2002-24988 Reso RESOLUTION NO. 2002-24988 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATIONS OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE IN APROVING THE USE OF MIAMI- METRO VENDING, INC. ON A MONTH- TO-MONTH BASIS NOT TO EXCEED SIX (6) MONTHS TO ALLOW THE ADMINISTRATION TO REVIEW THE EXISTING TERMS AND CONDITIONS, AND POSSIBLE CORPORATE SPONSORSHIP OPPORTUNITIES. WHEREAS, the City's contract, that was awarded pursuant to Resolution No. 97-22478, with Miami-Metro Vending Inc. expires on September 30, 2002; and WHEREAS, a recommendation was made at the July 25, 2002 meeting of the Finance and Citywide Projects Committee to extend the contract with Miami-Metro Vending Inc., on a month to month basis not to exceed six (6) months, to allow the Administration to review the existing terms and conditions of the existing vending machine contract and to review the possibilities of corporate sponsorship opportunities; and WHEREAS, at the September 11, 2002 Commission Meeting, the Mayor and City Commission accepted the July 25, 2002 recommendations of the Finance and Citywide Projects Committee; and WHEREAS, the Administration anticipates that, after thorough review of the proposals submitted by other vending suppliers and Miami-Metro Vending, Inc., that an award recommendation will be presented to the Mayor and City Commission within six months; and WHEREAS, it is therefore the recommendation of the Administration that the Mayor and City Commission approve the continued use of Miami-Metro Vending, Inc. on a month-to- month basis not to exceed six (6) months, until such time that a new contract is awarded. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, adopting a resolution accepting the recommendations of the Finance and Citywide Projects Committee in approving the use of Miami-Metro Vending,. Inc., on a month-to-month basis not to exceed six (6) months to allow the Administration to review the existing terms and conditions, and possible corporate sponsorship opportunities. Item Summary/Recommendation: The current vending machine agreement is to expire this month. Consistent with recommendations from the Parks Blue Ribbon Committee and the Finance and Citywide Projects Committee, the Administration would like to explore other agreement and sponsorship opportunities to capture revenues for the City. ADMINISTRATION RECOMMENDATION Adopt the resolution. AMOUNT AND FUNDING Miami-Metro Vending pays the City approximately $2300 per month in sales commissions. ANAL YSIS With the pending expiration of the City-wide vending contract, which was awarded as a result of a competitive bid process, the current broker, Miami-Metro Vending, Inc. will continue to pay the City a sales guarantee and commission on a month-to-month basis until such time as the City-wide vending contract can be formally re-bid. Miami-Metro Vending, Inc. a registered broker, is paid sales commissions by beverage and vending companies. Miami-Metro Vending, Inc., in turn, pays a portion of the sales commissions to the City for vending machines installed in City facilities. On July 25, 2002 the Finance and Citywide Projects Committee recommended the City renew the current Vending Machine Concession Agreement on a month-to-month basis, not to exceed six months and further instructed the Administration to review possible sponsorship opportunities for vending operations. The Administration has sought proposals from the two major bottling companies located within the area. As the City's Property Management Division just recently received the two proposals, no evaluation of the proposals has been made at this time. The Administration anticipates that after a thorough review of the two proposals and a comparison to the existing contract amounts paid, an award recommendation will be presented to the Mayor and City Commission at a future meeting. It is anticipated an award recommendation will be made within four to six months. It is therefore the recommendation of the Administration that the Mayor and City Commission approve the use of Miami-Metro Vending, Inc. on a month-to-month basis until such time that a new contract is awarded.
