2002-24995 Reso RESOLUTION NO. 2002-24995 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING A MAXIMUM SCHEDULE OF USER RATES FOR THE NEWLY RENOVATED BA YSHORE GOLF COURSE AS DELINEATED IN ATTACHMENT A; FURTHER PROVIDING THAT THE CITY MANAGER OR HIS DESIGNEE MAY ESTABLISH LESSER RATES FOR GOLF TOURNAMENTS, PROMOTIONS AND DAILY PLAY RATES WHEN IT IS DEEMED NECESSARY FOR THE EFFICIENT AND FINANCIALLY PRUDENT OPERATION OF THE GOLF COURSE; AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ESTABLISH A LESSER RATE FOR CHARITABLE OR COMMUNITY BASED ORGANIZATIONS WHICH IN NO EVENT SHALL BE LESS THAN 70% OF THE APPROVED RACK RATE THEN IN EFFECT. WHEREAS, discussions of future plans for the Bayshore and Normandy Shores Golf Courses, clubhouses and related facilities began in earnest in December of 1995; and WHEREAS, extensive discussions to determine future actions were held at the Commission level, with various committees and boards; and WHEREAS, since the mid 1990's when the City Commission decided the renovation of the City's golf courses was a priority it has clearly been the directive that revenues generated at the courses must cover the cost of the on-going operations as well as debt service on the construction loan; and WHEREAS, feasibility studies, financial analysis's, market comparisons of golf courses of similar quality, meetings with the various hoteliers, bond counsel reviews, Commission Committees and full Commission discussions have all moved the process toward achieving this goal; and WHEREAS, the development of the Bayshore golf course into a very high quality tourist destination that would also serve our citizens and Normandy Shores into a quality resident golf course has been the guiding vision of this process; and WHEREAS, in furtherance of this goal, on February 9, 2000, the City Commission approved the Financing Strategy for the renovation of the Bayshore and Normandy Shores golf courses and clubhouses and authorized the Finance Director to take all necessary actions subject to the final approval of loan documents by the Mayor and City Commission; and WHEREAS, included in the approval request was a statement that advised the Commission that at the time the Gulf Breeze Loan was to be secured the City would offer a covenant to budget and appropriate the debt service from any legally available non-Ad Valorem revenues as the security for the loan and based on the feasibility consultant's analysis it was anticipated that the net operating income from the two courses would be sufficient to cover debt service on an annual basis; and WHEREAS, on May 10, 2000, the City Commission approved a resolution declaring the official intent of the City of Miami Beach to issue debt service in an aggregate principal amount not to exceed $15,000,000 in order to among other things, reimburse itself from the proceeds of such debt for funds advanced by the City for certain expenses incurred with respect to improvements to certain City-owned golf courses; and authorizing certain incidental actions; and WHEREAS, The fees are in line with other golf high quality golf destinations within Miami-Dade and Broward Counties; and WHEREAS, the City's golf course feasibility consultant, David Leininger, of ERA analyzed the proposed fees, projected number of rounds, revenue projections and the operations budget on September 15, 2002, and has determined that the proposed fees and total budget as proposed, although a variance of the original ERA projections will attain our objectives in terms of projected revenues, levels of service and operational expenses; and WHEREAS, based on the history of this project it has clearly been the intention of the Mayor and Members of the City Commission, the Mayor's Golf Ad Hoc Committee, the Administration and the various City advisory boards that have actively participated in the development of the Bayshore golf course project that it be as self-sustaining as possible; and WHEREAS, the F.Y. 2002/03 Bayshore golf course revenue projections and operational budget were developed based on the premise that the course should be self- sustaining. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a schedule of maximum user rates for the newly renovated Bayshore golf course as delineated in Attachment A are hereby approved and shall be charged provided however that the City Manager or his designee shall be authorized to establish lesser rates for golf tournaments, promotional rates, daily play rates when it is deems it necessary for the efficient and financially prudent operation 'of the golf course; the City Manager or his designee is further authorized to a lesser rate for charitable or community based organizations which in no event shall Ie than 70% of the approved rack rate then in effect. January 4, 1996 - Names of Mayor's Golf Course Ad Hoc Committee submitted to the Mayor and Members of the City Commission. . May 16, 1996 - A referral by the Capital Improvements/ Finance Committee - Recommendations by the Ad Hoc Committee For Renovations and Management of the Golf Courses. These recommendations included the capital improvements be completed separately and the financing of the capital improvements to be secured through the issuance of revenue bonds. It was the recommendation of the Mayor's Golf Course Ad Hoc Committee that the Bayshore Golf Course be designed and operated as a resort course capable of meeting the needs of the Miami Beach hotel guest and day tourist as well as our residents and the Normandy Shores Course be renovated and operated as an upscale residential course. Additional recommendations included that the City engage the professional services of the National Golf Foundation (NGF) to prepare a comprehensive golf course operations and facilities analysis. The services to be provided also included a financial plan and marketing feasibility study to determine the ability to finance the recommended improvements. Additional recommendations included the development of an RFP for the design and construction for the rehabilitation and renovation of the golf courses and another RFP for the interim management of the golf courses. . June 14, 1996 - City issued a Request For Proposals (RFP No. 116-95/96) seeking professional services for an operator to manage and maintain the Bayshore, Normandy Shores and Par 3 Golf Courses. . September 11, 1996 - The City Commission authorized the execution of an Agreement with the Chuck Hart Management Group, Inc. pursuant to RFP No. 116-95/96 for the Management of the City's Golf Courses for a period not to exceed three (3) years. . March 19, 1997 - The City Commission authorized the issuance of a Request For Qualifications for Golf Course Architectural Services for the Redesign or Renovation, or a Combination Redesign and Renovation, of the Bayshore, Normandy Shores and Par 3 Golf Courses. . October 8, 1997 - The City Commission accepted the ranking of proposals received and authorized the Administration to enter into negotiations for a contract with the Number- One ranked firm, Arthur Hills & Associates, pursuant to RFQ Number 79-96/97 for a Golf Course Architect to Prepare Conceptual Designs, Plans, and Specifications for the Upgrade of the City's Golf Courses. October 21, 1997 - The City Commission authorized the execution of an Agreement with Arthur Hills & Associates, Golf Course Architects, to Prepare Conceptual Designs, Plans, and Specifications for the Upgrade of the City's Golf Courses. . December 3, 1997 - The City Commission authorized the issuance of a RFP for Architectural Services for the Redesign or Renovation, or a Combination Redesign and Renovation, of the Bayshore/ Par 3 and Normandy Shores Golf Clubhouses and Related Facilities. . May 16, 1998 - The City Commission Rejects All Proposals for the Golf Course Clubhouse Architects and Adopted a Resolution Authorizing the Issuance of a New RFQ with Revised Minimum Qualifications. . June 17, 1998 - The City Commission approves the proposed schematic for the renovation of the Bayshore, Normandy Shores and Par 3 Golf Courses, and authorized the Administration to prepare a financing plan for the project costs and phase II of the Arthur Hills Contract. . November 4, 1998 - The City Commission authorized the execution of an agreement for the development of an analysis of the City of Miami Beach public Golf Course system with the firm of Economic Research Associates (ERA), which would evaluate the future development of alternatives and market and financial potential. . January 6, 1999 - The City Commission authorized the execution of an agreement with the firm of REG Architects, Inc., for the architectural/ engineering services for the redesign and/ or renovation of the Bayshore/ Par 3 and Normandy Shores clubhouses and related facilities. . February 25, 1999 - The results of the study prepared by ERA were presented and discussed at the Finance & Citywide Projects Committee meeting. The Committee's report was forwarded to the City Commission on March 3, 1999. . July 15, 1999 - The Mayor's Golf Course Ad Hoc Committee met with representatives from ERA, and Arthur Hills. The purpose of the meeting was to discuss the implementation of a different plan than proposed by ERA in the feasibility study. The recommendations of the Mayor's Golf Course Ad Hoc Committee included the following: 1. Bayshore Golf Course should be renovated to a Class A Course and Normandy Golf Course should be more of a neighborhood course. ,- City Commission Memorandum September 25, 2002 Establishing Bayshore Golf Course User Fees Attachment B - Chronology of Actions Page 3 2. Increase the capital investment of Bayshore Golf Course to allow for amenities currently not budgeted such as water treatment on the 1 ih hole, signage, berming and landscaping of the stash site, additional landscaping and fencing to reduce intrusion an encroachment from non-players. 3. Review/ analyze the projected cost for the Normandy Golf Course and reduce to an amount more comparable to a neighborhood course and increase the projected capital cost of Bayshore to allow for a additional amenities needed to compensate for the retention of the stash site. ERA concurred that would allow for a fee schedule which would generate the revenue to cover debt service for the project. . July 21, 1999 - The recommendations of the Mayor's Golf Course Ad Hoc Committee were presented to the Finance and Citywide Projects Committee. At this meeting both the feasibility consultant, David Leininger, ERA and the golf course architect, Steve Forrest, Arthur Hills & Associates made presentations. The recommendations of the consultants were to: 1) add additional funding to the Bayshore Course to make it an upscale visitor-oriented course such that it can command fees sufficient to pay the operating, maintenance and debt service for itself and the short falls expected from the other two courses; 2) cleanup the stash site and provide additional buffering by adding additional landscaping; 3) rebuild the Landscape Division Yard using a reduced footprint, appropriate landscape buffering the ingress/egress traffic; 4) provide an attractive continuous barrier around the perimeter of Bayshore to reduce or limit intrusion by non-golf users, road noise and visual interruptions. The Finance and Citywide Projects Committee indicated that there were three alternatives for this project: 1) an upscale Bayshore could be built if there was sufficient commitment from the hotel community in the area; 2) lacking sufficient level of commitment by the hotel community the City should seek private investors to develop the course; and 3) in absence of both 1 and 2 go forward with a Miami Shores "middle of the road' type rehabilitation of the courses. Over the Summer, the Administration met with the managers of various hotels to discuss the Bayshore Golf Course reconstruction project, and obtain their non- binding commitment to purchase advanced tee times at rates based on the time of year. The rates discussed at that time were as follows: Peak season $115, Shoulder season $70.00 to $80.00 and Summer season $42.00 to 55.00. In response to the discussions the hotels committed to a total of 20,780 rounds of golf. At the time of the discussions the hotels made it clear this was a non- binding commitment only as they wanted to see the progression of the project prior to a more firm commitment. October 20, 1999 - The City Commission approved the overall plan for the renovation of the City of Miami Beach Golf Courses, Clubhouses and Related Facilities and authorized the Administration to develop a plan to provide the necessary financing to implement the project. At the time of approval the Administration's recommendation to the Commission was to approve the issuance of a revenue bond for the funding of the Bayshore Golf Course project and continue with the development of construction documents for the clubhouses and golf course. In summary, this recommendation was based on the following reasons: 1. 19% of the hotel rooms had conservatively estimated the use of 20,780 rounds a year. This number of rounds is a conservative estimation from the hotels because there were no golf packages advertised for the leisure traveler norwas the City's golf courses marketed to the convention industry. David Leininger, Senior Vice President of ERA, felt confident with the interest expressed by the hotels and stated so in a letter to the City. (Please refer to Attachment E). As stated in Mr. Leininger's correspondence he felt the revenue projections were attainable but cautioned "however, it is important to state that the City of Miami Beach must accept substantial restrictions on local resident play during the shoulder and peak season months in order for the golf courses to achieve the projections contained in this report. This is especially true for the Bayshore course and to a similar extent during high season for the Normandy course. n 2. The City Administration received ample evidence of the interest of the need for a golf course and support for one. It was stated jhat the Administration was confident that once the golf course is renovated that other hotels not visited during the summer would refer guests to Bayshore. 3. The Administration viewed the golf courses as an asset not just to Miami Beach residents but also to its guests. ERA stated that the more golf courses there are, the more visitors that would be attracted, because the golf traveler will look for various courses to play during his/her stay. 4. The City needs to look forward to the future. The Diplomat Hotel was going through a major renovation, which will include golf facilities consisting of 45 holes and 1,060 rooms. Beach hoteliers expressed the need for this City to renovate its courses to keep up with the renovations at the Diplomat and with County courses, and to secure that future visitors will be coming to Miami Beach. February 9,2000 - The City Commission approved the Financing Strategy for the renovation of the Bayshore and Normandy Shores golf courses and clubhouses and authorized the Finance Director to take all necessary actions subject to the final approval of loan documents by the Mayor and City Commission. This approval was based on the securing of a loan from the City of Gulf Breeze, Florida, Local Government Loan Program in an amount estimated to be between $14,000,000 and $15,000,000. Of the amount approximately $10,000,000 would be used to fund the improvements the Bayshore course and clubhouse and $5,000,000 would be used to fund the Normandy Shores project. Additionally, $750,000 of the recently approved General Obligation Bond would be used to supplement the Gulf Breeze Loan funds for the clubhouse project at Normandy Shores. Included in the approval request was a statement that advised the Commission that at the time the Gulf Breeze Loan was to be secured the City would offer a covenant to budget and appropriate the debt service from any legally available non-Ad Valorem revenues as the security for the loan. Based on the feasibility consultant's analysis it was anticipated that the net operating income from the two courses would be sufficient to cover debt service on an annual basis. . July 26, 2000 - The City Commission authorized the Administration to issue Requests For Proposals (RFP) No. 114-99/00 for the comprehensive management and operations of the City's golf courses, clubhouses and related facilities following the completion of proposed renovations. . November 29,2000 - The City Commission accepted the recommendation of the City Manager pertaining to the ranking of proposals received in response to the Requests For Proposals (RFP) No. 114-99/00 for the comprehensive management and operations of the City's golf courses, clubhouses and related facilities following the completion of proposed renovations; and authorized the Administration to enter into negotiations with the most qualified firm of Professional Course Management II, Ltd. July 18, 2001 - The City Commission authorized the allocation of $1,100,000 from the Undesignated Fund Balance, for the construction of a horizontal wells system for irrigation of the Bayshore golf course, funding to be reimbursed from grants and other funding sources, as they become available. . September 18, 2001 - The Administration issued Invitation To Bid No. 59- 00101 for the renovation of the Bayshore golf course. Bids were received on October 10, 2001. . October 17, 2001 - The City Commission approved a resolution awarding a contract to TDI International, Inc., in the amount of $4,980,688.97, pursuant to bid No. 59-00101 for the renovation of the Bayshore golf course, and the landscaping of Chase Avenue and Alton Road on the perimeter of the golf course, and appropriating the funding, in the amount of $7,039,928, for the project, which included a contingency, testing and permitting for the irrigation horizontal wells, the growing period, environmental remediation and renovation of the tennis courts, and an agreement for the demolition of the existing clubhouse, maintenance buildings, golf course bathrooms, and shelters, and tennis "pro" office in the amount of $180,000 to be awarded to the firm of Metcalf and Eddy. . May 29, 2002 - The City Commission approved a resolution appropriating $450,000 from the City of Miami Beach General Fund Undesignated Fund Balance to establish the Bayshore Golf Course Grow-in and Pre-opening Marketing Program and further authorizing the Mayor and City Clerk to execute an Interim Management Agreement with Professional Course Management II, LTD., for the professional services needed for the grow-in and pre-opening marketing of the Bayshore Golf Course. It was stated at the time that the Administration would develop an annual operational budget for the golf course that would be submitted with the Parks and Recreation Department's 2002/03- budget request. . May 29, 2002 - The City Commission approved a resolution appropriating $625,000 from the City of Miami Beach General Fund Undesignated Fund Balance into the General Fund Special Projects Machinery and Equipment Account, established for the purchase of maintenance equipment for the Bayshore Golf Course and authorizing the requisition of the funds from the Agreement with Banc of America Leasing and Capital LLC, to reimburse the City, upon the purchase of the equipment and authorizing the reimbursement of the $625,000, plus interest, to the General Fund Undesignated Fund Balance as funds become available from the golf course revenues to retire the loan debt service. September 11, 2002 - The City Commission approved a resolution awarding a contract, in the amount of $2,669,000, pursuant to bid No. 54-01/02, to Tran Construction, Inc., for the construction of the Bayshore Golf Course Clubhouse, Maintenance Yard and Restroom Pavilions. . September 11, 2002 - The City Commission approved a resolution adopting tentative budgets for the General, Enterprise and Internal Service Funds for F.Y. 2002/02 subject to a second public hearing scheduled at 5:01 P.M., Thursday, September 26, 2002. Included in this tentative budget was the F.Y. 2002/03 Bayshore operational budget and revenue projections. The revenue projections were established on the schedule of fees as they are proposed in this document. In December of 2001, the comprehensive reconstruction of the golf course was initiated. It is anticipated that the new golf course- will be completed and open for play in December of 2002. Additionally, the new clubhouse is projected to be open in May of 2003. The City, through the RFQ process has selected Professiona.l Course Management II, Ltd., to manage and operate the new golf course, clubhouse and related facilities. Essentially, in the first year of play, there would appear to be a difference of approximately $772,000 (downward from the ERA estimates). The major differences are essentially in three areas: . Composition of play (as opposed to total rounds) . Pricing levels by different customer class . General and administrative estimates Composition of play is the most significant departure from the previous ERA estimates. \Xlhereas ERA had estimated 24,000 rounds of outside visitor play, the current budget only has 6,800. This is very significant. ERA had previously advised the city that it would need to sharply limit resident play at the Bayshore complex in order to generate the amount of total revenue needed to support the level of investment that was being proposed The proposed pricing, on the other hand, is substantially above the ERA estimates. It should be possible to raise the level of outside play to an amount required to meet the net revenue needs without having to approach the original estimates that ERA provided. The general and administration cost differences appear to reflect a difference in as~umptions regarding the level of staffing and other support required to meet the operating needs of the facility. The increase in cost estimates is approximately $270,000. The operator suggests that ERA's previous estimates omitted a number of expense items and needed staff positions. The estimates prepared at the times conformed to industry averages. There is most likely a middle ground. It is projected that the fees, as recommended, will generate revenues to offsetting the operational expenses and debt service of the new Bayshore Golf Course. The proposed rates and projected' operational budget for FY 2002/03 were developed by the Administration and the City's golf management firm, Professional Course Management, II, Ltd. The fees were reviewed by ERA (Economic Research Consultants) the City's consultant retained to analyze the City's existing golf system and future alternatives. ERA found the rates and projections to be reflective of the market for a course the quality standards of Bayshore and attainable. The ERA analysis did caution that the City would experience substantial revenue shortfalls unless policies are adopted that maximizes play by full rack rate a in tourists in season. Advisory Board Recommendation: Fees were discussed extensively at the Golf Advisory Board's June, July and September 2002 meetings. At the July meeting the Board approved the daily rates for all categories but recommended reducing the annual membership rates for the resident single and for the husbandlwife rate by $500, as well as establish a senior citizen annual membership rate of $1,750 for the senior citizen single resident rate and $2,000 for the senior citizen husband/ wife rate. Based on the need to generate the projected income necessary to address the operational and debt services costs the Administration could not support these recommendations. The rates in general were discussed at the Budget Advisory Committee meeting on June 25,2002. Although the BAC took no formal action the Committee did support user-based fees for services provided. ANALYSIS Discussions of future plans for the Bayshore and Normandy Shores Golf Courses, clubhouses and related facilities began in earnest in December of 1995 with the Commission authorizing the Administration to end the management agreement with the American Golf Corporation due to on-going complaints related to poor quality maintenance, courses conditions and lack of capital improvements. Extensive discussions to determine future actions were held at the Commission level, with various committees and boards. Please refer to Attachment B for a comprehensive chronology of the relevant actions that have transpired to date resulting in the current status of the Bayshore Golf Course reconstruction, fees development and management structure. In the mid 1990's when the City Commission made the policy determination that the Bayshore golf course would be renovated into a high quality tourist destination that would also serve our citizens and that Normandy Shores would be renovated into a quality resident golf course. City Commission Memorandum September 25. 2002 Establishing Bayshore Golf Course User Fees Page 2 Since that time, it has clearly been the directive of the Commission that revenues generated at the courses must cover the cost of the on-going operations as well as debt service on the construction loan. Feasibility studies, financial analysis's, market comparisons of golf courses of similar quality, meetings with the various hoteliers, bond counsel reviews, Commission Committees and full Commission discussions have all moved the process toward achieving this goal. In furtherance of this goal, on February 9, 2000, the City Commission approved the Financing Strategy for the renovation of the Bayshore and Normandy Shores golf courses and clubhouses and authorized the Finance Director to take all necessary actions subject to the final approval of loan documents by the Mayor and City Commission. This approval was based on the securing of a loan from the City of Gulf Breeze, Florida, Local Government Loan Program in an amount estimated to be between $14,000,000 and $15,000,000. Of this amount approximately $10,000,000 would be used to fund the improvements to the Bayshore course and clubhouse and $5,000,000 would be used to fund the Normandy Shores project. Additionally, $750,000 of the recently approved General Obligation Bond would be used to supplement the Gulf Breeze Loan funds for the clubhouse project at Normandy Shores. Included in the approval request was a statement that advised the Commission that at the time the Gulf Breeze Loan was to be secured the City would offer a covenant to budget and appropriate the debt service from any legally available non-Ad Valorem revenues as the security for the loan. Based on the feasibility consultant's analysis it was anticipated that the net operating income from the two courses would be sufficient to cover debt service on an annual basis. On May 10, 2000, the City Commission approved a resolution declaring the official intent of the City of Miami Beach to issue debt service in an aggregate principal amount not to exceed $15,000,000 in order to among other things, reimburse itselffrom the proceeds of such debt for funds advanced by the City for certain expenses incurred with respect to improvements to certain City-owned golf courses; and authorizing certain incidental actions. Substantial work has been done by the Mayor's Golf Ad Hoc Committee, the Golf Advisory Board, the Administration and the City's golf courses management company, Professional Course Management II, Ltd., to determine a fee structure that would generate sufficient income for the operations and debt service, while being comparable to market rates. These fees are in line with other golf high quality golf destinations within Miami-Dade and Broward Counties, as indicated in the Fees Comparison attached. (See Attachment C). Presently, the Bayshore golf course is anticipated to "soft open" in early December and be fully operational by the holidays. It should be noted that the golf course will be opening in the third month of the fiscal year utilizing a temporary modular clubhouse, temporary cart barn, and portable restrooms on the course and without a permanent golf course maintenance facility. All these factors will impact the revenues for FY 2002/03. City Commission Memorandum September 25, 2002 Establishing Bayshore Golf Course User Fees Page 3 It is projected that the revenues based on the fees as presented in this document will be sufficient to generate the estimated projected operational budget of $2,283,750. Any revision to these fees will impact the revenue projections accordingly. (Please see Attachment D for the Bayshore golf course budget included in the F.Y. 2002/03 budget submittal). The City's golf course feasibility consultant, David Leininger, of ERA analyzed the proposed fees, projected number of rounds, revenue projections and the operations budget on September 15, 2002. Mr. Leininger has determined that the proposed fees and total budget as proposed, although a variance of the original ERA projections will attain our objectives in terms of projected revenues, levels of service and operational expenses. The September 15, 2002, evaluation indicates a deficit of $772,000 for F.Y. 2002/03, which is close to the 2002/03 debt service for Bayshore of $808,000. As a point of information the Normandy Shores 2002/03 debt service is $407,000. The City's Chief Financial Officer has indicated the debt service for both courses would be paid by an alternate City source for this fiscal year. This is expected to be a one-year anomaly that is created by less than a full year operation and incomplete facilities. Mr. Leininger also very clearly cautioned that, in his opinion, the City would experience substantial revenue shortfalls unless policies are adopted that significantly limits resident play in season and a plan to aggressively market the tourist, paying the season rack rate. Mr. Leininger also stated that the revenues would be negatively impacted by the lack of a permanent clubhouse and other amenities that will not be completed when the golf course opens. Mr. Leininger did state however, if the City proceeds as planned the Bayshore golf course should be successful in 2003/04. The proposed fees and rounds/ revenue projections were developed by Professional Course Management (the City's chosen golf course management company) and the Administration based on current and anticipated play, the present trends in leisure travel and Professional Course Management's knowledge of the golf market trends in the South Florida area. The projections were conservative based on the current economy, and the impact of the September 11th events. It is also very important to the revenue generating process that the City Manager or his designee have the flexibility to establish golf rates for tournaments, promotional rates and other daily play rates, within the existing rates range at the time as deemed prudent and necessary to attract the golfing patron. Using the schedule of user rates for the newly renovated Bayshore golf course as delineated in Attachment A as the base line the City Manager or his designee may establish lesser rates for golf tournaments, promotions and daily rates when it is deemed in the best interest of the City. This process shall also permit a lesser rate for charitable or community based organizations, which shall not be less than 70% of the approved rack rate then in effect to be established by the City Manager or his designee. Additionally, the City's management company will actively meet with the hotels on the Beach as well as throughout Miami-Dade County to market the golf course and secure annual "'play or pay" agreements that will assure their guests access to tee times through the year. All rates shall be within the range of established user fees for the specific time of year. City Commission Memorandum September 25, 2002 Establishing Bayshore Golf Course User Fees Page 4 At this time the City's management firm (PCM) has tentatively reserved four (4) tournaments representing approximately 500 players and are discussing future tournaments with another six (6) groups, representing another 375 players, interested in holding tournaments at Bayshore. PCM also has twenty-five individuals who have requested to be placed on an annual membership waiting list. Additionally, the implementation of an aggressive marketing and promotions plan to advise the golf playing residents, tourists and day guests that the "new" Bayshore golf course is opening in December can not be implemented until the rates are established. The rate structure recommended is sufficient to support operational and debt services of the course while being consistent with comparable with other rates for high quality golf courses in the area. Therefore, the Administration recommends this resolution be adopted as submitted to ensure this goal is achievable.
