Gonzalez ,.~ City Manager (f. 0 UPDATE ON NORTH BEACH MASTER PLANNING PROCESS To: Subject: The Planning Department has been engaged in a master planning process with the North Beach Community since the Fall of 1999. The first phase of this project included a market analysis by a consultant, The Chesapeake Group, and concluded with approval of a "Strategic Plan" for North Beach in February, 2001. This was followed by a successful three-day charrette for the North Beach "Town Center" in June, 2001. The year following the charrette included planning for the Related Group project on the 72nd Street site and assisting the CIP Office with planning for neighborhood infrastructure and streetscape improvements. Over the last several months, Planning staff has focused its efforts specifically on completing a comprehensive Master Plan for North Beach. As before, this effort is in cooperation with the North Beach Development Corporation and the community- at-large. The goal of the planning process is to build public consensus within the North Beach Community. Public involvement in the Master Plan will be solicited in several ways. These will include one or more workshop(s) for the general public, focus groups meetings with homeowners associations and business groups, public hearings with City boards, and a website. The website will be the first of these public involvement venues to be initiated in the next few months. There are two attachments to this LTC, the "Introduction" to the website and an outline of the various components and objectives of the Master Plan, which also forms the organizational structure for the website. The website is intended to be dynamic and changing, and to act as a sounding board for public opinion. As the plan evolves, the details of the outline will be developed and inserted into the website. We don't expect everyone to agree with everything that is presented on the website; but if it stimulates discussion and debate, we believe it will ultimately lead to common understanding and consensus. The North Beach Master Plan is a collaborative effort of the community, North Beach Development Corporation and the City of Miami Beach. This website is designed to be an interactive planning experience to create a "Community- inspired Draft" of a plan for the future of North Beach. The project team will post current "drafts" of plan components on the Internet and encourage community-wide review and participation in the process. How can you get involved? Check out the City of Miami Beach website (www.cLMiami-Beach.fl.us) or the North Beach Development Corporation website (www.gonorthbeach.com) every week or so, and follow the links as they evolve. Once the first draft of the Master Plan is completed in Fall 2002, it will proceed to the formal review and approval process. This process will include public hearings by the City of Miami Beach Planning Board and the City Commission.
