RESOLUTION NO. 2002-24958
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, RETROACTIVELY AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT GRANT
APPLICATIONS FOR THE FOLLOWING FUNDS: 1)
FLORIDA DEPARTMENT OF STATE, CHALLENGE
GRANT PROGRAM FUNDS; AND, 2) MIAMI BEACH
VISITOR AND CONVENTION AUTHORITY TOURISM
ADVANCEMENT PROGRAM FUNDS; WHILE
LEVERAGING PREVIOUSLY APPROPRIATED CITY
FUNDS AS NEEDED; FURTHER APPROPRIATING THE
GRANTS IF APPROVED AND ACCEPTED BY THE CITY
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE ALL NECESSARY DOCUMENTS RELATED TO
THESE APPLICATIONS.
Whereas, the Miami Beach Visitor and Convention Authority's (VCA) mission is to
support, maintain and develop quality programs which generate, satisfy and enhance
the year-round tourist attractiveness of Miami Beach, with the goal of encouraging,
developing and promoting the image of Miami Beach locally, nationally and
internationally as a vibrant community and superb tourist destination; and,
Whereas, the Miami Beach Thanksgiving Day Parade will take place on Thursday,
November 6, 2002, along Ocean Drive on South Beach and will be taped and aired as a
significant portion of the nationally telecast "CBS All-American Thanksgiving Day
Parade" on Thursday November 28; and,
Whereas, the 2002 nationally televised "CBS All-American Thanksgiving Day
Parade" will take place in its traditional home of New York City and this year, the City of
Miami Beach is proud to be the sole designated partner; and,
Whereas, the City has requested funds from the VCA to partially pay for the cost of
one (1) float and the grant does not require matching funds; and,
Whereas, the Florida Department of State's Challenge Grant Program provides
funds to organizations to launch cultural projects that are unique and innovative; and,
Whereas, the City has applied to this program for funds to be used for the
Arts Beach 2nd Thursdays Program, which has now been successfully operating since
2000 ; and,
Whereas, the program requires $1:$1 matching funds and the City has matching
funds available in the form of GMVCB Interest Income and Resort Tax Funds; and,
Whereas, due to the August recess both grants were submitted for funding and
retroactive approval is now requested from the City Commission; and,
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby authorize the City Manager or
his designee to submit applications for grant funds to the following funding agencies: 1)
Florida Department Of State, Challenge Grant Program; and, 2) Miami Beach Visitor
And Convention Authority, Tourism Advancement Program; while leveraging previously
appropriated City funds as needed; further appropriating the grants if approved and
accepted by the City, and authorizing the Mayor And City Clerk to execute all necessary
documents related to these applications.

The City Has Submitted The ArtsBeach 2nd Thursdays Program For The Challenge Grant, To Be Matched
With Greater Miami Visitors And Convention Bureau Funds Interest Income And Resort Tax Funds.
Additionally, The City Has Submitted The Miami Beach Thanksgiving Day Parade For The VCA Grant. The
Parade Will Take Place On Thursday, November 6, 2002, Along Ocean Drive On South Beach And Will Be
Taped And Aired As A Significant Portion OfThe Nationally Telecast "CBS All-American Thanksgiving Day
Parade". No Matching Funds Are Required For This Grant.
Due to the August Recess, Both Grants Were Submitted Prior To This Commission Meeting. The

ANALYSIS
1. Retroactive approval to submit a qrant application in the amount of $50,000 to the
State of Florida, Challenqe Grant Proqram FY 2003/2004 for the ArtsBeach 2nd
Thursdavs Proqram to be matched with Cultural Arts Council Funds.
The Florida Department of State's Challenge Grant Program provides funds to
organizations to launch cultural projects that are unique and innovative. The Florida Arts
Council oversees this program. Its mission is to "make more art available to more people"
in Florida. The City has applied to this program for funds to be used for the Arts Beach 2nd
Thursdays Program, which has now been successfully operating since 2000. The City
has matching funds available in the form of Cultural Arts Council Funds.
The deadline for this grant was September 3, 2002, due to the August recess the grant
was submitted and retroactive approval is now requested from the City Commission.

Miami Beach Visitors and Convention Authoritv (VCA) , Tourism Advancement
Proqram for FY 2002/2003.
The Miami Beach Visitor and Convention Authority's (VCA) mission is to support, maintain
and develop quality programs which generate, satisfy and enhance the year-round tourist
attractiveness of Miami Beach. The VCA is a seven member authority, appointed by the
City of Miami Beach Commission, with the goal of encouraging, developing and promoting
the image of Miami Beach locally, nationally and internationally as a vibrant community and
superb tourist destination. To this end, the VCA strategically focuses its funding
investments in a balanced manner, fostering outstanding existing programs, stimulating
new activities, and encouraging partnerships.
The Miami Beach Thanksgiving Day Parade will take place on Thursday, November 6,
2002, along Ocean Drive on South Beach. The event will be taped and aired as a
significant portion of the nationally telecast "CBS All-American Thanksgiving Day Parade"
on Thursday November 28. The telecast is scheduled as a Full Network 3-hour TV Special
that includes coverage of the traditional world famous Macy's Thanksgiving Day Parade
and the CBS NFL update.
The 2002 nationally televised CBS All-American Thanksgiving Day Parade will take place
in its traditional home of New York City and this year, the City of Miami Beach is proud to
be the sole designated partner. The Miami Beach parade will include dramatic floats with
various themes reflecting the many colors that make up Miami Beach and the Miami-Dade
metropolitan area, the floats will be complemented by performing groups and bands.
The City has requested funds to partially pay for the cost of one (1) float. The deadline for
this grant was August 26, 2002, due to the August recess the grant was submitted and
retroactive approval is now requested from the City Commission.
In conclusion, the Administration recommends approval of this Resolution authorizing the
City Manager or his designee to submit an application for grant funds to the following
funding agencies: 1) Florida Department Of State, Challenge Grant Program; and, 2) Miami
Beach Visitor And Convention Authority, Tourism Advancement Program; while leveraging
previously appropriated City funds as needed; further appropriating the grants if approved
and accepted by the City, and authorizing the Mayor And City Clerk to execute all
necessary documents related to these applications.
