2002-24916 Reso RESOLUTION NO. 2002-24916 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 517THS VOTE, THE FORMAL COMPETITIVE BIDDING REQUIREMENTS FOR THE PURCHASE OF THE LAERDAL SIMMAN FULL BODY UNIVERSAL PATIENT SIMULATOR, AND THE LAERDAL SIMMAN AIRWAY SIMULATOR FROM THE SOLE SOURCE MANUFACTURER LAERDAL MEDICAL CORPORATION IN THE TOTAL AMOUNT OF $50,288. WHEREAS, the Laerdal simulators are computer generated, and allow for an objective evaluation of the assessment and performance skills of our paramedics in routine and difficult case presentations; and WHEREAS, the simulator will allow for an objective assessment of strengths and weaknesses of Fire Department personnel; and WHEREAS, the simulator will also allow the City to effectively train and assess competency when weaknesses are identified; and WHEREAS, the patient-driven simulators offer hundreds and potentially thousands of simulations, with the capability of programming our own presentations; and WHEREAS, Laerdal is the sole provider of the AirMan and SimMan simulators; and WHEREAS, the following are reasons why the Laerdal simulators are being recommended for purchase: 1. They are portable; 2. There is a good support system available to help with programming, training, and troubleshooting problems with this system; 3. Simple to operate; 4. Trainers at the University of Miami and other users are satisfied with and highly recommend this system; 5. There is no other similar system that is user friendly, portable, and relatively inexpensive for this level of technology; 6. These simulators allows for an objective means of identifying weaknesses, as well as an objective way of documenting that these weaknesses have or have not been remedied; and 7. Can effectively evaluate 180 paramedics with realistic cases and with limited staff available; and WHEREAS, the Administration would herein recommend that the Mayor and City Commission waive. by 5/7ths vote, the competitive biddings requirements finding such waiver to be in the best interest of the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, waives by 5/7ths vote, the competitive bidding requirements, for the purchase of the Laerdal Simman Full Body Universal Patient Simulator, and the Laerdal Simman Airway Simulator from the sole source manufacturer Laerdal Medical Corporation in the total amount of $50,288.
