Morales, City Manag DATE: March 6, 2018 SUBJECT: Southeast Florida Regional CI ate Action Plan 2.0 I am excited to share that the South Florida Climate Change Compact has completed the second Southeast Florida Regional Climate Action Plan (RCAP 2.0). The RCAP 2.0 provides 142 recommendations to guide climate action over the next five years. Background The Southeast Florida Regional Climate Change Compact (Compact) is a unique collaborative effort among Palm Beach, Broward, Miami -Dade and Monroe Counties. The City of Miami Beach is the Miami Dade municipal representative on the Compact staff steering committee. The Compact was developed to create a new form of regional climate cooperation designed to allow local governments to set the agenda for adaptation while providing an efficient means for state and federal agencies to engage with technical assistance and support. The Compact developed the first Regional Climate Action Plan (RCAP) in October 2012. The RCAP was the Compact's first guiding tool for coordinated climate action in Southeast Florida to reduce greenhouse gas emissions and build climate resilience. The City Commission adopted a resolution approving the implementation of the RCAP as appropriate at the February 6, 2013 Commission Meeting. On December 14, 2017, the RCAP 2.0 was unveiled at the 9th Annual Climate Leadership Summit, an event that brings together leaders from business, government, academia and the nonprofit community to share knowledge and collaborate on climate -related issues. The RCAP 2.0 provides 142 recommendations, guidelines for implementation, and shared best practices for local entities to act harmoniously with the regional agenda. The Compact collaborated with businesses, academia, and non -profits to create the RCAP 2.0 and received feedback during public comment periods. Some recommendations and focus areas reflect the original plan (RCAP) but many focus areas have received greater attention such as social equity and public health. An online exploration tool is available (www.southeastfloridaclimatecomoact.ora) for stakeholders to browse the recommendations. Recommendations can be filtered according to each different stakeholder and their personal priorities to create a customized implementation plan. The recommendations are grouped by the following focus areas: Agriculture, Compact Coordination, Energy and Fuel, Natural Systems, Public Health, Public Outreach and Engagement, Public Policy Advocacy, Regional Economic Resilience, Risk Reduction and Emergency Management, Social Equity, Sustainable Communities and Transportation, and Water.
