A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH UNANIMOUSLY SUPPORTING U.S .
HOUSE OF REPRESENTATIVES BILL 22 AND U.S .
SENATE BILL 3, PROVIDING FOR A NATIONAL
HEALTH SECURITY SYSTEM FOR ALL AMERICANS ;
AND AUTHORIZING AND DIRECTING THE CITY CLERK
TO SEND COPIES OF THIS RESOLUTION TO THE U.S .
SENATORS AND MEMBERS OF THE U.S . HOUSE OF
REPRESENTATIVES REPRESENTING THE STATE OF
FLORIDA IN THE UNITED STATES CONGRESS ; THE
BOARD OF COUNTY COMMISSIONERS OF METROPOLITAN
DADE COUNTY; THE DADE LEAGUE OF MUNICIPALITIES ;
REPRESENTATIVE WILBUR MILLS ; AND TO SENATOR
TED KENNEDY.
WHEREAS, the cost of medical care today is so high that
the average American cannot afford a major illness ; and
WHEREAS , current health insurance pays only about one-third
of the total health bill for those covered; and
WHEREAS , the City Council of the City of Miami Beach finds
the Health Security Program a right for all Americans and has con-
cluded that U.S . House of Representatives Bill 22 and U.S . Senate
Bill 3 provide the most comprehensive coverage in meeting the health
needs of the average citizen ; and
WHEREAS, it is essential that Congress enact the Health
Security Program without delay; and
WHEREAS , it is further essential that the consumer or user
be given freedom of choice to select from any professional who is
legally authorized by the State to render the service covered by such
legislation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. The City Council of the City of Miami Beach
hereby unanimously supports U.S . House of Representatives Bill 22
and U.S . Senate Bill 3, providing for a National Health Security
System for all Americans .
Section 2 . The City Council of the City of Miami Beach
recommends that U.S . House of Representatives Bill 22 and U.S .
Senate Bill 3 should further include a provision granting the consumer
or user freedom of choice to select from any professional who is legally
authorized by the State to render the service covered by such legisla-
tion.
Section 3 . The City Clerk of the City of Miami Beach is
hereby authorized and directed to send copies of this Resolution to
the U.S . Senators and Members of the U.S . House of Representatives
representing the State of Florida in the United States Congress ; the
Board of County Commissioners of Metropolitan Dade County; the Dade
League of Municipalities ; Representative Wilbur Mills ; and Senator
Ted Kennedy.
PASSED and ADOPTED this 4th day of September , 1974 .
