2002-25022 Reso RESOLUTION NO. 2002-25022 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7THS VOTE, THE FORMAL BID PROCESS, FINDING SUCH WAIVER TO BE IN THE BEST INTEREST OF THE CITY, AND AUTHORIZING THE ADMINISTRATION TO ISSUE A STANDING ORDER TO INFORMATION DISCOVERY SYSTEMS (IDS), IN THE AMOUNT OF $50,000.00, FOR FY2002-2003, RENEWABLE ANNUALLY, WITH INCREASES LIMITED TO THE CUMULATIVE CONSUMER PRICE INDEX (CPI) FROM THE DATE OF THE LAST INCREASE, FOR MODIFICATIONS AND ENHANCEMENTS TO THE CITY-WIDE PERMITS PLU~ SYSTEM. WHEREAS, the standing order for Information Discovery Systems (IDS) to provide modifications and enhancements to the City-wide Permits Plus System expires on September 30, 2002; and WHEREAS, Information Discovery Systems (IDS) has worked closely with the City since 1998 to enhance and maintain the Permits Plus System; and WHEREAS, Information Discovery Systems (IDS) provides necessary services to the City for the efficient continuity and management of the City-wide Permits Plus System. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission waive, by 517ths vote, the formal bid process, finding such waiver to be in the best interest of the City, and authorize the Administration to issue a standing order to Information Discovery Systems (IDS), in the amount of $50,000.00, for FY2002-2003, renewable annually, for modifications and enhancements to the City-wide Permits Plus System. BUDGETED AMOUNT AND FUNDING $50,000.00 Funding is available from the Capital Fund for Information Technology (Budget Account 550.0630.000674, FY2002-2003) ANALYSIS Since the conversion to Permits Plus in 1998, the City has used a consultant from Information Discovery Systems (IDS) named John Boren. Mr. Boren has worked closely with the City's Information Technology Department and City-wide users in developing and installing programs that allow employees to do their jobs more efficiently. On all occasions, Mr. Boren has been found to be honest, reliable and a credit to his profession. He produces quality work and at a reasonable hourly rate. Just recently, he was contacted to make all of the changes to the Permits Plus System that had been mandated by the City Commission and would allow the City to combine the Certificates of Use and the City Occupational Licenses. These changes represented major modifications to the Permits Plus System and Mr. Boren, who was responsible for implementing the original modules, completed these modifications within the specified timeframe and, as always, well within the budget that was allocated for the project.
