93-20875 ResoRESOLUTTON NO. 93-20875 RESOLUTION OF THE MAYOR AND CITY COMI~ZBBION OF THE CZTY OF MZAMZ BEACH, FLORIDA, CREATING TRANSPORTATION AND PARKINH COMMITTEE; PRESCRIBXNHTHEMEMBERSHIP, THE QUALIFXCATXONS OF THE MEMBEI~, THE TERM~ OF OFFICE, THE ORHANIZATION OF THE COI~ITTEE, AND ITS DUTIES, WHEREAS, the Mayor and City Commission of the City of Miami Beach, Florida has determined that a Transportation and Parking Committee is needed to serve the interests of the City· NOW, THEREFORE, be it resolved by the Mayor and City Commission of the City of Mimmi Beach, Florida, that: The Transportation and Parking Committee is hereby created. The Committee shall consist of fifteen (15) members. The Mayor and City Commissioners shall each make two (2) appointments, and the remaining member shall be the Chairperson of the Miami Beach Chamber of Commerce's Transportation and Parking Committee. The members of the Committee shall be permanent residents of or have their principal place of business in the City of Miami Beach and have knowledge of and interest in transportation and/or parking and their impact on the City of Miami Beach. Initial appointments shall be made for a seven (7) month period commencing in early September, 1993 and expiring April 1, 1994. Thereafter, all appointments shall be made for a one (1) year term commencing April 1st and expiring March 31st. Appointments to fill any vacancy on the Committee shall be for the remainder of the unexpired term of office. A member may be removed without cause at any time at the sole discretion of the city Commission by a majority vote of the entire membership of the city Commission. When any member of the Committee fails to attend three (3) regularly scheduled meetings during his/her term of office, without due cause, the Chairman shall certify the same to the City Clerk. Such member shall then be deemed to have been removed and a vacancy created. On an annual basis, the members of the Committee shall elect a chai£man and such other officers as may be deemed necessary or desirable, who shall serve at the will of the Committee. Se Eight (8) members of the Committee shall constitute a quorum. A majority vote of a quorum of the Committee shall be necessary in order to take any action. Members shall serve without compensation. Committee meetings may be called by the Chairman or by written notice signed by five (5) members of the Committee. Additionally, the Committee, at any meeting, may call a meeting to be held on a future date. All meetings shall be public. The Transportation and Parking Committee shall have the following duties, functions, powers and responsibilities: a) b) c) d) &TTEHT~ To serve in an advisory capacity to the City Commission and the City Administration of the City of Miami Beach, Florida with respect to matters pertaining to transportation and parking and their impact on the community of the City of Miami Beach. To formulate and recommend plans and programs for coordination of the activities of governmental and nongovernmental entities pertaining to transportation and parking and their impact on the City of Miami Beach. It is the express purpose of this Board t° serve as a vehicle for responsible persons to utilize and consult with, in attempting to understand and resolve the concerns of the residents of the city of Miami Beach with regard to transportation and parking issues, and to make recommendations to the City Commission and city Administration regarding such matters. BACKGROUND Commissioner Neisen Kasdin has suggested the abolition of the existing City Council Safety Committee, with 35 members, to be replaced by a pair of new committees: a 21-member Safety Committee and a 15-member Transportation and Parking Committee. The ~atter was discussed at the July 6, 1993 Rules and Special Events Committee, where it was Pointed out that the existing committee, which was formed in 1970, frequently has experienced attendance problems resulting in a lack of a quorum. It was recommended that two committees be formed to consider the separate functions of safety and transportation.
