2002-25034 Reso RESOLUTION NO. 2002-25034 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING CHANGE ORDERS, IN THE AMOUNT OF $119,156, TO THE EXISTING CONTRACT WITH LAUMAR ROOFING SOUTH, INC. FOR THE PARTIAL ROOF REPLACEMENT OF THE BYRON CARLYLE THEATER, SAID CHANGE ORDERS FOR ADDITIONAL PERIMETER STEEL REQUIREMENTS, STRUCTURAL CONSTRUCTION DOCUMENTS, STEEL ROOF DECK REPLACEMENT, AND TO PROVIDE FOR SPECIAL THRESHOLD INSPECTIONS. WHEREAS, on March 20, 2002, the Mayor and City Commission awarded a contract to Laumar Roofing South, Inc. for the partial replacement of the roof and HVAC equipment at the Byron Carlyle Theater; and WHEREAS, during the demolition of the existing roof and before new materials can be installed, an inspection of the substrate materials is required by the Building Department; and WHEREAS, the Building Department found the existing corrugated steel roof decking materials are not at the required thickness as per post Hurricane Andrew building code revisions; and WHEREAS, the Mayor and City Commission, at its November 28, 2001 meeting, adopted Resolution No. 2001-24677, which authorized the Property Management Director to serve as the Certified General Contractor for the renovations of the Byron Carlyle Theater; and WHEREAS, the Property Management Director exercised the authority given to him by the City Manager and City Commission, and directed the roofing contractor to retain a structural engineer to provide the required structural calculations, to provide required structural construction documents, and to provide for structural threshold inspections for the additional work requirements; and WHEREAS, after reviewing quotations submitted by Laumar Roofing South, Inc. in the amount of $76,500, for the decking replacement and, $42,656 for additional perimeter steel, welded attachment method, structural construction documents, fire prevention requirements, and special structural threshold inspections, and after comparing the quotations with industry standards, the Property Management Director issued a change order in the total amount of $119,156 to Laumar Roofing South Inc. for the additional required work. \ NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein ratify Change Orders, in the total amount of $119,156, to the existing contract with Laumar Roofing South, Inc. for the partial roof replacement of the Byron Carlyle Theater, said change orders for additional perimeter steel requirements, structural construction documents, steel roof deck replacement, and to provide for special threshold inspections. ANALYSIS On March 20, 2002, the Mayor and City Commission awarded a contract to Laumar Roofing South Inc. for the partial roof and partial HV AC replacement at the Byron Carlyle Theater. During the removal of the existing roof and before the new roof or roof insulation could be applied, an inspection of the Building Department was required. During this inspection, the Building Department found that the existing corrugated steel roof deck on the facility was . constructed of28-gauge steel. Post Hurricane Andrew Building Codes have changed to require a thicker, 24 gauge materials to protect structures from up-lift during a severe storm. Because the roof decking is part of the structural design of the Byron Carlyle Theater's roof system, the Building Department also required structural engineered drawings to show calculations of how the heavier, 24 gauge materials would be supported by the existing bar joist system, how the new decking would be attached to the structural frame ofthe building, and the additional requirement of a special structural threshold inspection of the work. The Mayor and City Commission, at the November 28, 2001 Commission meeting, adopted Resolution No. 2001-24677, which authorize the Property Management Director to serve as the Certified General Contractor for the renovations ofthe Byron Carlyle Theater. The Property I Management Director exercised the authority given to him by the City Manager and City Commission, and directed the roofmg contractor to retain a structural engineer to provide the required structural calculations, to provide required structural construction documents, and to provide for structural threshold inspections for the additional work. As a result of the structural engineer's report, the work required for the roofing project increased. In addition to replacing the decking materials, additional perimeter angle steel was required to support the perimeter of the decking. Also, because Miami-Dade County product approval has not approved any mechanical attachment methods to connect the particular decking materials to the bar joist system, welding attachment was the only method that is currently available. The Property Management Director then requested and received cost estimates for the additional work requirements. After reviewing the structural engineer's report and analyzing estimates provided by Laumar Roofing South Inc. in the amount of $76,500 for the decking, and $42,656 for engineering, welding attachment, fire protection, addition steel requirements, and structural threshold inspections, the Property Management Director issued a change order to the existing contract with Laumar Roofing South Inc. in the total amount of$119,156, to have the contractor proceed with the purchase and installation ofthe additional requirements for the Byron Carlyle Theater roof proj ect and to be in compliance with the Florida Building Code. The existing contract with Laumar Roofing South Inc. is for the total amount of $282,345, for the partial roof and partial HV AC replacement of the Byron Carlyle Theater. The existing contract is a combined contract consisting of $150,945 for the roof portion, and $131,400 for the HV AC portion.
