A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF FIFTY (50) BANNERS FOR
THE NASCAR CHAMPIONSHIP WEEKEND, TO BE HELD
NOVEMBER 14-17, 2002, AT THE HOMESTEAD MIAMI
SPEEDWAY, AS REQUESTED BY THE APPLICANT AT THE
FOLLOWING LOCATIONS: TEN (10) LIGHT POLES ON
WASHINGTON AVENUE, FROM LINCOLN ROAD TO 5TH
STREET; FIVE (5) LIGHT POLES ON 17TH STREET, FROM
COLLINS AVENUE TO ALTON ROAD; TEN (10) LIGHT POLES
ON THE MACARTHUR CAUSEWAY, FROM THE COAST GUARD
STATION TO ALTON ROAD; SIX (6) LIGHT POLES ON 5TH
STREET, FROM ALTON ROAD TO OCEAN DRIVE, NINE (9)
LIGHT POLES ON COLLINS AVENUE, FROM 5TH STREET TO
18TH STREET; AND TEN (10) LIGHT POLES ON ALTON ROAD,
FROM 5TH STREET TO 17TH STREET; SAID BANNERS TO BE
AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY,
MEASURING 3 FEET X 7 FEET, AND HAVING COPY AND
DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; TO BE
INSTALLED AND REMOVED IN ACCORDANCE WITH ALL
OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN NOVEMBER 1,
2002, AND REMOVED BY NOVEMBER 19, 2002.
WHEREAS, The Nascar Championship Weekend (Applicant) will be held on
November 14 - 17, 2002, at the Homestead Miami Speedway in Homestead, Florida;
and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested permission to install light pole banners
in the City, measuring 3 feet by 7 feet; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than November 1, 2002,
and removed by November 19, 2002; and
WHEREAS, the Applicant has requested approval and authorization for the
placement of a total of fifty (50) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the banners by November 19, 2002, and will ensure that any damage to light poles
will be repaired at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners for special events held
outside the City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of fifty (50) banners for the
Nascar Championship Weekend, to be held November 14-17, 2002, at the Homestead
Miami Speedway, as requested by the applicant at the following locations: ten (10) light
poles on Washington Avenue, from Lincoln Road to 5th Street; five (5) light poles on
17th Street, from Collins Avenue to Alton Road; ten (10) light poles on the Macarthur
Causeway, from the Coast Guard Station to Alton Road; six (6) light poles on 5th Street,
from Alton Road to Ocean Drive, nine (9) light poles on Collins Avenue, from 5th Street
to 18th Street; and ten (10) light poles on Alton Road, from 5th Street to 17th Street;
said banners to be affixed to light poles in the public right-of-way, measuring 3 feet x 7
feet, and having copy and design as shown on the attached drawings; to be installed
and removed in accordance with all other applicable City requirements; the
administration further recommends that these banners be installed no earlier than
November 1,2002, and removed by November 19, 2002.

Pursuant to Section 82-411 - Light Pole Banners: The following information
is provided for the Light Pole Banners for Nascar Championship Weekend
November 12-17, 2002.
The Nascar Championship Weekend light pole banners are a set with different race
images on each side. Each banner is 3' in width and 7' in length double faced and are
made of vinyl. The banners are screen-printed with a four-color process. The banner
design consists of the event name and logos, event date, informational number, racecar
drivers and their cars, and the Homestead Motorspeedway Logo.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the
installation of temporary banners which reads, in part:
1. The right to install, as well as the number, location and method of installation of
banners shall be subject to the design review process and approved by the City
Manager, or his/her designee for special events taking place in the City of Miami
Beach, and by the City Commission for special events held outside of the City of Miami
Beach.

a) In considering whether to approve light pole banners for events held outside of
the City of Miami Beach, the City Commission may, among other factors,
consider whether the municipality or other governmental entity hosting that
special event would reciprocate such action within its own jurisdiction for
special events taking place in the City of Miami Beach.
2. Banners shall not exceed three feet in width by seven feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the
design review process.
3. Banners announcing special events either to be held in city or to be associated in some
manner with the city, as determined by the city commission, may be erected up to 30
days prior to the event being announced and must be removed within seven days after
such event.
4. A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the
city may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote the Nascar Championship Weekend, to be
held at the Homestead Miami Speedway. This event will bring both tourists and racing
enthusiasts together for a weekend of recreation in Homestead, and to Miami Beach.
If approval is granted, the proposed temporary banners are recommended to be installed
no earlier than November 1, 2002 and removed no later than November 19, 2002 by the
banner company.
The City Commission should approve the installation of the subject light pole banners for
the Nascar Championship Weekend, to be held at the Homestead Miami Speedway in
Homestead, F.L, on November 14 to November 17, 2002.
