RESOLUTION NO. 2002-24957
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, OPPOSING THE INCREASE OF 0.253
MILLS IN THE PROPOSED MIAMI-DADE COUNTY
COUNTYWIDE OPERATING MILLAGE.
WHEREAS, Miami-Dade County ("County") has proposed a 0.253 mill
increase in the countywide operating property tax rate; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach, have
made significant efforts to streamline operations, increase efficiency, and reduce
citywide costs; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach, have
reduced the City's general operating millage in each of the two previous years in the
total amount of 0.20 mills; and
WHEREAS, the increase of the proposed Miami-Dade County countywide
millage will negate the efforts of the City to reduce the tax burden on the property
owners of Miami Beach; and
WHEREAS, while the County is also proposing a reduction in the millage rate
for fire rescue service fees, such fees are only paid by property owners in
unincorporated areas of the County and not by property owners in incorporated
municipalities that do provide their own fire services; and
WHEREAS, the City will not be a beneficiary of the savings of the proposed
reduction in the Miami-Dade County fire rescue service district millage because the
City provides and funds it's own fire services.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, LORIDA, that the Mayor and City
Commission hereby oppose the increase of 0.25 ills in the proposed Miami-Dade
County countywide operating millage.

Honorable Mayor Alex Penelas:
Attached for your attention is a copy of Resolution 2002-24957 adopted by the City of Miami Beach
Commission at its meeting of September 11, 2002 opposing the proposed countywide increase of
0.253 mills in the FY2002/03 budget.
The City of Miami Beach strongly opposes the County's proposed millage increase. The City of Miami
Beach has made significant efforts to streamline operations, increase efficiency and reduce citywide
costs, and as a result has been able to reduce the City's general operating millage in each of the two
previous years for a total of 0,20 mills. The County's proposed countywide millage increase will negate
the City of Miami Beach's efforts to reduce the tax burden to its property owners.
Additionally, because the City of Miami Beach enjoys the services of its own Fire Department, Miami
Beach property owners will not benefit from the proposed savings by a reduction in the Miami-Dade
County fire rescue service district millage, and as a result, there is no offset to the increase of the
countywide tax increase.
I urge the Miami-Dade County Commission not to increase the millage and ask those Cities which also
enjoy the services of their own Fire Departments, Miami, Hialeah, Coral Gables, and Key Biscayne, to
join the City of Miami Beach in opposing the countywide millage increase.
