the responsibility of the Counties, EMS agencies, and other organizations. On1Ylth~ county can request these allocations from the State H.R.S. Dade County has allocated to the City of Miami Beach Fire Department an estimated $55,586. Th~s~ funds will cover such operational costs as: Paramedic Certification, Training Conferences, TrainnB Seminars, EMS equipment, communication equipment, extrication equipment and hand h,~ld Computers for EMS Incident Reporting. When these funds are received, they will be entered into the EMS Grant Fund Account #193.8000.334392, as established by the Office of Management and Budget. FUNDING: The State of Florida County Grant Funds are derived from surcharges on various traffic violations.
