RESOLUTION NO. 93-20730 A RESOLUTION OF THE CITY COHHISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE METROPOLITAN DADE COUNTY DEPARTMENT OF ENVIRONMENTAL RESOURCES MANAGEMENT (DERM) GRANT APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT (FIND) FOR FUNDS TO ASSIST IN THE RESTORATION OF FLAGLER MEMORIAL ISLAND WHEREAS, the City of Miami Beach owns Flagler Memorial Island which would benefit from erosion control measures; and WHEREAS, Metropolitan Dade County DERM is presently applying to FIND for funds to assist Metropolitan Dade County in an erosion control and restoration project of the City-owned spoil island known as Flagler Memorial Island which is located south of the Venetian Causeway; and WHEREAS, the improvements upon the one the passive recreational Miami Beach. implementation of erosion control City-owned spoil island will accommodate use of the spoil island by the City of NOW, THEREFORE, BE IT RESOLVED BY THE CITY COHHISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of Miami Beach hereby expresses its support for the grant application of Metropolitan Dade County which is described above. Section 2. The City Manager is authorized to monitor and coordinate this project with Metropolitan Dade County and the Florida Inland Navigation District. Section 3. The resolution shall immediately from and after adoption thereof. be effective PASSED AND ADOPTED THIS 1993. BACItGROtnm: On December 9, 1992, the Mayor received the 1993-94 grant application package from the Florida Inland Navigation District (FIND) for the matching funding of shoreline projects in Biscayne Bay. The City Administration reviewed the grant application package and discussed applicable projects for funding under this program with the FIND staff. Based on these discussions, it was recommended that Flagler Memorial Island be considered for restoration under this program. On January 26, 1993, the Public Works Department contacted the Dade County Department of Environmental Resources Management (DERM) to inquire if they would be willing to be a co-sponsor of the project and supply the fifty percent (50%) matching funds required under the grant guidelines. DERM'S staff visited Flagler Memorial Island and has agreed to act on the City'S behalf to apply for the FIND grant funds and provide the required matching funds needed for the restoration project. As part of the application package to FIND, a resolution supporting the project is required from the City commission to Dade County DERM. DALYSIS: It is estimated that the hard cost of the restoration of Flagler Memorial Island will be in excess of $150,000.00 By approving the resolution supporting Dade County DERM and allowing them to submit for the funding from FIND, the City saves the fifty percent (50%) match required for the FIND grant. The total cost of permitting, design, contract administration and inspection will be paid by Dade County. DERM staff has also indicated that trash pickup and maintenance will be scheduled in with the other islands that they have previously rehabilitated.
