A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AWARDING A CONTRACT TO THE FIRM OF
LANGUAGE SPEAK INC., THE LOWEST AND BEST BIDDER PURSUANT TO
INVITATION TO BID NO. 42-01/02, IN THE ESTIMATED YEARLY AMOUNT OF
$23,000.00 FOR SIMULTANEOUS SPANISH INTERPRETERS.
WHEREAS, as a way to improve communication between the City and its
community, at the February 20 City Commission Meeting, an item was referred to the
Community Affairs Committee to discuss broadcasting simultaneously, on Cable Channel
20, Board and Commission Meetings in both English and Spanish; and
WHEREAS, a motion was made at the April 2, 2002 Community Affairs Committee
meeting for the City to proceed with the issuance of an Invitation to Bid to provide English
to Spanish language interpretation for City Commission meetings, City Committee
workshops and budget hearings; and
WHEREAS, certified interpreters would strategically be located in the City
Commission Chamber with specialized equipment and interpret simultaneously
Commission Meetings, Commission Workshops and Budget Hearings; and
WHEREAS, headsets would be provided to Spanish speaking audience members
with an output device to which will be put the translation on TV via Simultaneous Audio
Playback (SAP);
WHEREAS, Invitation to Bid (ITB) No. 42-01/02 was issued on June 19,2002, with
a deadline for the receipt of proposals of July 10, 2002;
WHEREAS, three-hundred-seventy-nine (379) notices were issued by DemandStar
by Onvia with eight (8) vendors downloading the ITB;
WHEREAS, an additional Twenty-three (23) supplemental notices where sent by the
Procurement Division.
WHEREAS, This resulted in the receipt of the following six responsive firms:
(1) Language Speak, Inc.; (2) The Cakov Group; (3) IntemationalLanguageServices; (4)
Language Services; (5) Transperfect Translating; and (6) Master Translating with the
following rates:

WHEREAS, the contract with the firm of Language Speak Inc., would be for a two
year period from time of award by the Mayor and City Commission and may be renewed by
mutual agreement for two additional years.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission award a contract to the firm of Language Speak Inc., the lowest and best
bidder pursuant to Invitation to Bid No. 42-01/02, in the estimated yearly amount of
$23,000.00 for simultaneous Spanish interpreters.

ANALYSIS

Invitation to Bid (IT B) No. 42-01/02 was issued on June 19, 2002, with a deadline for the
receipt of proposals of July 10, 2002. Three-hundred-seventy-nine (379) notices were
issued by DemandStar by Onvia with eight (8) vendors downloading the ITB.
An additional Twenty-three (23) supplemental notices where sent by the Procurement
Division. This resulted in the receipt of the following six responsive bids:
1. Language Speak, Inc.

3. International Language Services
4. Language Services
5. Transperfect Translating
6. Master Translating
Based on the evaluation of bids received, it is recommended that a contract be awarded to
the lowest and best bidder, Language Speak, Inc.
Language Speak, Inc., is a local, woman owned business and the first company from
Florida to be honored at the Women's Business Enterprise Council's Annual Salute to
Women's Business Enterprises, in Washington D.C. Reference check provided from the
following firms were very favorable. All references agree that Language Speak Inc. is a
highly professional, superb and knowledgeable firm.
TERM OF CONTRACT
Two year period from time of award by the Mayor and City Commission and may be
renewed by mutual agreement for two additional years.
