A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORING THE MAYOR AND CITY CLERK
TO RENEW A SERVICE AGREEMENT WITH BFI WASTE
SYSTEMS OF NORTH AMERICA, INC., FOR A TERM OF
ONE YEAR COMMENCING NOVEMBER 1, 2002 AND
ENDING ON OCTOBER 31, 2003, FOR THE COLLECTION
AND DISPOSAL OF RESIDENTIAL SOLID WASTE, YARD
TRASH, BULK WASTE AND OPERATION OF THE CITY'S
SOLID WASTE MANAGEMENT FACILITY.
WHEREAS, the City issued a Request for Proposals No. 101-99/00 on May 24,
2000 to solicit proposals for a two-year contract for the collection and disposal of
residential solid waste, yard trash, bulk wastes, and operation of the City's solid waste
management facility; and
WHEREAS, on September 13, 200 the Mayor and City Commission authorized
the Mayor and City Clerk to execute a Service Agreement with BFI Waste Systems of
North America, Inc., and
WHEREAS, the terms of the Agreement allow three additional one year term
renewals, at the sole discretion of the City, and
WHEREAS, on September 13, 2000, the Mayor and Commission authorized the
Mayor and City Clerk to execute a Service Agreement with BFI Waste Systems of North
_ America, Inc. commencing on October 18, 2000 and expiring on October 31, 2002; and
WHEREAS, the Administration is satisfied with BFI Waste Systems of North
America, Inc. and its overall level of service, including responsiveness, customer
service and communication; and
WHEREAS, BFI Waste Systems of North America, Inc. has agreed to provide
the collection of yard trash on the first solid waste collection day at no additional cost to
the City; and
WHEREAS, BFI Waste Systems of North America, Inc. has agreed to work with
the Miami Beach Police Department to implement a neighborhood crime watch
program; and
WHEREAS, BFI Waste Systems of North America, Inc. has agreed to implement
an office paper -recycling program at City Hall, providing equipment, training, employee
information and collection, at no cost to the City; and
WHEREAS, BFI Waste Systems of North America, Inc. has agreed to attempt to
locate a temporary alternate site for green waste disposal.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission, upon recommendation of the Administration, herein authorizes the Mayor
and the City Clerk to renew a service agreement with BFI Waste Systems of North
America, Inc., for a term of one year commencing on November 1, 2002 and ending on
October 31,2003.

Hello Mr Resident,
This is _(NAME)_ from the The City of Miami Beach Neighborhood Services
Department.
We are conducting a brief survey with residents who have been picked at
random to help evaluate how effective your sanitation service is. We would like
to take a few minutes of your time to receive your opinion on four questions that
will assist with this evaluation. All answers are strictly confidential and individuals
will not be identified by names or addresses. WAIT FOR RESPONSE
The sanitation service is your garbage and trash collection service, refuse the
residential recycling program and bulk trash collection.
1. On a scale of 1 to 5 with 1 being the lowest score and five being the
highest, how do you rate the quality of your current residential garbage
and trash collection service?

2. Bulky wastes are large cuttings of bushes or tree limbs, domestic
appliances remodeling and home repair trash, and furniture. The current
system allows four free on-call bulky waste collections per calendar year.
On a scale of 1-5 with 1 being the lowest and 5 being the highest, how
would you rate the current appointment system for bulky waste pick up?

3. Yard trash is material resulting from yard maintenance including tree and
shrub trimmings, grass clippings, and palm fronds. Yard trash is currently
collected on the second scheduled pick up of the week. On a scale of 1-5

the frequency of yard trash pick up?

Item Summarv/Recommendation:
The City Commission authorized the execution of a service agreement with BFI Waste Systems on
September 13, 2000, starting October 18, 2000 and ending on October 31,2002.
The contract allows three one-year renewal options at the City's discretion.
The Administration's recommendation to renew the service agreement for one year is based on the
following:
1. Excellent customer service and low record of complaints.
2. Favorable results of a customer satisfaction telephone survey.
3. Additional services BFI has agreed to provide at no additional cost to the City. Value of additional service
is $190,000 annually.
Based on the above, the Administration recommends the renewal of this service agreement for a one year
term commencing November 1, 2002 and ending on October 31,2003.

ANALYSIS
Browning Ferris Industries (BFI) Waste Systems of North America, Inc. has provided the
collection and disposal of residential solid waste and operation of the City's solid waste
management facility since October 31,2000. The initial two-year term expires on October
31, 2002. The terms of the Agreement allow three additional one year term renewals, at
the sole discretion of the City. This recommendation would constitute the first of three
renewal options.
The recommendation to renew BFI' s agreement for the first of three one year terms has
been made based on the following criteria:
1. Excellent customer service and a low record of complaints.
The Sanitation Division researched complaints logged by the City regarding missed
garbage pick-ups during the initial two-year period of the Agreement. This research
showed a decrease in complaints and an increase in responsiveness compared to the
previous contractor performance. BFI has averaged about 37 complaints per month, well
below the 127 allowed per the Agreement. Good communication with BFI field supervisors
and customer service representatives has been a key element in the success of this
Agreement. BFI has been responsive to issues that have been raised by the City.
2. Favorable results of a customer satisfaction telephone survey conducted by the
City of Miami Beach, Neighborhood Services Department.
The City of Miami Beach, Neighborhood Services Division, conducted a random customer
satisfaction telephone survey among sixty-three (63) residents of Miami Beach that are
serviced by BF!. The results ofthe customer survey revealed that in general our residents
are satisfied with BFI's performance. The survey questions and results are attached.
3. Additional services to be provided by BFI at no additional cost to the City.
In analyzing the option to renew, the Administration met with BFI to seek service
enhancements at no cost to the City. BFI has agreed to provide the following additional
services effective November 1, 2002:
. Collect yard trash from residents on both solid waste collection days, currently yard
trash is collected on the second solid waste day. This will improve service and
convenience and reduce confusion as to proper set out times. This change will also
eliminate a source of complaints that is related to yard waste being at curbside for
prolonged periods due to improper set out.
. Implement a neighborhood crime watch program where BFI 's drivers can be on the
look out for unusual activity in the neighborhoods. BFI will work with the Miami Beach
Police Department to develop the program.
. Implement an office paper-recycling program at City Hall using desk side containers
and 90 gallon wheeled carts. Equipment, training, employee information and collection
will be provided by BFI at no cost to the City. In the event that a positive revenue
stream is available from recycling in the future, that revenue would be shared with the
City.
. Work with the City's Sanitation Division to locate a temporary alternate site for green
waste disposal. This site is necessary while the Miami Beach Transfer Station is being
renovated.
. Work with the City to develop, print and distribute additional public information material.
These additional services provided by BFI to the City and its solid waste customers have
an estimated annual value of $190,000.
CONCLUSION
The Administration recommends that the Mayor and Commission authorize the renewal of
the service agreement with BFI Waste Systems of North America, Inc. for a term of one
year commencing on November 1,2002 and ending on October 31,2003.
