A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7THS VOTE, THE FORMAL
COMPETITIVE BIDDING REQUIREMENTS FOR THE PURCHASE OF
ONE (1) 2003 JEEP WRANGLER RIGHT HAND DRIVE VEHICLE FROM
LEISURE EQUIPMENT, INC., IN THE AMOUNT OF $25,800.
WHEREAS, Leisure Equipment is the sole provider for retrofitting Jeep Wranglers
with right hand drive; and
WHEREAS, the $25,800 cost of this vehicle will be paid from the Fleet Management
Replacement Fund Account Number 510-1780-000673, and the Risk Management
Replacement Fund Account Number 540-1792-000379; and
WHEREAS, the Administration would herein recommend that the Mayor and City
Commission waive, by 5/7ths vote, the competitive biddings requirements, and authorize .
the purchase of a Jeep Wrangler right hand drive vehicle, in the amount of $25,800.00,
finding such waiver to be in the best interest of the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, waives by 5/7ths vote, the
competitive bidding requirements, finding such waiver to be in the best interest of the City,
and authorizes the purchase of one (1) 2003 Jeep Wrangler right hand drive vehicle from
Leisure Equipment, Inc., in the amount of $25,800.

The Leisure Equipment, Inc. is a sole source vendor who retrofits Jeep Wrangler to right
hand drive. These types of vehicles are typically used by the U.S. Postal Service's
independent contractors.
This vehicle will replace Cushman parking enforcement vehicle No. 1404 which was
involved in an accident and totaled. The Cushman parking enforcement vehicle is no
longer being manufactured by CushmanlTextron. The right hand drive Jeep Wrangler is a
vehicle which has been identified as a possible replacement for future Cushman's.
Because it is right hand drive, the operator of the vehicle can safely exit the vehicle without
stepping into traffic.
The Administration recommends that the City Commission adopt the attached resolution,
which waives the competitive bidding requirements for the purchase of the Jeep Wrangler
with right hand drive in the amount of $25,800.
