STREET FL VOYER Pursuant to your request, the Public Works Department looked into the alternative of lowering the existing roadway under the f1yover to achieve a 14'-0" vertical clearance between the bottom of the f1yover structure and the road surface. The scope of work for the above alternative is: . Lower and regrade approximately 500' of roadway along Indian Creek Drive and 430' along 63rd street from the bascule bridge to Collins Avenue. . Demolish and reconstruct at least two pile caps/pier footings to meet the new roadway elevations. . Build new columns/pier extensions to connect to the new pier footings. . Install a construction dewatering system. . Install sheet piles and a retaining wall system to maintain existing elevations at the adjacent right-of-way. . Lower existing utilities; including water mains, sanitary sewer systems, and gas mains. . Install sanitary sewer lift pump stations. . Install a new stormwater drainage system with injection wells/pump stations, and back-up power supply system. The "rough order of magnitude" cost estimate to lower the roadway to create a 14'-0" vertical clearance at the existing 63rd Street f1yover is $3.2 million (Attachment 1). It is estimated that in order to perform the above work, the intersection will be continuously disrupted or closed for about 4 to 5 months. I Although you requested that we estimate the cost to lower the road to a vertical clearance of 14'-0", it should be noted that the 2002 Standard Specifications for Highway Bridges published by the American Association for State Highway Transportation Officials (AASHTO), requires all bridges on arterial (Indian Creek Drive) and collector roadways to have a minimum vertical clearance of 16'-0". This AASHTO publication is the national standard for bridge construction. The Florida Department of Transportation's (FDOT) Design Manual requires 16'-6" as a vertical clearance to allow 6" for future road resurfacing. However, FDOT designers in telephone conversations with the City Engineer indicated that a 16'-0" vertical clearance would be acceptable. We therefore prepared another cost estimate for a project to lower the road under the flyover to provide a vertical clearance of 16'-0". The "rough order of magnitude" cost estimate to lower the roadway to create a 16'-0" vertical clearance without demolishing the flyover is $3.8 million (Attachment 2). Because of additional depth this project will require lowering the existing utilities and roadway modification of approximately 720' along Indian Creek Drive and 430' along 63rd street from the bascule bridge to Collins Avenue. It would also require a special roadway base and a dewatering system because the roadway surface would be closer to the existing high water table. For this work, it is estimated the intersection would be disrupted or closed approximately 6 to 7 months. The City's long-term maintenance cost for the storm water and sanitary sewer pumping systems is estimated to be $12,000 per year. If a pump needs to be replaced, it would cost from $120,000 to $180,000. The current cost estimate for building an at-grade intersection and demolishing the f1yover is $3.7 million. The current Management of Traffic plan for this alternative keeps the intersection open at all times in all directions with reduced traffic lanes during construction. For your information, the demolition of the 63rd street flyover is an FDOT priority safety project because of the following: . Substandard vertical clearance of 11'-8" compared to the AASHTO standard of 16'-0". . Inadequate pavement width; there is no emergency lane. . High accident rate intersection due to reduced visibility to southbound and eastbound drivers caused by the f1yover structure. . No pedestrian crosswalks either mid-block on Indian Creek Drive, or on the west side of Indian Creek Drive. The alternative of lowering the roadway and keeping the flyover, only resolves the vertical clearance issue, but does nothing to solve the other three safety issues listed above. Comparatively, the demolition of the existing, below standard one-lane f1yover, combined with the construction of a modern at-grade alternative, will provide the City with a functionally-effective and safer intersection, because it will resolve all four safety issues for vehicular traffic and pedestrian circulation. This project will result in a more aesthetically pleasing roadway and intersection than a lowered roadway under an old and unsafe flyover. In addition the recommended at-grade solution will improve the overall intersection level-of- service (LOS), in particular adding capacity to the eastbound approaches during the PM peak hour. Also, the intersection would remain open during construction. Please note that any design alternative selected would not improve the LOS for the AM southbound approaches to the intersection. No capacity improvement for this movement will be possible without major reconstruction and widening of the 63rd Street Bridge and overall corridor. Based on the above information, my recommendation is that we continue with the planned demolition of the 63rd Street f1yover and the construction of a new at-grade intersection.
