A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE,
TO SUBMIT AN APPLICATION TO THE FLORIDA
DEPARTMENT OF COMMUNITY AFFAIRS FOR A GRANT
FROM THE FLORIDA COMMUNITIES TRUST TO DEFRAY
THE COST OF ACQUIRING THE MIRABELLA PROPERTY;
AND AUTHORIZING THE ACCEPTANCE OF THE GRANT,
IF AWARDED.
WHEREAS, the Florida Legislature has developed the Florida Communities Trust to assist
municipalities in Florida to acquire land for conservation areas, city parks and greenways or lands
that border rivers and oceans; and
WHEREAS, the City of Miami Beach is seeking funds to acquire the Mirabella Property
for the expansion of the City's parks and open spaces; and
WHEREAS, the City may establish special assessment districts or use road impact fees, in
accordance with existing legislation, to fund the additional acquisition costs of the Mirabella
Property.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, authorize the City Manager, or his designee, to
submit an application to the Florida Department of Community Affairs for a grant from the Florida
Communities Trust to defray the cost of acquiring the Mirabella Property; and authorize the
acceptance of the grant, if awarded.

MIRABELLA PROPERTY; AND AUTHORIZING THE ACCEPTANCE OF
THE GRANTS, IF AWARDED.
ADMINISTRATION RECOMMENDATION:.
Adopt the Resolution.
BACKGROUND:
The State of Florida appropriates funds each year to the Florida Communities Trust to provide
communities the opportunity to acquire land for conservation areas, city parks and greenways or
lands that border rivers and oceans. For Fiscal Year 1999-2000 an allocation of $22,000,000 of
Preservation 2000 funds has been made to the Florida Communities Trust. A municipality may
submit more than one application. However, no city or county government may receive more than
an aggregate of $2,200,000 total funding. Applications for funding must be received by the Office
of the Florida Communities Trust by 5:00 P.M., Wednesday, June 2, 1999.
If at any time during the review of the application by the Florida Communities Trust, the City
decides to withdraw an application from further consideration, a formal request may be made to the
State and the application will no longer be considered.
ANALYSIS
With the adoption of this resolution, the City Commission and Mayor are authorizing the City
Manager, or his designee, to submit two applications to the Florida Communities Trust for funds

to defray the cost of purchasing the Alaska Parcel and the Mirabella Property. If the City scores high
enough in the ranking of applications to be awarded one or more grants, the City Commission may
explore the funding sources to provide funds to match the grant funds for the purchase. In the case
of the Alaska Parcel, the City would explore the establishment of a special assessment district that
could serve as a potential match to the grant. If the local citizens do not want a special assessment
district established, and no other funds for acquisition have been identified, the City may refuse the
grant and the allocated funds would go to the next applicant on the funding list. In the case of the
Mirabella Property, the City would explore accessing Road Impact Fee dollars that could be utilized
for the right-of-way acquisition and alignment of Collins Avenue to complement the recreational
open space.
Should more than one grant application score sufficient points for funding, the City will be required
to divide the funds among the two applications, or use the entire grant amount for the acquisition of
one parcel.
CONCLUSION:
The Administration recommends approval of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, authorizing the City Manager, or his designee, to
submit two applications to the Florida Department of Community Affairs for a grant from the Florida
Communities Trust to defray the costs of acquiring: 1) the Alaska Parcel and 2) the Mirabella
Property; and authorizing the acceptance of the grant, if awarded.

Mayor Kasdin stated that the Administration needs to do a further analysis of the Mirabella site,
including the other 2 or 3 parcels on the site, from 60th to 63rd Streets addressing: 1) the need for a
park/open space in the area; 2) ways to alleviate traffic congestion in the area which could be
incorporated into the transportation plan.
Motion made by Commissioner Liebman to adopt the resolution as submitted by the Administration;
seconded by Mayor Kasdin; voice vote: 3 in favor (Mayor Kasdin and Commissioners Cruz and
Liebman); 4 opposed: (Vice -Mayor Gottlieb and Commissioners Dermer, Shapiro and Smith); motion
failed.
Resolution No. 99-23177 adopted as amended: deleting the Alaska Parcel and approving the
Mirabella site. Motion made by Commissioner Shapiro; seconded by Vice -Mayor Gottlieb; voice vote:
6-1; opposed: Commissioner Liebman.
Vice -Mayor Gottlieb directed Administration to develop a total plan for the area and a specific plan for
the Mirabella site with the assistance of a consultant, if needed.
