99-23210 RESO RESOLUTION NO. 99-23210 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF FLOYD JORDAN, AS CHIEF OF THE FIRE DEPARTMENT FOR THE CITY OF MIAMI BEACH. WHEREAS, the City Manager has appointed Floyd Jordan as Chief of the Fire Department for the City of Miami Beach; and, WHEREAS, pursuant to Article IV, Section 4.02 (b) of the City of Miami Beach Charter, the City Manager shall appoint directors of City departments with the consent of the City Commission; and, WHEREAS, it is herein requested that the Mayor and the City Commission consent to the appointment of Floyd Jordan as Chief of the Fire Department for the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission consent to the appointment of Floyd Jordan as the Chief of the Fire Department for the City of Miami Beach. Considering that I have not had an annual evaluation during my more than two (2) years of employment in Miami Beach, I am submitting a list of accomplishments which may assist in an evaluation if one is necessary. The list will include performance accomplishments from my date of employment through September 30, 1998. AUGUST 12, 1996 THROUGH SEPTEMBER 30, 1997 1. Coordinated the Fire Departments FY 97/98 budget request. 2. Developed and submitted for review by all personnel the First Draft of a Department- wide Vacation Policy. 3. Developed and submitted to all stations, and the Planning Department, the Fire Department's CIP request for a new Fire Station #2 and #4. 4. Recommended and followed up to a successful conclusion the City providing janitorial services for the Fire Chief, Rescue, Fire Prevention, and Support Services Administrative Offices. 5. Developed Fire Department's request for additional manpower and equipment as a result of the Porto fino Development. 6. Internal Investigation of alleged threat to do violence against an Assistant Fire Chief (F.F. Steve Folden) 7. Coordinated and directed the Fire Department's first Newsletter "MBFD Fire Line." 8. Coordinated the development of the Hazardous Materials Permit and Placarding Ordinance. Developed Commission Memorandum. 9. Coordinated the development of the Annual Fire Inspection Fee Ordinance. Initiated and set up a demonstration of the Argus Thermal Imaging Camera on February 2, 1998 at the Support Services Building. All County Fire Departments were invited. 2. Chaired a LaborlManagement Committee consisting of Division Chief Robert Montgomery and the Union President Dave Noel, which developed the current Fire Department Overtime Policy. The purpose of the policy is to provide a fair and consistent procedure for assigning overtime. 3. Directed and coordinated the Overhaul and updating of the City of Miami Beach Emergency Preparedness Plan. 4. Developed the Executive Summary of the Emergency Preparedness Plan outlining the duties and tasks of the City Manager, Assistant City Managers, and City Commission for a Hurricane Watch, Hurricane Warning and Hurricane Recovery. 5. Developed a summary of tasks and responsibilities for all City Departments and Divisions in the event of a hurricane watch, warning and/or recovery phase. 6. Initiated and recommended that the City of Miami Beach participate in the Local Mitigation Strategy and accept a $30,000 Grant. Developed Commission Memorandum and Resolution. 7. Developed Commission Memorandum and Resolution to accept a Restoration Staging Agreement with Florida Power & Light Company. This agreement was modified at the City Manager Office and is now pending. 8. Initiated an agreement with the City of Miami to use Grapeland Park as a staging location for the City of Miami Beach heavy equipment prior to the arrival of a hurricane. 9. Developed the Fire Departments Capital Improvement Program for the Fire Chief, Rescue, Fire Prevention, and Support Services Administrative offices, Fire Station #2, Fire Station #3, and Fire Station #4. 10. Coordinated the Fire Department FY 97/98 Saving Program. The team approach was used working with the Division Chiefs to create savings from the current fiscal year to purchase equipment which could not be funded next fiscal year. WE were able to purchase more than $60,000 of needed equipment. The lap top computer needed for training is still being held up by the City Manager's office. 11. Developed and completed all Fire Department Budget expenditure reports and year end projections. 12. Developed the Commission Memorandum and Resolution for the City Commission to accept a $300.00 gift. 13. Assumed the duties and responsibilities of Emergency Management Coordinator for the City of Miami Beach. 14. Completed the Final Draft of the Fire Department Vacation Policy. The Team approach was used in developing this policy. WHEREAS. Chief Jordan served the City as Fire Chief and Emergency Management , Coordinator in an outstanding manner for two and a half years, and WHEREAS Chief Jordan provided strong leadership to the Fire/Rescue Department and accomplished many goals such as improving the department's equipment, increasing and improving training opportunities for fire/rescue personnel, and revamped standard I :j I t operating procedures that increased effICiency, and ,/ WHEREAS, Chief Jordan also initiated money-saving measures in the department ! i such as reducing overtime costs, reorganizing the fire/rescue management structure. and I i reducing the costs for EMS services by providing in-house billing for EMS transports. and 'I WHEREAS, Chief Jordan made diversity in the department's hiring practices a top , priority resulting in the hiring and promotion of minorities and women. and WHEREAS. the City is saddened by the resignation of such a professional and devoted department head, but extends sincere good wishes with his new career and thanks · him for his service and dedication to the City of Boynton Beach. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND Beginning with his experience as a Fire Protection Specialist with the United States Air Force, Floyd Jordan's stellar career spans 35 years. During his tenure with the City of Miami Fire Department, Mr. Jordan held a variety of responsible positions, including Fire Lieutenant, Fire Captain, Assistant Director of Training, Division Fire Chief, and Deputy Fire Chief. His expertise in areas such as administration, budgeting, operations, training, labor recruitment, program development, public education, and community service prepared him to assume his post as Fire ChieflDirector for the City of Boynton Beach, Florida. Mr. Jordan brought his wealth of knowledge and leadership abilities to the City of Miami Beach in 1996, where he served as Assistant Fire Chief and Emergency Management Coordinator. As his resume (attached) illustrates in detail, Mr. Jordan's comprehensive background and impressive accomplishments uniquely qualify him for appointment as the Fire Chief for the City of Miami Beach.
